Tingginya angka kematian ibu, rasio bidan melebihi target nasional dan tata cara penilaian kinerja tidak objektif melihat kinerja bidan desa adalah masalah yang dihadapi. Tujuan penelitian ini merancang sistem penilaian kerja dengan pendekatan manajemen sasaran dengan metode SDLC. Penelitian dilakukan di dinas kesehatan kabupaten Bengkulu Selatan.
Hasil penelitian yaitu tidak diterapkannya penilaian kinerja dan belum adanya alat bantu mendapatkan gambaran hasil kinerja bidan desa secara cepat dan akurat. Monitoring dan evaluasi, hanya sebatas penerimaan laporan data rutin. Kesimpulan penelitian yaitu belum ada alat dan penilaian kinerja objektif bidan desa. Perancangan sistem informasi ini sebagai alat penentu kebijakan yang berbasis bukti.

Abstrak
Program Bidan PTT bertujuan meningkatkan pemerataan distribusi tenaga kesehatandalam rangkamenurunkan AKI dan AKB. Tujuan penelitian untuk mendapatkan gambaran dan hubungan take home income dengan kinerja bidan PTT di Kabupaten Mukomuko. Penelitian ini merupakan penelitian survei dengan dua populasi dengan analisis univariat dan bivariat.
Hasil penelitian menunjukkanbahwa kinerja bidan adalah baik dengan rata-rata take home income bidan PTT adalah Rp.4.143.198 dan bidan PNS adalah Rp. 5.395.388. Ada hubungan yang signifikan antaratake home income dengan kinerja bidan PTT sementara untuk bidan PNS tidak berhubungan. Untuk meningkatkan kinerja bidan perlu dibuat suatu pola insentif baik material dan non material dengan mempertimbangkan aspek keadaan daerah.
The impermanent midwives Programme aims to improve equitable distribution of health workers in order to reduce the MMR and IMR. Research purposes to gain insight and take home income relationship with the performance of impermanent midwives in Mukomuko district. This study is a survey of the two populations with univariate and bivariate analyzes.
The results showed that the performance of midwives is well with the average take-home income is Rp.4.143.198 impermanent midwives and civil servants is Rp. 5.395.388. There is a significant relationship between the take home income with impermanent midwives performance while civil servants midwaves are not related. To improve the performance of midwives needs to be a good incentive pattern material and nonmaterial by considering local circumstances.

Provision of quality basic health services is expected to be able to reduce maternalmortality to 20%. The research objective is to comprehend the big picture aboutthe performance of rural midwives in antenatal care and the factors associatedwith it. This study uses cross-sectional design. The results show goodperformance of rural midwives of 69.9%. Variables that have a relationship withthe performance of midwives are supervision and completeness of facilities.
