Abstrak
Penerapan sistem manajemen keselamatan dan kesehatan kerja (SMK3) adalah merupakan cara dalam mengelola resiko di tempat kerja yang bertujuan untuk menciptakan kondisi lingkungan kerja yang aman, selamat dan nyaman. Sejak tahun 1996 penerapan SMK3 menjadi ketentuan wajib bagi perusahaan berdasarkan Permenaker No. PER. 05/MEN/1996 tentang SMK3, namun jumlah perusahaan yang menerapkannya masih belum sebanding dengan jumlah perusahaan yang ada di Indonesia.
Tesis ini meneliti dan menganalisa tingkat pemenuhan penerapan SMK3 berdasarkan laporan audit eksternal badan audit tahun 2010 sampai dengan 2012. Penelitian ini merupakan study evaluatif terhadap data skunder sebanyak 793 perusahaan yang telah mendapatkan sertifikasi SMK3 dari Kementerian Tenaga Kerja dan Transmigrasi RI.
Dari hasil penelitian terlihat bahwa perusahaan pada sektor industri pengolahan mempunyai tingkat kepatuhan terhadap peraturan yang lebih tinggi di banding sektor lain. Sedangkan perusahaan di sektor konstruksi tingkat penerapan K3 nya lebih rendah dibanding sektor yang lain. Faktor yang menjadi kendala dalam pemenuhan penerapan Sistem Manajemen K3 adalah permasalahan yang berkaitan dengan pembuktian kompetensi personil khususnya di bidang manajemen resiko.
Implementation of occupational safety and health management systems (SMK3) is a way of managing risks in the workplace that aims to create a safe working environment, safety and comfortable. Since 1996 the implementation of the provisions SMK3 become mandatory for companies based decree of the Minister of Manpower No. PER. 05/MEN/1996 about SMK3, but the number of companies that implement it are still not comparable to the total number of companies in Indonesia.
This thesis examines and analyzes the application of SMK3 level of compliance by the external audit agency audit report in 2010 until 2012. This study is an evaluative study on secondary data as much as 793 companies that have been certified SMK3 of the Ministry of Manpower and Transmigration.
From the research shows that companies in the manufacturing sector have a level of regulatory compliance is higher than other sectors. While companies in the construction sector level of OSH implementation is lower than the other sectors. Factors which become obstacles in the fulfillment of the occupational safety and health management systems implementation is the problems related to proving the competence of personnel especially in the area of risk management.
PT. XYZ is one of the manufacturing companies in the processing vegetable oil area/crude palm oil (CPO), which produces margarine, shortening and cooking oil. PT. XYZapplies several management systems, including OHS management system,environmental management system and quality management system. Theimplementation of OHS management system formally started in 2010 and today it hascertified by the audit body. However, regarding continuous improvement to the healthand safety management system, PT. XYZ is not aware of the effectiveness of existingsystem, although it has been certified by the audit body, does not guarantee the systemhas been effective and reliable manage the safety and health of workers.Analysis was conducted on the effectiveness of implemented OHS management usingtriangulation method, ie in-depth interview, observation and document review. Theresults of research besides knowing the effectiveness of OHSMS also reveal the type ofsystem used by PT. XYZ is the traditional design and engineering type. Theperformance analysis instrument of the management system adopted from Gallagher,1997 and obtained the final result of PT. XYZ criteria compliance is 63.9%. The last 5years data outcome shows three incident indicators at PT. XYZ has a varied trend(positive and negative). So it can be concluded that the system performance has notbeen effective in decreasing the incident rate (final outcome).Key words: performance, OHSMS, effectiveness.
