Abstrak:
Penelitian ini membahas gambaran sistem proteksi kebakaran aktif dan pasif diBalaikota Depok dengan melakukan tinjauan terhadap sistem proteksi kebakarantersebut dan melihat kesesuaian sistem proteksi dengan ketentuan yang ada dalamstandard an aturan yang berlaku. Pengumpulan data dilakukan dengan metodeobservasi dan wawancara tidak terstruktur, serta telaah dokumen terkait. Analisisdilakukan dengan melakukan perbandingan antara sistem proteksi kebakaran aktifdan pasif yang terdapat di Balaikota Depok dengan standar NFPA 1: Fire Code,serta peraturan nasional dan lokal seperti Peraturan Menteri Pekerjaan Umum No.26/PRT/M/2008 tentang Persyaratan Teknis Sistem Proteksi Kebakaran padaBangunan Gedung dan Lingkungan dan Peraturan Walikota Depok No. 14 tahun2012 tentang Persyaratan Teknis Sistem Proteksi Kebakaran pada BangunanGedung dan Lingkungan. Dari penelitian ini didapatkan bahwa sistem proteksikebakaran aktif dan pasif di Balaikota Depok belum memenuhi standar yangberlaku.Kata kunci : sistem proteksi kebakaran aktif, sistem proteksi kebakaranpasif, NFPA.

Abstrak:
Rumah sakit merupakan tempat yang memiliki risiko tinggi untuk terjadi kebakaran. Penelitian ini membahas tentang gambaran penerapan sistem proteksi kebakaran dan sarana penyelamatan jiwa di Rumah Sakit Harum Sisma Medika. Desain penelitian ini adalah studi evaluasi yang bersifat deskriptif analitik dengan menggunakan pendekatan observasional. Objek penelitian ini adalah sistem proteksi aktif, pasif, dan sarana penyelamatan jiwa. Pengumpulan data dilakukan dengan metode observasi, wawancara, dan telaah dokumen. Analisis dilakukan dengan melakukan perbandingan antara sistem proteksi kebakaran dan sarana penyelamatan jiwa dengan standar NFPA 10: Standard for Portable Fire Extinguisher, NFPA 13: Standard for the Installation of Sprinkler System, NFPA 14: Standard for the Installation of Stand and Hose System, NFPA 72: National Fire Alarm and Signaling Code, NFPA 99: Standard for Health Care Facilities, NFPA 101: Life Safety Code, serta Peraturan Menteri Pekerjaan Umum No. 26/PRT/M/2008 tentang Persyaratan Teknis Sistem Proteksi Kebakaran pada Bangunan Gedung dan Lingkungan. Dari penelitian ini didapatkan bahwa keselamatan kebakaran gedung di Rumah Sakit Harum Sisma Medika belum menjadi prioritas manajemen RS dibuktikan dengan sistem proteksi kebakaran dan sarana penyelamatan jiwa yang masih belum memenuhi standar.

