As a self-financing hospital, Tangerang Public Hospital has to finance its operational program from its own revenue. Laboratory Installation is one of the revenue centers that covers some of the programs in Tangerang Public Hospital. The revenue itself has to be the same or even more, not to mention with the mushrooming surrounding competitors the task is even more difficult. In the year 2004, two complaints were addressed about the service in Laboratory Installation, saying that is is not satisfying, patients’ satisfaction survey has not been conducted before. The study is aimed to get the picture of patients’ satisfaction to service excellence in Tangerang Public Hospital, administered in Laboratory Installation Tangerang Public Hospital, to know the characteristic relationship between patient and level of patients’ satisfaction, and to look for the most influencing characteristic factors to the service administered in Laboratory Installation Tangerang Public Hospital. Type of study used is quantitative and qualitative with cross sectional approach. In the qualitative phase is to do first exploration and indepth interview to six respondents, as to the quantitative phase, the method used is simple sampling random with one hundred and twenty-six respondents. The study shows the most patients distribution using Tangerang Public Hospital service is even number gender (male and female), from twenty six up to fifty nine years of age, married, senior high school graduate and salary between five hundred thousand to one million rupiah. The research shows that the level of patients’ satisfaction to 5 phase of service excellence in The Laboratory Installation is as follows, satisfied patients’ proportion is 61.9% and dissatisfied patients is 38.1%. There is no most effected variables found to satisfaction. Comparing the result to this survey to the previous one held by SPI in Out patients Installation, it is lower, it is expected that hospital management is able to enhance its service excellence, among others are conducting training and education, internal benchmarking and to make stand-in-line system in the registration section. ABSTRAK Penelitian ini dilatarbelakangi oleh Instalasi Bedah Sentral Rumah Sakit R.S. Sukanto yang merugi. Tujuan penelitian ini adalah untuk menganalisis, membuat kesimpulan dan membuat usulan sistem kontrol logistik farmasi Rumah Sakit R.S. Sukanto. Jenis Penelitian ini merupakan studi kasus dengan pendekatan sistem. Data dan informasi didapat melalui in-depth interview serta pengamatan di lapangan. Hasil penelitian menunjukan bahwa banyak faktor yang telah mempengaruhi sistem pengendalian di Rumah Sakit R.S. Sukanto. Ada delapan faktor yang diteliti yaitu struktur organisasi, kebijakan, sumber daya manusia, prosedur, perencanaan, pencatatan, pelaporan, pengawasan intern. Dalam pembahasan diulas mengenai kondisi Rumah Sakit R.S. Sukanto saat ini melalui wawancara, meneliti data sekunder serta pengamatan di lapangan dibandingkan dengan teori manajemen rumah sakit. Pembahasan mengenai alur proses, struktur yang lebih baik, tim pengendalian, serta analisis pekerjaan, uraian jabatan, dan persyaratan jabatan di bagian logistik. Penelitian ini mencoba mencari faktor-faktor yang dapat mempengaruhi sistem kontrol pengendalian logistik dan mencari alternatif pemecahannya dengan cara yang dapat ditempuh dengan biaya seefisien mungkin. Akhirnya penelitian ini menghasilkan sebuah sistem kontrol logistik yang diharapkan dapat berguna bagi Rumah Sakit R.S. Sukanto khususnya, serta bagi institusi pendidikan dan masyarakat pada umumnya.
ABSTRAK This research was formed by the background decrease income in Central Surgery Installation in R.S. Sukanto Hospital. The targets of this were analyze the pharmacy logistics proses of R.S.Sukanto Hospital, to assume an to propose a logistic control system, with can promote the health care service of R.S.Sukanto Hospital. The type of this research is a case study with a system approach. Data and information regarding the service proses were obtained from in-depth interviews, and from field observation. The result of the research showed that there were many factors influencing the logistics control system of R.S. Sukanto Hospital. There were eight factors to be observed: organization structures, policies, human resources, procedures, planning, recording, reporting, internal auditing. The nowadays condition of R.S. Sukanto Hospital was observed, discussed, in-depth interviewed, and compared with some theory of Hospital Management. This research tried to find some factors that influenced the logistics control system and tried the alternative resolve in a efficient and effective way. At last, this research gave and outcome a logistics control system and hopefully it would be useful especially for R.S Sukanto Hospital, and also for the educational institution, and most of all community.
Back Ground Reference is a system of health service implementation, which results a delegation of responsibility on both sides toward a disease case or health problem vertically or horizontally, with an aim to increase any health level through a complete heath service based on the approach of improvement, prevention, curing and recovery. Rumah Sakit Umum Fatmawati since year 2000 has had a status as a service company hospital, however for the next future the status will be changed into Public Service Division (BLU). The status change of this hospital refers to an organization program as a business so this hospital has to start to change its management and be more oriented toward business management. Objective The aim of this research is to find out a mechanism Reference procedure which has been applied by RSUP Fatmawati Jakarta considering it has been pointed as a Reference Center of Orthopedics Surgery Service Methods The informants are referrals of on going patients and on stay patients that were conducted in July 2005. The measuring tools of the results were questionnaire, interview guidelines and check list. The variable of the research includes input, process and output. Results The result of the finished research shows that the policy is not really understandable, the Standard Operational Procedure (SOP) is not socialized well by RSUP Fatmawati Jakarta as the giver of the service, Human Resource in qualitatively and quantitatively of medical specialists is on the proper standard, skilled nurses are lacking, media and facilitation of room location are dispersed, health equipments are still uncompleted, and there is no first class room for a stay service. In some observation and document check, there is found something that the return reference to the hospital sender has not been given. The procedure of the patient reference is not suitable with its available guidelines. Conclusions Conclusion, the service of RSUP as a National Superior Hospital and Reference Center for Orthopedics Surgery Service, is not optimum yet in applying its system. There are enough medical Human Resources but lacking of skilled nurses, media and medical facilitation and socialization to the public. Suggestion, RSUP Fatmawati could improve its commitment more to carry out the reference system, and make a serious effort for the smoothness of communication with the whole reference levels.