ABSTRAK Nama : Ardian Yoga Bharata Program Studi : Magister Keselamatan dan Kesehatan Kerja Judul : Kajian Panca Nirbhaya (HSE Management System PT. Harmoni Panca Utama) Terhadap OHS Management System Theories Berbasis Prinsip Resilience Pembimbing : Drs. (Psi) Ridwan Zahdi Sjaaf, MPH Tesis ini melakukan kajian mendalam Panca Nirbhaya yaitu sistem manajemen keselamatan pertambangan di PT HPU yang merupakan salah satu perusahaan jasa pertambangan di Indonesia. Kajian yang dilakukan dengan menggunakan metode analisa kualitatif dengan melakukan analisa gap dan Kajian Panca Nirbhaya terhadap OHS Management System Theories berbasis resilience. Pada penelitian ini metode kualitatif digunakan untuk menilai keefetifan dan kehandalan Sistem Manajemen Keselamatan dan Kesehatan Kerja PT HPU (Panca Nirbhaya). Dalam OHS Management System dikena suatu konsep Sistem Manajemen K3 yang ber prinsip resilience yang dikenal dengan Safety I dan Safety II. Kajian yang dilakukan adalah melihat secara mendalam konten dalam standar di Panca Nirbhaya berada dalam Safety I atau Safety II. Konsep Safety Management Sistem berbasis resilience memberikan pandangan tentang Safety I dan Safety II, yaitu Safety I sangat berkonsentrasi pada “hal yang buruk”, maka ketiadaan hal yang buruk dianggap sebagai sebuah prestasi sedangkan Safety II berfokus memastikan hal yang sudah baik terus menjadi baik. Selain itu juga mengkaji Panca Nirbhaya secara prinsip resilience apakah standar mampu merespon setiap kondisi/aktivitas baik yang bersifat rutin dan tidak rutin dengan cara yang efektif, sistem mampu mengambil pelajaran/mampu belajar dari peristiwa yang telah terjadi, mengerti benar apa yang terjadi dan mengapa hal tersebut terjadi, sistem mampu memantau perkembangan jangka pendek dan ancaman yang mungkin terjadi serta mampu mengantisipasi ancaman jangka panjang dan melihat peluang untuk perbaikan. Hasil kajian menunjukkan bahwa sebagain besar sub elemen dalam Panca Nirbhaya sudah berada di Safety II yaitu sebanyak 37 sub elemen, serta 18 elemen masih berada di Safety I. Sub elemen yang masih berada di Safety I tersebut masih belum mengakomodir kriteria – kriteria yang dalam konsep resilience safety II terutama dalam hal antisipasi yang harus dilakukan organisasi kedepan/jangka panjang serta mengakomodir hal-hal lain yang bersifat inisiatif dan improvement yang bisa dilakukan organisasi. Semua sub elemen yang masih berada di Safety I tersebut, perlu dirubah dan ditambahkan agar sub elemen tersebut bisa memperkuat sistem pertahanan yang telah ada diperusahaan, sehingga sistem Panca Nirbhaya menjadi suatu sistem yang telah berbasis prinsip resilience. Studies conducted using qualitative analysis method with Study and gap analysis Panca Nirbhaya against OHS Management System resilience-based Theories. In the current study qualitative methods were used to assess the effectiveness and reliability of safety and health management systems Work PT HPU (Panca Nirbhaya). In the OHS Management System management system, a concept of systems known K3 with resilience, known as the principle of Safety I and Safety II. The study does is look deeply content in standard in Panca Nirbhaya are in Safety I or II Safety. The concept of Safety Management Systems-based resilience gives the view of Safety I and Safety II, namely Safety I was very concentrated on the "bad thing", then the absence of a bad thing is considered an achievement while Safety II focuses ensure good things continue to be good. It also examines the Panca Nirbhaya resilience in principle whether standard able to respond any condition good/activities which are routine and not routine in a way that is effective, the system is able to take the lessons/capable of learning from the event has happened, understand correctly what happened and why it happened, the system is able to monitor short-term developments and threats that may occur as well as being able to anticipate a long-term threat and see opportunities for improvement. Results of the study show that filmed the sub element in Panca Nirbhaya already are in Safety II as much as 37 sub elements, as well as 18 elements are still in Safety i. Sub elements that remain in Safety I still have yet to accommodate the criteria – the criteria in the concept of resilience safety II especially in anticipation of the future organization should do/long term as well as accommodate the other things which are initiatives and improvement that could be made of the organization. All sub elements that remain in Safety, I need to change it and added so that the sub elements can reinforce existing defence systems inside, so the system Senses Nirbhaya became a principle-based system that has resilience.
Pendahuluan : Sistem Manajemen Keselamatan dan Kesehatan Kerja (SMK3) yang mengelola dan mengontrol keselamatan dan kesehatan kerja menjadi tanda tanya akan efektivitas penerapannya, dengan kondisi saat ini yakni Kecelakaan kerja yang masih terus meningkat, yang menyebabkan peningkatan biaya, berkurangnya produktivitas, hingga mempengaruhi daya saing suatu negara. Tujuan penelitian ini adalah untuk menilai tingkat penerapan Sistem Manajemen K3 dan menganalisis hubungannya dengan kinerja K3 (safety climate, incidence rate, frequency rate, dan severity rate) di perusahaan.
