Tesis ini membahas kajian Penerapan Sistem Remunerasi Dan Kinerja Pelayanan bedah Jantung Dewasa Di Rumah Sakit Jantung Dan Pembuluh Darah Harapan Kita (RSJPDHK). Penelitian ini menggunakan pendekatan mixed method dengan melakukan kajian deskriftif data sekunder dan data primer dengan kuesioner self assessment dari responden terpilih, dilanjutkan Focus Group Disscusion dari informan terpilih.
Hasil penelitian menunjukkan sebagian besar SMF dan perawat tidak puas dengan beberapa hal dalam penerapan sistem remunerasi. Namun ternyata ketidakpuasan tersebut terjadi karena kekurangpahaman terhadap isi dari Keputusan Menteri Keuangan Republik Indonesia Nomor 165 Tahun 2008. Pada penelitian ini juga terlihat kinerja pelayanan bedah jantung dewasa tetap mengalami kenaikan setiap tahunnya sebelum dan sesudah penerapan sistem remunerasi.
The result of the research showed that almost of functional medical staff dan nurse unsatisfied with several things in implementation of Remuneration system. However the unsatisfied due to not well informed with the content of Keputusan Menteri Keuangan Republik Indonesia No. 165/2008. But performance of adult cardiac surgery services increased for every year, before and after implementation of Remuneration System.
The researcher suggest that Ministry of Health facilitates RSJPD Harapan Kita to have remuneration system formulation that more appropriate with the present condition. RSJPD Harapan Kita make remuneration system that appropriate with regulation and the present condition that continued with a good socialization and evaluated regularly.
Implementation of ISO 9001:2008 Quality Management Standards have beenimplemented in BRSU Tabanan since 2009 in an effort to improve the quality ofcare , but there are still complaints against the ministry in BRSU Tabanan . Untilnow, this has never been done in the Emergency Room service performanceanalysis on the application of ISO 9001:2008 Quality Management StandardBRSU Tabanan . This study was conducted aimed to determine and analyze theperformance of services in the emergency department on the application of ISO9001:2008 QMS in Emergency Room BRSU Tabanan.Do months from August toOctober , 2013, with a qualitative research method that comes with thequantitative data is secondary data quality objectives in the Emergency Room asindicator performance .. Respondents service satisfaction in the emergencydepartment for patients or their families were coming month of August to October2013, which are willing to fill out a questionnaire , as many as 150 people .Emergency Room staff and staff working in the field of service of at least 3 yearsas respondents in the application of ISO 9001:2008 QMS Emergency Room are71 . In-depth interviews to the Board of Directors as an informant were 3 peoplein the achievement of performance information in the Emergency Room and theapplication of ISO 9001:2008 QMS . Data were analyzed using content analysis .The results show the performance of services in the Emergency Room alreadywell on target mutul 9 of 12 quality objectives in the Emergency Room . Qualityobjectives is not good customer complaints , customer dissatisfaction with theservices of doctors and patient mortality in Emergency Room ≤ 24 hours .Required an increase in the budget aimed at improving the quality of humanresources in the emergency department with increasing hospital revenue ,completing facilities for intensive care and resocialization of the application ofQMSKeyword : Performance Emergency Room Services, ISO 9001:2008 QMS
Membangun SMK3 bagi setiap perusahaan untuk menjamin dan memastikan keselamatan dan kesehatan pekerjanya yang dibutuhkan peran pengawas dengan menunjukkan kinerja terbaik. Terwujudnya kinerja yang optimal dari pengawas membutuhkan beberapa faktor, diantaranya adalah motivasi kerja, komitmen organisasional dan efikasi diri. Penelitian ini bertujuan untuk mengetahui pengaruh motivasi kerja, komitmen organisasional dan efikasi diri terhadap kinerja pengawasan pada SMK3 dengan mengambil objek pada Pembangkit Listrik Tenaga Uap ?PQR?. Penelitian ini menggunakan pendekatan kuantitatif dengan metode cross-sectional survey. Sampel yang digunakan sebanyak 26 pengawas dengan teknik sensus. Pengumpulan data dengan kuesioner yang dianalisis dengan statistik deskriptif dan statistik parametrik yang meliputi korelasi, koefisien determinasi, uji t, uji F dan regresi menggunakan SPSS versi 18. Hasil penelitian menunjukkan motivasi kerja, komitmen organisasional dan efikasi diri secara sendiri-sendiri maupun bersama-sama memiliki pengaruh signifikan terhadap kinerja pengawasan pada SMK3 pada PLTU "PQR".
Berdasarkan hasil penelitian ini, maka motivasi kerja, komitmen organisasional dan efikasi diri perlu ditingkatkan. Dalam meningkatkan motivasi kerja pimpinan perlu memberikan penghargaan dan umpan balik terhadap pengawas yang berprestasi, memfasilitasi agar memperoleh pelatihan, dan memberi kesempatan untuk memperoleh promosi sebagai sarana mengembangkan diri dan meningkatkan karir. Peningkatan komitmen organisasional pengawas dapat dilakukan dengan membangun hubungan yang harmonis antara pengawas dengan stakeholder perusahaan dan menumbuhkan rasa memiliki terhadap organisasi serta berusaha memenuhi kebutuhan pengawas secara maksimal. Sementara peningkatan efikasi diri dapat dilakukan dengan memberikan pemahaman terhadap pegawai tentang efikasi diri dengan mengundang ahli dan mengikutsertakan pada pelatihan dan seminar.
