Di tengah pemberlakuan kebijakan new normal, risiko para tenaga kesehatan terinfeksi COVID-19 masih tinggi. Pemerintah Provinsi Jawa Tengah memberikan arahan terhadap rumah sakit untuk melaksanakan langkah preventif, kuratif dan promotif dalam penanganan Covid-19. Dengan tingkat kepadatan penduduk serta luas wilayah yang tinggi, rumah sakit di Kabupaten Brebes tentunya dituntut untuk dapat memberikan pelayanan maksimal dengan pemenuhan standar rumah sakit dan tenaga kesehatan. Pelaksanaan pencegahan dan pengendalian covid19 di rumah sakit merupakan upaya penting dalam melindungi tenaga kesehatan dari risiko infeksi COVID-19. Penelitian ini bertujuan untuk menganalisa penerapan manajemen risiko pada tenaga kesehatan yang menangani Covid-19 di RSUD Brebes tahun 2022. Penelitian kualitatif dengan desain studi kasus deskriptif ini menggunakan data primer yang berasal dari wawancara mendalam dan data sekunder yang berasal dari telaah dokumen. Hasil penelitian menunjukkan penerapan manajemen risiko Covid-19 pada tenaga kesehatan di RSUD Brebes belum berjalan secara maksimal. Hal utama yang menyebabkan belum dilaksanakannya manajemen risiko secara maksimal ini adalah belum adanya komitmen dari seluruh staf terutama pimpinan dalam mengupayakan dan mendukung terlaksananya program manajemen risiko. Oleh karena itu, peneliti menyarankan untuk memasukkan manajemen risiko sebagai salah satu kebijakan strategis rumah sakit dalam upaya peningkatan keselamatan dan kesehatan kerja.
In the midst of the implementation of the new normal policy, the risk of health workers being infected with COVID-19 is still high. The Central Java Provincial Government provides directions for hospitals to carry out preventive, curative and promotive steps in handling Covid-19. With a high level of population density and area, hospitals in Brebes Regency are certainly required to be able to provide maximum service by meeting hospital standards and health workers. The implementation of the prevention and control of COVID-19 in hospitals is an important effort to protect health workers from the risk of COVID-19 infection. This study aims to analyze the application of risk management to health workers who handle Covid-19 at the Brebes Hospital in 2022. This qualitative research with a descriptive case study design uses primary data from in-depth interviews and secondary data from document review. The results showed that the application of Covid-19 risk management to health workers at the Brebes Hospital had not run optimally. The main reason why risk management has not been implemented to its full potential is the lack of commitment from all staff, especially the leadership, in seeking and supporting the implementation of risk management programs. Therefore, the researcher suggests including risk management as one of the hospital's strategic policies in an effort to improve occupational safety and health.

Abstrak:
Pandemi COVID-19 memberikan tantangan serta dampak pada seluruh lapisan masyarakat terutama tenaga kesehatan yang bekerja di di rumah sakit karena mereka memiliki risiko tinggi tertular COVID-19. Perlu adanya upaya untuk melindungi tenaga kesehatan karena mereka berperan sebagai garda terdepan dalam menangani Covid-19. Penelitian ini bertujuan untuk menganalisis implementasi pencegahan dan pengendalian COVID-19 pada tenaga Kesehatan di 17 Rumah Sakit 5 Provinsi Indonesia Tahun 2021. Penelitian ini merupakan penelitian metode kuantitatif dan kualitatif yang bersifat deskriptif dan analisis melalui studi literatur. Penelitian dilakukan pada bulan Mei 2022 dengan populasi tenaga kesehatan yang bekerja pada 17 Rumah Sakit di Provinsi Riau, Lampung, Kalimantan Timur, Jambi, dan Bangka Belitung. Hasil analisis menunjukan bahwa implementasi Pencegahan dan Pengendalian Covid-19 di 5 Provinsi terdapat 4 Rumah Sakit yang implementasinya masuk dalam kategori sangat baik (24%), 7 RS kategori baik (41%), 3 RS kategori cukup (18%), dan 3 RS kategori kurang (18%). Semua RS di Provinsi Kalimantan Timur telah mencapai implemntasi dalam kategori sangat baik, sedangkan semua RS di Bangka Belitung masih dalam kategori kurang. Sementara RS di Riau dan Lampung hamper semua masuk dalam kategori baik. Namun RS di Provinsi Jambi masih ada 3 RS dalam kategori cukup. Rumah Sakit yang implementasi Pencegahan dan Pengendalian Covid-19 dengan kategori kurang dapat melakukan peningkatan melalui kunjungan ke Rumah Sakit yang memiliki implemntasi lebih baik. Setiap rumah sakit perlu meningkatkan elemen Kesehatan Kerja, Kesehatan Mental, dan Dukungan Psikososial.

