This thesis is discussing about preview of factors that affecting theimplementation time of employee recruitment and selection at Rumah SakitMedika Permata Hijau in 2012. This research conducted using qualitativedescriptive methodology. The result show that the factors that affecting the timeof implementation of recruitment and selection process are organizational factor,the habit of recruiters, external condition, the lack of datas bank of the aplicants,the supply of the labors factor, and the internal organizations factor. Moreover, inevaluation of recruitment and selection is no done formally. Therefore, correctiveaction should be done in order to make the time of implementation of recruitmentand selection in Rumah Sakit Medika Permata Hijau can be done appropriate withthe target.

This study discusses the implementation of the recruitment and selection of employees in a General Hospital National Center Dr.Cipto Mangunkusumo, to get the qualified candidates and the number of plans in order to meet workforce needs. In the process of getting good candidates is not easy, the prospective employees must go throught a selection process which are: selection test administration, written test, interview, psychological tests and medical tests. Only after all of the selection process is done it will get the selection decisions is made by a team of recruitment and selection of employees. This study used qualitative research methods with in-depth interviews, observations and review of secondary data.
Penelitian ini bertujuan untuk melakukan analisis kebijakan rekrutmen Tim Kesehatan Haji Indonesia (TKHI). Kebijakan rekrutmen TKHI dapat dipandang sebagai suatu sistem, dengan input berupa permintaan, sumber daya dan dukungan, proses mencakup tiga dimensi kebijakan publik yang meliputi dimensi politik, dimensi hukum dan dimensi manajemen, untuk menghasilkan kebijakan rekrutmen TKHI sebagai output. Dari penelitian yang dilakukan, diketahui bahwa kebijakan yang ada sekarang cukup memadai untuk mencapai tujuannya, namun masih memerlukan perbaikan dalam aspek manajemen yang meliputi perencanaan, penilaian kinerja dan pemberian kompensasi serta diperlukan suatu prosedur operasional standar sebagai pedoman pelaksanaan kegiatan. This thesis is focused on the analysis of Indonesian Hajj Health Team (TKHI) Recruitment Policy. TKHI recruitment policy can be seen as a system consisting of demand, resources and support as the input, three dimensions of public policy as the process which aimed at the policy for recruiting TKHI itself as the output. In this research, the writer found that the policy is effective in gaining its objective. However, there are still several aspects needs to be strengthened i.e. planning, performance appraisal and compensation as part of management functions and the need for a standard operating procedure as guidelines for implementation to be fulfilled.