This study is a analitic descriptive study using observational approach. The object of this study are active fire protection system, passive fire protection system, and means of escape. SKRIPSI INI MEMBAHAS TENTANG GAP ANALISIS SISTEM PROTEKSI KEBAKARAN YANG ADA DI GEDUNG PUSAT ADMINISTRASI UNIVERSITAS INDONESIA PADA TAHUN 2017. PENELITIAN INI MERUPAKAN PENELITAN DESKRIPTIF ANALITIK DENGAN VARIABLE YANG DITELITI ADALAH SISTEM PROTEKSI KEBAKARAN PASIF (KONSTRUKSI BANGUNAN, KOMPARTEMEN, SARANA JALAN KELUAR, TANGGA DARURAT, PINTU DARURAT, DAN PETUNJUK JALAN KELUAR) DAN SISTEM PROTEKSI KEBAKARAN AKTIF (SPRINKLER, ALARM, DETEKTOR, APAR, DAN HIDRAN). HASIL PENELITIAN MENUNJUKAN RATA-RATA 83% KONDISI AKTUAL SESUAI DENGAN PERATURAN DAN MASIH ADA 17% GAP DENGAN PERATURAN. STANDAR YANG DIGUAKAN ADALAH PERATURAN MENTERI PEKERJAAN UMUM NO.26/PRT/M/2008, KEPUTUSAN MENTERI NEGARA PEKERJAAN UMUM NOMOR 10/KPTS/2000, PERATURAN MENTERI TENAGA KERJA DAN TRANSMIGRASI NO.4 TAHUN 1980, NFPA 13, DAN NFPA 72. DAN JUGA DILAKUKAN PERHITUNGAN WAKTU EVAKUASI DISETIAP LANTAI GEDUNG. KATA KUNCI: KEBAKARAN,GAP ANALISIS, SISTEM PROTEKSI KEBAKARAN AKTIF, SISTEM PROTEKSI KEBAKARAN PASIF, WAKTU EVAKUASI THIS STUDY DISCUSSED ABOUT GAP ANALYSIS OF FIRE PROTECTION SYSTEM IN ADMINISTRATION CENTER BUILDING OF UNIVERSITY OF INDONESIA IN 2017. THIS RESEARCH IS ANALYTIC DESCRIPTIVE RESEARCH. THE VARIABLES STUDIES WERE PASSIVE FIRE PROTECTION SYSTEM (BUILDING CONSTRUCTION, COMPARTMENT, MEANS OF EGRESS, EMERGENCY STAIRS, EMERGENCY DOORS, AND EXIT SIGN) AND ACTIVE FIRE PROTECTION SYSTEM (SPRINKLERS, FIRE ALARMS, DETECTORS, FIRE EXTINGUISHER, AND HYDRANTS). RESULTS SHOWED THAT AN AVERAGE OF 83% IS IN ACCORDANCE WITH THE REGULATION AND THERE WERE STILL 17% GAP WITH REGULATION. Skripsi ini membahas terkait gambaran sistem proteksi kebakaran dan manajemen kebakaran di RS X Cibinong. Desain penelitian ini deskriptif observasional dengan pendekatan kualitatif. Objek pada penelitian ini yaitu fasilitas sistem proteksi kebakaran aktif, sistem proteksi kebakaran pasif, dan manajemen kebakaran Rumah Sakit X. Pengumpulan data pada penelitian ini dilakukan dengan observasi, wawancara, dan telaah dokumen,serta menggunakan instrumen berupa checklist. Analisis data dilakukan dengan cara membandingkan kondisi actual dengan standar dan peraturan yang berlaku. Standar dan peraturan yang digunakan pada penelitian ini antara lain adalah NFPA, Permen PU No. 26/PRT/M/2008, dan Pedoman Teknis Di Bidang Bangunan dan Sarana Rumah Sakit, Kemenkes RI 2012. Hasil akhir data berupa persentase tingkat pemenuhan standar dan kategori penilaian menurut Badan Penelitian dan Pengembangan Departemen Pekerjaan Umum. Berdasarkan hasil penelitian, sistem proteksi kebakaran aktif memiliki nilai persentase tingkat pemenuhan 83% dengan kategori baik,sistem proteksi kebakaran pasif memiliki nilai persentase tingkat pemenuhan 71% dengan kategori cukup baik, dan manajemen kebakaran memiliki nilai persentase tingkat pemenuhan 77% dengan kategori cukup baik.
This study discusses the description of the fire protection system and fire management at Hospital X Cibinong. The design of study is qualitative study with descriptive observative research method. The objects in this study is active fire protection system facilities, passive fire protection systems, and Hospital X fire management. Data collection in this study is obtained by observation, interviews, and document review, also this study using instruments in the form of checklists. Data analysis is perform by comparing actual conditions with applicable standards and regulations. The standards and regulations used in this study include the NFPA, Permen PU No. 26/PRT/M/2008, and Technical Guidelines for Hospital Buildings and Facilities, Ministry of Health Republic of Indonesia 2012. The final result of the data is in the form of the percentage level of standard fulfillment and assessment categories according to the Research and Development Agency of the Ministry of Public Works. Based on the results of the study, the active fire protection system has a fulfillment rate percentage value of 83% in the good category, the passive fire protection system has a 71% fulfillment rate percentage value in the fairly good category, and fire management has a 77% fulfillment level percentage value in the fairly good category.

Penelitian ini dilakukan untuk menganalisis sistem proteksi kebakaran, sarana penyelamatan jiwa, dan manajemen kebakaran di Rumah Sakit Kanker Dharmais yang kemudian membandingkannya dengan peraturan dan standar yang berlaku. Penelitian ini merupakan sebuah penelitian yang menggunakan desain studi deskriptif analitik dengan pendekatan semi kuantitatif serta pengambilan data dengan metode observasional. Berdasarkan hasil penelitian, tingkat pemenuhan variabel sistem proteksi kebakaran aktif sudah termasuk ke dalam kategori keandalan Baik (B) dengan persentase sebesar 91%, tingkat pemenuhan variabel sistem proteksi kebakaran pasif termasuk ke dalam kategori keandalan Baik (B) dengan persentase sebesar 80%, tingkat pemenuhan variabel sarana penyelamatan jiwa termasuk ke dalam kategori keandalan Baik (B) dengan persentase sebesar 81%, dan tingkat pemenuhan variabel manajemen kebakaran sudah termasuk ke dalam kategori keandalan Baik (B) dengan persentase sebesar 100%. Secara keseluruhan, tingkat pemenuhan sistem proteksi kebakaran, sarana penyelamatan jiwa, dan manajemen kebakaran yang terdapat di Rumah Sakit Kanker Dharmais sudah sesuai dengan peraturan serta standar yang berlaku di Indonesia dengan persentase sebesar 86% dan termasuk kedalam kategori keandalan Baik (B).
This research was conducted to analyze the fire protection system, life-saving facilities, and fire protection management in Dharmais Cancer Hospital and then compare them with applicable regulations and standards. This research is a study that uses a descriptive analytic study design with a semi-quantitative approach and data collection using observational methods. Based on the research results, the fulfillment level of active fire protection system variable is included in the Good category (B) with a proportion of 91%, the fulfillment level of passive fire protection system variable is included in the Good category (B) with a proportion of 80%, the fulfillment level of life-saving facilities variable is included in the Good category (B) with a proportion of 81%, and the fulfillment level of the fire management variable is included in the Good category (B) with a proportion of 100%. Overall, the fulfillment level of fire protection systems, life-saving facilities, and fire management at Dharmais Cancer Hospital complies with regulations and standards in force in Indonesia with a proportion of 86% and is included in the Good category (B).