Metode : Penelitian ini menggunakan pendekatan kuantitatif dengan design cross sectional study pada perusahaan yang memenuhi kriteria penerapan SMK3 dan beroperasi di wilayah Kalimantan Timur, sebanyak 94 perusahaan. Total responden untuk pengukuran safety climate sebanyak 8.055 orang.
Hasil : Tingkat penerapan Sistem Manajemen K3 perusahaan di Kalimantan Timur berada pada Level 3/Konsisten yaitu penerapan SMK3 yang pendekatan sistematis dan konsisten, upaya pengendalian risiko dilakukan secara terstruktur, terukur secara kualitatif, integrasi antarprosedur dan manajemen risiko berjalan di semua divisi. Penerapan sistem pembelajaran melalui monitoring, laporan K3, dan proses perbaikan belum berjalan secara menyeluruh. Komponen tertinggi di Hazard control and prevention, dan skor terlemah di Education and training. Safety climate berada dalam kondisi baik, dengan skor tertinggi di dimensi 6 (Pembelajaran komunikasi dan inovasi) serta skor terendah di dimensi 5 (Prioritas keselamatan pekerja dan tidak ditoleransinya risiko bahaya). Faktor safety climate dan kinerja K3 (incidence rate dan frequency rate) memiliki hubungan signifikan dengan tingkat Sistem Manajemen K3 yang diterapkan di perusahaan. Terdapat hubungan antara tingkat penerapan SMK3 dengan safety climate, incidence rate, dan frequency rate berdasarkan tersertifikasi SMK3.
Kesimpulan : Semakin baik tingkat penerapan SMK3 pada suatu perusahaan maka akan menghasilkan kinerja K3 yang lebih baik. Pada perusahaan yang tersertifikasi SMK3 namun penerapan SMK3 masih pada tingkat Adhoc & Coping akan menghasilkan kinerja K3 yang buruk (safety climate membutuhkan perbaikan; incidence rate dan frequency rate cenderung meningkat).
Introduction: Work accidents that continue to increase has caused the increased costs, reduced productivity, and affect the competitiveness of a country, making the Implementation of Occupational Safety and Health Management System a question mark about its effectiveness. The purpose of this study was to assess the level of implementation of the OSH Management System and analyze its relationship with OSH performance (safety climate, incidence rate, frequency rate, and severity rate) in the company.
Method: This study uses a quantitative design with a cross-sectional study approach in companies that meet the criteria for implementing SMK3 (Occupational Safety and Health Management System) and operate in the East Kalimantan region, as many as 94 companies. Total respondents for safety climate measurement were 8,055 people.
Results: The level of implementation of the company's OSH Management System in East Kalimantan is at Level 3/Consistent, namely the implementation of SMK3 (OSH Management system) with a systematic and consistent approach, risk control efforts are carried out in a structured manner, measured qualitatively, integration between procedures and risk management runs in all divisions. The implementation of the learning system through monitoring, OSH reports, and improvement processes has not been carried out comprehensively. The highest component is in Hazard control and prevention, and the weakest score is in Education and training. The safety climate condition is in good condition, with the highest score in dimension 6 Learning, communication and innovation and the lowest score in dimension 5 Priority of worker safety and zero tolerance of hazard risks. Safety climate factors and OSH performance (incidence rate, frequency rate,) have a significant relationship with the level of OSH Management System implemented in the company. There is a relationship between the level of OHS implementation with safety climate, Incidence rate and frequency rate based on OHS certification.
Conclusion: The better the level of OHS implementation in a company, the better OHS performance will be. In companies that are SMK3 certified but the implementation of SMK3 is still at the Adhoc & Coping level, it will result in poor K3 performance (SC needs improvement; IR and FR tend to increase).
Employee perceptions of implementation occupational health and safety management system (OHSMS) is the view of employees to what is given the company aims to secure the safety and health of employees work. The main objective of this study was to determine the employees' perception of the implementation occupational health and safety management system at PT. X. PT. X is a heavy equipment distributor that has the level of hazard and risk is quite high for employees working in the field. This research is descriptive analytic. With the number of respondents involved in this study as many as 133 people. This study was conducted using questionnaires. PT. X has implemented an occupational health and safety management system throughout the work area by integrating based on OHSAS 18001 and PP 50 in 2012.
