Balai Kesehatan Kerja Masyarakat (BKKM) adalah sebuah fasilitas pelayanan kesehatan yang berfungsi khusus di bidang pelayanan kesehatan kerja bagi pekerja meliputi pelayanan kesehatan paripurna (promotif, preventif, kuratif maupun rehabilitatif) dan rujukan (specimen dan penderita) termasuk transfer ilmu pengetahuan. Penelitian ini adalah penelitian kualitatif yang bertujuan untuk mengevaluasi pelayanan kesehatan kerja di BKKM Bogor.
Hasil penelitian menunjukkan adanya ketidak sesuaian peraturan tentang eselonisasi Kepala BKKM, kegiatan promotif dan preventif yang belum berjalan dengan baik serta SDM dan dukungan dana yang masih kurang. Kesimpulannya, pelayanan kesehatan kerja di BKKM Bogor masih ditemukan hambatan dan kendala yang menyebabkan pelayanan kesehatan kerja yang paripurna bagi pekerja belum dapat berjalan dengan baik.
Penelitian ini menyarankan bahwa BKKM perlu meningkatkan pelayanan promotif dan pelatihan serta mendapat dukungan dari pemerintah kabupaten Bogor dan pusat dalam hal dana, SDM, sarana pemeriksaan kesehatan penunjang dan kebijakan pemerintah kabupaten Bogor dan pusat.
Community Occupational Health Centres (BKKM) is a well-functioning health care facilities in the field of occupational health services for workers which includes comprehensive health services (promotive, preventive, curative and rehabilitative) and referral services (specimen and patient) including knowledge transfer. This is a qualitative study that aims to evaluate the occupational health services in BKKM Bogor.
The results showed a discrepancy on echelon regulations of Head BKKM, promotive and preventive activities are not going well, and human resources and financial support is still lacking. In conclusion, this study still found obstacles and constraints in giving good occupational health services.
This study suggested that BKKM needs to improve promotive services, training on occupational health services and gain supports on human resources, fund, facilities and policies both from district and central government.

One of the problems of the health referral system that regulates the delegation of tasks and responsibilities on a reciprocal basis, as well as the structural and functional aspects of illness in health problems is also happening in the city of Batam. To overcome this the health care system in the era of BPJS Health prioritizes the optimization in first-rate health facilities (FKTP), such as health centers, clinics, and individual practice physicians in collaboration with BPJS Health in providing health services for the community. But still we often encounter the problem of hospital service referral that happened inaccurate in the references experienced by IGD Hospital and Clinics in Batam. The purpose of this research is to know the cause of inaccuracy or deviation in FKTP reference that occurred in Batam city. The results found that BPJS always appealed to clinical leaders and clinicians to withhold relatively high referral rates (based on widely circulated assumptions among clinics and medical personnel in hospitals and clinics). And non-specialist referrals whose ration is no more than 15% in order not to affect the decrease in the number of capitals (monthly health membership BPJS patients) owned by the clinic. Suggested suggestions that can be submitted in relation to the results of the study is to improve the quality or quality of health personnel in health services, socialization of policy rules continuously in order to avoid the conflict in service, increasing the competence of health workers. And there is need for education of a system and rules of service to overcome the problem of referrals and return the role of general practitioners as the spearhead of primary health care.
