Goals Hospitals in providing public health services should be able to maintain quality of services. One of the government's efforts to improve the quality of home services through accreditation, which is compulsory and required by government regulation. This study focus on two goals of Prima Medika Hospital in preparation of KARS 2012 accreditation: International Patient Safety Goals and Millennium Development Goals. The purpose of this study is to determine the stages, problems and monitoring in the preparation process of accreditation on the patient's safety goals and the Millennium Development Goals. This research uses qualitative method by involving 7 participants working group of accreditation. Data collected by in-depth interview technique and document tracing, then analyzed using content analysis. The results of the interviews show that the preparation phase begins with the commitment of all hospitals, the accreditation working group established by the director, the compilation of documents of the assessment elements according to the accreditation standards, program dissemination to medical and non-medical staff, then the implementation. The next stage are monitoring and evaluation, through monev report, quality indicator and field inspection. In conclusions, the very important stages in preparation process are: commitment from all level of hospital, approaches to the specialist doctors formally or informally, more internal training. Penelitian ini bertujuan untuk menggali faktor-faktor yang mendukung dan menghambat pencapaian SKP di RS Pertamina Balikpapan, berdasarkan hasil Akreditasi Rumah Sakit tahun 2016. Desain penelitian adalah kualitatif studi kasus, dengan informan jararan direksi dan pejabat struktural dan fungsional terkait. Hasil penelitian menunjukkan faktor pendukung meliputi dukungan manajemen berupa dokumen kebijakan, panduan, pedoman. Faktor penghambat meliputi peran KKPRS (Komite Keselamatan PAsien Rumah Sakit) belum maksimal, belum ada anggaran khusus untuk program keselamatan pasien, belum ada pelatihan yang cukup untuk petugas, belum ada sistem champion dan IT (informasi Teknologi) yang memadai untuk pelaksanaan program. Rekomendasi adalah mengaktifkan peran KKPRS (Komite Keselamatan PAsien Rumah Sakit) dan penganggaran yang memadai untuk program keselamatan pasien. This study aims to explore the factors that support and inhibit the achievement of PSG (Patient Safety Goal) at Pertamina Hospital Balikpapan, based on the results of Hospital Accreditation in 2016. The study design is a qualitative case study, with informants are the directors and the managers of structural and functional related officials. The results showed supporting factors include management support in the form of policy documents, guides, guidelines. Inhibiting factors include the role of KKPRS (Hospital Patient Safety Committee) has not been maximal, there is no special budget for the patient safety program, there is not enough training for officers, there is no champion and IT (Information Technology) system adequate for program implementation. Recommendations are to enable the role of KKPRS (Hospital Patient Safety Committee) and adequate budgeting for the patient safety program. Keyword : Patient Safety, Evaluation, Qualitative
Penyusunan Rencana Strategis bagi Unit Pelaksana Teknis (UPT) dilingkungan Kementrian Kesehatan merupakan salah satu langkah pelaksanaan Sistem Akuntabilitas Kinerja Instansi Pemerintah (SAKIP). Dengan adanya Renstra diharapkan UPT dapat melaksanakan tugas-tugasnya dengan baik dalam rangka mewujudkan good governance. Tujuan penelitian adalah memberi masukan tentang kesesuaian dan kesenjangan antara Perencanaan Strategis RSAB Harapan Kita dengan Renstra Kementrian Kesehatan Republik Indonesia Tahun 2010-2014 melalui analisis yang mendalam terhadap Visi, Misi, Tujuan, Sasaran dan StrategiRSAB Harapan Kita terhadap Visi, Misi, Tujuan, Sasaran dan Strategi Kementrian Kesehatan denganmetodekualitatifmelaluistudikepustakaan, telaahdokumen danwawancara mendalam dengan para informan.
