"Penelitian pengembangan rancang bangun prototipe sistem informasi partisipasi masyarakat dalam pencegahan dan penanggulangan penularan Coronavirus Disease (Covid-19) bertujuan dapat menyajikan data dan informasi pada tingkat kelurahan atau pemerintahan desa mengenai kesiapsiagaan mitigasi munculnya kasus Covid-19. Dengan situasi status pandemi Covid-19 belum berakhir sehingga perjuangan pencegahan dan penanggulangan penularan Covid-19 harus terus dilakukan. Semangat gotong royong dengan kebersamaan dari semua kalangan dan semua wilayah di Indonesia menjadi modal untuk mengakhiri pandemi Covid-19. Kebijakan pemerintah yang fleksibel berdasarkan perkembangan kasus Covid-19 yang bertujuan untuk menekan kasus Covid-19 mendorong pelibatan partisipasi masyarakat pada tingkat individu dan masyarakat untuk melakukan upaya pencegahan dan penanggulangan penularan Covid-19. Wujud upaya partisipasi masyarakat yaitu kesiapsiagaan pada tingkat kelurahan atau pemerintahan desa dalam pencegahan dan penanggulangan penularan Covid-19 merupakan upaya mitigasi munculnya kasus Covid-19. Rancang bangun prototipe sistem informasi partisipasi masyarakat dalam pencegahan dan penanggulangan penularan Covid-19 menyediakan data dan informasi sebagai evidance bases aspek determinan kesehatan yang dapat memberikan gambaran tingkat partisipasi masyarakat dalam kesiapsiagaan pada tingkat kelurahan atau pemerintahan desa menjadi pelengkap tersedianya data dan informasi secara utuh dan kompherensif untuk dasar melakukan pemantau dan evaluasi dengan data layanan kesehatan yaitu data kasus Covid-19. Pada rancang bangun prototipe sistem informasi tersebut, kejadian kasus Covid-19 dapat dianalisa berdasarkan distribusi dan sebaran kesiapsiagaan upaya partisipasi masyarakat pada tingkat kelurahan/desa. Rancang bangun prototipe sistem informasi partisipasi masyarakat dalam pencegahan dan penanggulangan penularan Covid-19 dapat menjadi acuan pengembangan sistem informasi mengukur partisipasi masyarakat pada kondisi kegawatdaruratan.
The research on the development of the design of an information system prototype for community participation in the prevention and control of coronavirus disease (Covid-19) transmission aims to provide data and information at the urban village or village level regarding preparedness to mitigate the emergence of the Covid-19 case. With the status of the Covid-19 pandemic that has not ended yet, the struggle to prevent and control the transmission of Covid-19 must continue. The spirit of mutual cooperation with togetherness from all levels of society in all regions in Indonesia is the capital to end the Covid-19 pandemic. A flexible government policy based on the development of the Covid-19 case aims to suppress the Covid-19 case by encouraging the involvement of the community at the individual and society levels to make efforts to prevent and control the transmission of Covid-19. The form of community participation efforts is preparedness at the urban village or village level in preventing and controlling the transmission of Covid-19 as a mitigation of the emergence of Covid-19 cases. The design of a prototype information system for community participation in the prevention and control of the transmission of Covid-19 is to provide data and information as evidence bases on aspects of health determinants that can provide an overview of the level of community participation in preparedness at the sub-district or village level to complete the availability of data and information as a whole and comprehensive as a basis for conducting monitoring and evaluation which is juxtaposed with health service data, namely data on Covid-19 cases. In the design of the information system prototype, the incidence of Covid-19 cases can be analyzed based on the distribution and spread of preparedness efforts for community participation at the urban village or village level. The design of the information system prototype for public participation in the prevention and control of the transmission of Covid-19 can be used as a reference for the development of an information system to measure community participation in emergency situations.