Praktik penanganan limbah medis B3 yang dilakukan tenaga kesehatan dapat didukung oleh beberapa faktor agar berjalan dengan baik dan terbebas dari bahaya atau cidera yang dapat mengancam tenaga kesehatan. Tujuan penelitian ini adalah Ingin mengetahui praktik tenaga kesehatan dalam penanganan limbah B3 oleh tenaga kesehatan di Rumah Sakit X. Penelitian ini menggunakan metode kuantitatif dengan desain studi Cross sectional dengan sampel sebanyak 142 orang tenaga kesehatan di rumah sakit x. Variabel dependen penelitian ini adalah praktik penanganan limbah medis B3 oleh tenaga kesehatan di rumah sakit x Jakarta, kemudia variabel independennya adalah pengetahuan seorang tenaga kesehatan dalam penanganan limbah medis B3, tingkat pendidikan tenaga kesehatan, lama bekerja tenaga kesehatan, sikap tenaga kesehatan dalam melakukan penanganan limbah medis B3, ketersediaan fasilitas dan APD yang ada di rumah sakit, peraturan atau SOP yang mengatur penanganan limbah medis B3, serta kategori pekerjaan seorang tenaga kesehatan tersebut. Faktor yang berhubungan di penelitian ini adalah ketersediaan fasilitas dan kategori pekerjaan.
The practice of handling B3 medical waste by health workers can be supported by several factors so that it runs well and is free from danger or injury that could threaten health workers. The purpose of this study was to find out the practice of health workers in handling B3 waste by health workers at X Hospital. This research used a quantitative method with a cross-sectional study design with a sample of 142 health workers at X Hospital. The dependent variable of this study is the practice of handling B3 medical waste by health workers at the x Jakarta hospital, then the independent variable is the knowledge of a health worker in handling B3 medical waste, the education level of the health worker, the length of time the health worker has worked, the attitude of the health worker in handling waste medical B3, availability of facilities and PPE in the hospital, regulations or SOPs governing the handling of B3 medical waste, as well as the job category of the health worker. Related factors in this study are the availability of facilities and job categories.

Tesis ini membahas pengembangan Sistem Informasi Online Kebutuhan Tenaga Kesehatan Rumah Sakit di Direktorat Jenderal Pelayanan Kesehatan, Kementerian Kesehatan RI. Tujuan pengembangan yaitu membangun prototipe panel informasi Kebutuhan Tenaga Kesehatan yang terintegrasi dengan Sistem Informasi Rumah Sakit (SIRS) Online untuk mendukung kebijakan pemenuhan tenaga kesehatan. Metode pengembangan sistem informasi menggunakan pendekatan System Development Life Cycle (SDLC) berbasis prototipe. Pengembangan sistem informasi dilaksanakan dalam waktu singkat dengan melibatkan pengguna sehingga sesuai dengan kebutuhan pengguna. Input sistem informasi ini yaitu basis data SIRS Online yang selanjutnya dihitung menggunakan standar minimal kebutuhan tenaga kesehatan berdasarkan jenis dan klasifikasi rumah sakit untuk menghasilkan informasi. Penyajian informasi per wilayah yaitu grafik kekurangan, rekapitulasi kekurangan per kelas RS, grafik kondisi pemenuhan, detail kondisi pemenuhan per RS, tabel kekurangan dan kelebihan tenaga kesehatan rumah sakit, serta rekomendasi provinsi prioritas pemenuhan tenaga kesehatan berdasarkan besaran masalah di setiap wilayah. Perangkat lunak prototipe ini menggunakan bahasa pemrograman PHP, basis data MySql dan penyajian informasi HTML, Javascript, Bootstrap, dan Highchart. Sistem informasi ini dapat diakses secara online menggunakan komputer maupun smart phone sehingga informasi dapat di download untuk kepentingan analisis tahap berikutnya. This thesis discusses the development of Online Information Systems for Hospital Health Human Resources Needs in the Directorate General of Health Services, Ministry of Health of the Republic of Indonesia. The purpose of development is to build a dashboard prototype of Health Human Resources Needs integrated with Sistem Informasi Rumah Sakit(SIRS) Online or Hospital Information Online System support policy making of hospital health human resources fulfillment. Information system development method using Prototype-based System Development Life Cycle (SDLC) approach. The development of information systems is implemented in a short time by involving the user so that according to user‟s needs. This information system input is SIRS Online database which is then calculated using minimum standard of health worker needs based on type and classification of hospital to produce information. Information presented by region, there are graphics information of needs by region, recapitulations of needs by hospital class, graphs of fulfillment condition, details fulfillment condition by hospital, tables of needs and excess of hospital health human resources, and recommendation of priority province for health personnel fulfillment based on problem scale in each region. This prototype software uses PHP programming language, MySql database and presentation of HTML information, Javascript, Bootstrap, and Highchart. This information system can be accessed online using computer or smart phone so that information can be downloaded for the interest of the next level analysis.