Hasil penelitian : Visi RSAB Harapan Kita sejalan dengan Visi Kementrian Kesehatan namun belum memberikan gambaran sebagai rumah sakit pendidikan. Misi sejalan dengan Misi kementrian kesehatan, perlu dipertajam dengan mencantumkan program unggulan yang akan membuat RSAB Harapan Kita menjadi Rumah Sakit terkemuka. Tujuan RSAB Harapan Kita sejalan dengan Tujuan Kementrian Kesehatan, perlu dipertajam juga dengan program unggulan yang akan dikembangkan. Sasaran belum menggambarkan kondisi yang akan dicapai namun merupakan kegiatan yang dilakukan. Strategi RSAB Harapan Kita belum diuraikan secara jelas sehingga program dan kebijakan yang ditetapkan tidak mengacu pada strategi tertentu sesuai posisi RSAB Harapan Kita pada diagram SWOT. Dari 23 Program RSAB Harapan Kita, sebagian sudah sejalan dengan program Kementrian Kesehatan dan sebagian program kementrian Kesehatan belum terakomodir meskipun dalam implementasinya sudah dilaksanakan. Indikator kinerja yang dibuat belum dapat memberikan gambaran terhadap kinerja Harapan Kita yang sebenarnya.
Saran untuk manajemen agar melakukan penyempurnaan Renstra terutama pada perumusan strategi perlu dibuat dengan perumusan strategi yang rinci dan jelas agar program yang ditetapkan dapat lebih operasional dan memiliki indikator kinerja yang dapat diukur. Manajemen mulai mempersiapkan rancangan renstra untuk periode selanjutnya dengan merujuk kepada renstra Kementrian Kesehatan dan peraturan yang berlaku terkait penyusunan renstra.
Preparation of the Strategic Planning for the Technical Implementation Unit (UPT) within the Ministry of Health is one step in the implementation of the Government Performance Accountability System (SAKIP). The Strategic Planning of the UPT is expected to performa the duties properly in order to achieve good governance. The research objective is to provide input about the suitability and the gap between the Strategic Planning of RSAB Harapan Kita to theMinistry of Health's Strategic Planning in 2010-2014 through a deep analysis of the Vision, Mission, Goals, Objectives and Strategies RSAB Harapan Kita to Vision, Mission, Goals, Objectives and Strategy of The Ministry of Health with qualitative methods through literature study, document review and in-depth interviews with informants.
The results: Vision RSAB Harapan Kita in line with the vision of the Ministry of Health but has yet to provide an overview of the teaching hospital. The mission is in line with the mission of the ministry of health, need to be sharpened by including the flagship program that will make RSAB Harapan Kita Hospital became prominent. RSAB Harapan Kita?s objectives in line with the purpose of the Ministry of Health, also need to be sharpened with a flagship program that will be developed. Not describe the condition of the target to be achieved but is an activity undertaken. The strategy of RSAB Harapan Kita has not been spelled out clearly so that the programs and policies set does not refer to a particular strategy according to the position at the RSAB Harapan Kita SWOT diagram. Of the 23 programs RSAB Harapan Kita, partly in line with the Health Ministry program and most programs have not been accommodated despite the Health Ministry in its implementation have been conducted. Performance indicators made yet to provide an overview of the actual performance of the RSABHarapan Kita.
Suggestions:for management to improve strategic planning, especially in the formulation of the strategy to be made with a detailed strategy formulation and clear so that the program can be operationally defined and have measurable performance indicators. Management began preparing a draft strategic plan for the next period with reference to the Ministry of Health strategic plan and regulations related strategic planning.
it is necessary to measure patient safety culture especially among nurses.This study aims to describe the nurses perception about patient safety culture andhow the implementation of patient safety goals at Setia Mitra Hospital. Thisdescriptive research conducted with quantitative and qualitative approaches.Population in this study is all nurses in Setia Mitra hospital that consist of 77 nurseswith sample 68 nurses.The result of study shows the nurse's perception about patient safety in SetiaMitra hospitals is 72.1% good. Dimension with the most good nurse perception ishospital handoffs and transitions dimension by 75% and at least perceived good ismanagement support dimension of 1.5%. Statistically, age (p value = 0.048), workperiod (p value = 0.016) and the level of nurses (p value = 0.049) have arelationship with the nurses perception on patient safety culture (p <0.05). In theimplementation of patient safety goals in Setia Mitra Hospital, namely 55.15% with agood understanding. It is recommended that patient safety team in the Setia MitraHospital further optimized its duties and functions so that the patient safety culture inhospitals can be improved.Keywords : Patient Safety Culture, Nurse Perception, Patient Safety Goal.