AKB dan AKBA di Indonesia terus mengalami penurunan setiap tahunnya. Akan tetapi, permasalahan disparitas AKB dan AKBA antara pedesaan dan perkotaan juga masih terus menghambat pencapaian program kesehatan bayi dan balita. Posyandu merupakan salah satu upaya kesehatan bersumber daya masyarakat yang bertujuan untuk mempermudah akses pelayanan kesehatan dasar, dimana dalam penyelenggaraannya dipengaruhi oleh penyediaan dana operasional, salah satunya adalah Dana Desa. Tujuan penelitian ini adalah diketahui pengelolaan Dana Desa pada kegiatan Posyandu KIA melalui partisipasi masyarakat serta berbagai tantangan di lapangan di Desa Kalidesel, Kec. Watumalang, Kab. Wonosobo, Prov. Jawa Tengah pada tahun 2018 hingga 2020. Penelitian ini menggunakan metode kualitatif dengan pendekatan studi kasus. Pengambilan data penelitian menggunakan wawancara dan diskusi terarah di lingkungan desa Kalidesel. Hasil penelitian yang didapatkan adalah terdapat perbedaan pengelolaan Pemberian Makanan Tambahan (PMT) antara Posyandu Dusun Kalidesel dengan Dusun LamukJawera. Penganggaran kegiatan telah dilakukan oleh Bidan Desa bersama dengan sekretaris desa, akan tetapi realisasi dana selalu berbeda dengan anggaran yang ditetapkan. Selain itu ditemukan bahwa ketepatan pencairan Dana Desa Kalidesel sangat bergantung pada ketepatan waktu penyelesaian administrasi. Masyarakat Desa Kalidesel berpartisipasi secara aktif melalui kegiatan Musrenbang, menjadi kader Posyandu, mendapatkan kegiatan Posyandu dan melakukan pengawasan penggunaan Dana Desa dengan melihat infografis yang dipasang di setiap Dusun di Desa Kalidesel.

Abstrak:
Permasalahan produk legislasi yang dihasilkan anggota legislatif, baik yangmenyangkut kualitas, maupun pelibatan partisipasi masyarakat di dalam prosespenyusunan dan perancangan suatu Perda sedang menjadi sorotan. Kebijakanupaya perbaikan gizi dikembangkan dan diarahkan untuk meningkatkan statusgizi masyarakat khususnya di provinsi Bengkulu, Tujuan dari penelitian ini adalahuntuk memperoleh informasi mengenai partisipasi masyarakat dalam prosespenyusunan Peraturan Daerah menggunakan pendekatan kualitatif, denganwawancara mendalam dan studi literatur di DPRD Provinsi Bengkulu.Berdasarkan analisis dapat disimpulkan bahwa Tahapan-tahapan dalampenyusunan Perda Perda no 12 tahun 2013 tentang Perbaikan Gizi , telahmelakukan semua tahapan yang direkomendasikan mulai dari tahap Definition,Aggregation, Organitation, Representation, Agenda Setting, Formulation danterakhir tahap Legitimation. Secara keseluruhan proses penyusunan Perda No 12tahun 2013 belum mencerminkan Perda yang partisipatif karena belummelibatkan masyarakat dalam setiap proses penyusunannya. Tingkat partisipasimasyarakat yang terjadi dalam konteks formal berada pada tingkat peredamanyaitu Masyarakat dapat memberi masukan/saran dalam penentuan hasil kebijakannamun pengambilan keputusan akhir tetap berada ditangan penguasa. Tidakoptimalnya pemanfaatan ruang paritsipasi dalam proses penyusunan Perda karenakurangnya informasi yang tersedia bagi masyarakat .Kedudukan naskah akademikmerupakan bahan awal yang memuat gagasan-gagasan tentang urgensi,pendekatan, ruang lingkup dan materi muatan suatu Peraturan Daerah, sebagaibahan pertimbangan yang digunakan dalam permohonan izin prakarsapenyusunan Raperda. Disarankan untuk meningkatkan partisipasi masyarakatdalam setiap proses penyusunan produk hukum daerah dapat dilakukan denganadvokasi atau pendampingan kepada kelompok-kelompok masyarakat yangdilakukan oleh Perguruan Tinggi, Organisasi Masyarakat maupun pemerintahandaerah Provinsi Bengkulu sendiri, memiliki produk hukum daerah yang mengaturdan menjamin partisipasi masyarakat dalam setiap proses penyusunan Perda, sertaperlu dukunganan sumber daya manusia yang memadai, dana yang cukup danwaktu yang lebih banyak sehingga Naskah Akademik yang dihasilkan layakdijadikan acuan dalam proses penyusunan suatu peraturan daerah.Kata kunci: Partisipasi Masyarakat, Naskah Akademik, Peraturan Daerah

