In the Performance Based Capitation (KBK) payment system, the performance achievement of First Level Health Facilities (FKTP) will be calculated based on the indicators of Contact Rate, Non-Specialist Referral Ratio, and Controlled Prolanis Participant Ratio as the basis for capitation payments. This research is a non-experimental research using a quantitative approach, which aims to determine the relationship between the status of implementation of KBK consequences, the ratio of doctors to participants, fulfillment of infrastructure, scope of services and financial management patterns of Community Health Centers with the value of KBK achievements at Puskesmas in the North Sumatra Province region in 2023. From the results of this research, the KBK achievement value for Puskesmas in North Sumatra Province in December 2023 is 2.8 or has not yet reached the target maximum. The ratio of doctors to participants and fulfillment of infrastructure have a significant relationship to the KBK achievement score. Fulfillment of doctors based on the number of registered participants, fulfillment of infrastructure and arrangements for the distribution of registered participants need to be paid attention to in order to improve performance in accordance with the provisions of Performance Based Capitation.
Tesis ini membahas tentang pelaksanaan Kurikulum Berbasis Kompetensi ( KBK ) di Jurusan Keperawatan Politeknik Kesehatan Kementrian Kesehatan ( Poltekkes Kemenkes ) Jakarta III tahun 2011. Penelitan ini adalah penelitian kualitatif dengan pendekatan fenomenologis. Sampel penelitian ini terdiri dari, Kepala Pusat Pendidikan dan Latihan Tenaga Kesehatan (Kapusdiklatnakes, Direktur Poltekkes Kemenkes Jakarta III. Ketua Jurusan Keperawatan , Ketua Program Studi Keperawatan kimia 17, Ketua Program Studi Keperawatan Anestesi, Ketua Program Studi Keperawatan Persahabatan, Dosen 3 Jurusan Keperawatan Poltekkes Kemenkes Jakarta III dan Mahasiswa Jurusan Keperawatan Poltekkes Kemenkes Jakarta III. Hasil penelitian menyatakan bahwa pada aspek kontek, komitmen manajemen dan jajarannya dalam melaksanakan KBK terlihat bersungguh-sungguh, dibuktikan dengan tekad yang kuat dan semangat dalam menjalankan Kurikulum Berbasis Kompetensi melalui menjalin komunikasi yang terbuka, mengadakan pelatihan-pelatihan, workshop, perhatian terhadap aspek input berupa pemenuhan kebutuhan dari manajemen pelaksana, berupa sarana prasarana, walaupun belum seperti yang diharapkan. Proses pelaksanaan yang direspon positif oleh dosen dan mahasiswa dengan dibuktikan semangat dalam melaksanakan kegiatan proses belajar mengajar juga stakeholder dibuktikan dengan respon terhadap produk yang dihasilkan dengan menjadikan lulusan sebagai karyawannya dan tingkat keberhasilan dalam mengikuti evaluasi semester dengan nilai tertinggi sempurna = 4 oleh mahasiswa dari tingkat III Program Studi Persahabatan dan terendah = 3.41 dari Program Studi Keperawatan Kimia 17 dan Keperawatan Anestesi.
This thesis discusses the implementation of Competency Based Curriculum (CBC) in the Department of Health Ministry of Health Nursing Polytechnic (Polytechnic Kemenkes) Jakarta III in 2011. This is a qualitative research study with a phenomenological approach. This study sample consisted of, Head of Education and Training of Health Workers (Kapusdiklatnakes, Director of the polytechnic Kemenkes Jakarta III. Chairman of the Department of Nursing, Chief Nursing Studies Programme chemistry 17, Chairman of the Anesthesia Nursing Program, Chairman of the Friendship of Nursing Studies Programme, Department of Nursing Polytechnic lecturer 3 Kemenkes Jakarta III and Student Programs Nursing Polytechnic Kemenkes Jakarta III. The study states that the aspect of context, the commitment of management and staff in implementing the CBC looks serious, as evidenced by a strong determination and zeal in carrying through the Competency-Based Curriculum to establish open communication, conduct trainings, workshops, attention to aspects of the input needs of executive management, in the form of infrastructure, although not as expected. the process of implementing a positive response by faculty and students with a demonstrated passion for teaching and learning activities are also stakeholders evidenced by response to the products produced by making the graduates as employees and the level of success in following the evaluation of the semester with the highest value of perfect = 4 by students from level III Friendship Studies Program and the lowest = 3.41 of Nursing Studies Program of Chemistry 17 and Nursing Anesthesia.

The increasing trend of health care costs has prompted the government to seek financing alternatives that can streamline funds without reducing the quality of services. One such system is the implementation of the commitment-based capitation consequence where the puskesmas is paid based on the number of registered participants who are responsible for its effectiveness monitoring by looking at the tendency of contact numbers (≥1500/00), prolanis ratio (≥50%), and non-specialist case referral ratio (<0.5%), so it is expected that moral hazard from the supply side can be prevented or minimized. This study aims to determine the factors associated with the implementation of Capitation Based on Service Commitment This research was conducted in DKI Jakarta area with Puskesmas as analysis unit, with sequential model mixed method (quan QUAL), qualitative data was taken by indeph interview method to key informant related to validate data which can not be validated by quantitative method. The results of two year implementation significantly increased the average contact rate in 2017 by 192.6 0/00 (target ≥150 0/00), and the average prolanis ratio of 44.9% (≥50%), and lowering the average non-specialist case referral ratio to 0.3% (target <5%). From multivariate analysis, variables modeling related to achievement of service commitment indicator were capitation value, human resources (adequacy of doctor, nurse, midwife, pharmacy) are significant influence dominanly to achievement indicator of service commitment (p value <0.05). Implementation of capitation compensation is positive enough to give an effect for all puskesmas efforts to achieve the indicator of service commitment, on the other side of the indication of moral hazard, so monitoring and evaluation is needed to create the quality service..

This research aims to find out the implementation of Performance-Based Capitation Regulation in Primary Helalth Care in East Jakarta Region, 2017. This research is a qualitative study with data collection through interviews, observation, and document review. This study shows that there are problems in communication, resources, and implementation to achieve performance indicators. The researcher suggested that improvement efforts should be made in the case of socialization, review of workload and task division, make SOPs for Prolanis activities, routine training for doctors, make allocation budget for Prolanis, and policy making related to services for participants who are not registered in Primary Health Care Addressed.