Sampah merupakan sisa dari suatu kegiatan sehari-hari manusia dan proses alam yang berwujud padat, keberhasilan pengelolaan sampah berhubungan dengan tingkat partisipasi masyarakat. Partisipasi masyarakat merupakan segala bentuk keterlibatan masyarakat dalam pengelolaan sampah mulai dari proses prencanaan, pelaksanaan, hingga evaluasi. Tujuan dari penelitian ini adalah untuk menganalisis hubungan faktor sosiodemografi, pengetahuan, dan faktor eksternal terhadap partisipasi masyarakat dalam pengelolaan sampah rumah tangga di Kelurahan Batu Ampar, Jakarta Timur pada tahun 2023. Penelitian ini merupakan penelitian survei analitik dengan menggunakan metode penelitian cross sectional dengan teknik pengambilan sampel stratified random sampling. Setelah dilakukan perhitungan besar sampel minimum menggunakan rumus uji hipotesis beda proporsi (Lemeshow, 1990) didapatkan besar sampel minimum sebanyak 114 sampel. Hasil penelitian menyatakan bahwa mayoritas rumah tangga di Kelurahan Batu Ampar telah memiliki tingkat partisipasi tinggi dalam pengelolaan sampah rumah tangga yaitu sebanyak 60 responden (52,6%), dimana 54 responden lainnya (47,4%) memiliki tingkat partisipasi rendah dalam pengelolaan sampah rumah tangga. Pada penelitian juga dinyatakan bahwa terdapat faktor yang memiliki hubungan signifikan dengan partisipasi pengelolaan sampah rumah tangga yaitu faktor sosiodemografi dan faktor eksternal. Faktor sosiodemografi yang memiliki hubungan signifikan dengan partisipasi masyarakat adalah usia (nilai p 0,009; OR 10,26), sedangkan faktor eksternal yang memiliki hubungan signifikan dengan partisipasi masyarakat adalah dukungan tokoh masyarakat (nilai p 0,002; OR 3,39). Untuk faktor sosiodemografi seperti jenis kelamin, pendidikan, dan pekerjaan; pengetahuan; dan faktor eksternal berupa sarana prasarana tidak memiliki hubungan dengan partisipasi masyarakat. Kesimpulan dari penelitian ini adalah variabel usia dan dukungan tokoh masyarakat memiliki hubungan yang signifikan dengan partisipasi masyarakat dalam pengelolaan sampah rumah tangga.
Waste is the residue of daily human activities and natural processes in solid form, the success of waste management is related to the level of community participation. Community participation is all forms of community involvement in waste management starting from the process of planning, implementation, to evaluation. The aim pf this research is to analyze the relationship between sociodemographic factors, knowledge, and external factors on community participation in household waste management in Batu Ampar Subdistrict, East Jakarta, in the year 2023. This study employs an analytic survey method using a cross-sectional research design with stratified random sampling as the sampling technique. After calculating the minimum sample size using the hypothesis test formula for the difference in proportions (Lemeshow, 1990), the minimum sample size was determined to be 114 samples. The research result indicated that majority of households in Batu Ampar Subdistrict have a high level of participation in household waste management, with 60 respondents (52,6%), while the remaining 54 respondents (47,4%) have a low level of participation. The study also states that there are factors significantly associated with household waste management participation, namely sociodemographic and external factors. Sociodemographic factors significantly associated with community participation are age (p-value 0,009; OR 10,26), while the external factors significantly associated with community participation is community leader support (p-value 0,002; OR 3,39). Sociodemographic factors such as gender, education, occupation, and income; knowledge; and external factors such as facilities do not have significant relationship with community participation. In conclusion, age and community leader support variable are significantly associated with community participation in household waste management.