Building the OHS management system to ensure and assure the safety dan healthy of its workers. which takes the role of the supervisor with the best performance. The realization of the optimal performance of supervisors requires the support of many factors, among them the work motivation, organizational commitment and self-efficacy. This study aimed to determine the effect of work motivation, organizational commitment and self-efficacy toward supervisory performance on the OHS management system by taking objects in "PQR" Steam Power Plant. This study uses a quantitative approach with a cross-sectional survey method. The samples are taken with the 26 supervisors through census techniques. Collecting data using questionnaire. Data were analyzed with descriptive statistics and parametric statistics include correlation, coefficient of determination, t test, F test and regression by using SPSS program ver.18.
The results showed that work motivation, organizational commitment and self efficacy individually and simultaneously have a significant influence toward the supervision performance on the OHS management system in "PQR" Steam Power Plant. Based this study, the work motivation, organizational commitment and selfefficacy needs to be improved. In increasing work motivation and reward leaders need feedback to performing supervisors, in order to facilitate obtaining the training, and provide an opportunity to gain self-promotion as a means of developing and improving career. Increased supervisor organizational commitment can be made by build a harmonious relationship between the supervisor with the company's stakeholders and foster a sense of belonging to organizations and trying to meet the regulatory requirements to the fullest. While the increase in self-efficacy can be done by providing an understanding of the employees about self-efficacy with invite the experts and engage in training and seminars.
Pendahuluan : Sistem Manajemen Keselamatan dan Kesehatan Kerja (SMK3) yang mengelola dan mengontrol keselamatan dan kesehatan kerja menjadi tanda tanya akan efektivitas penerapannya, dengan kondisi saat ini yakni Kecelakaan kerja yang masih terus meningkat, yang menyebabkan peningkatan biaya, berkurangnya produktivitas, hingga mempengaruhi daya saing suatu negara. Tujuan penelitian ini adalah untuk menilai tingkat penerapan Sistem Manajemen K3 dan menganalisis hubungannya dengan kinerja K3 (safety climate, incidence rate, frequency rate, dan severity rate) di perusahaan.
Metode : Penelitian ini menggunakan pendekatan kuantitatif dengan design cross sectional study pada perusahaan yang memenuhi kriteria penerapan SMK3 dan beroperasi di wilayah Kalimantan Timur, sebanyak 94 perusahaan. Total responden untuk pengukuran safety climate sebanyak 8.055 orang.
Hasil : Tingkat penerapan Sistem Manajemen K3 perusahaan di Kalimantan Timur berada pada Level 3/Konsisten yaitu penerapan SMK3 yang pendekatan sistematis dan konsisten, upaya pengendalian risiko dilakukan secara terstruktur, terukur secara kualitatif, integrasi antarprosedur dan manajemen risiko berjalan di semua divisi. Penerapan sistem pembelajaran melalui monitoring, laporan K3, dan proses perbaikan belum berjalan secara menyeluruh. Komponen tertinggi di Hazard control and prevention, dan skor terlemah di Education and training. Safety climate berada dalam kondisi baik, dengan skor tertinggi di dimensi 6 (Pembelajaran komunikasi dan inovasi) serta skor terendah di dimensi 5 (Prioritas keselamatan pekerja dan tidak ditoleransinya risiko bahaya). Faktor safety climate dan kinerja K3 (incidence rate dan frequency rate) memiliki hubungan signifikan dengan tingkat Sistem Manajemen K3 yang diterapkan di perusahaan. Terdapat hubungan antara tingkat penerapan SMK3 dengan safety climate, incidence rate, dan frequency rate berdasarkan tersertifikasi SMK3.
Kesimpulan : Semakin baik tingkat penerapan SMK3 pada suatu perusahaan maka akan menghasilkan kinerja K3 yang lebih baik. Pada perusahaan yang tersertifikasi SMK3 namun penerapan SMK3 masih pada tingkat Adhoc & Coping akan menghasilkan kinerja K3 yang buruk (safety climate membutuhkan perbaikan; incidence rate dan frequency rate cenderung meningkat).
Introduction: Work accidents that continue to increase has caused the increased costs, reduced productivity, and affect the competitiveness of a country, making the Implementation of Occupational Safety and Health Management System a question mark about its effectiveness. The purpose of this study was to assess the level of implementation of the OSH Management System and analyze its relationship with OSH performance (safety climate, incidence rate, frequency rate, and severity rate) in the company.
Method: This study uses a quantitative design with a cross-sectional study approach in companies that meet the criteria for implementing SMK3 (Occupational Safety and Health Management System) and operate in the East Kalimantan region, as many as 94 companies. Total respondents for safety climate measurement were 8,055 people.
Results: The level of implementation of the company's OSH Management System in East Kalimantan is at Level 3/Consistent, namely the implementation of SMK3 (OSH Management system) with a systematic and consistent approach, risk control efforts are carried out in a structured manner, measured qualitatively, integration between procedures and risk management runs in all divisions. The implementation of the learning system through monitoring, OSH reports, and improvement processes has not been carried out comprehensively. The highest component is in Hazard control and prevention, and the weakest score is in Education and training. The safety climate condition is in good condition, with the highest score in dimension 6 Learning, communication and innovation and the lowest score in dimension 5 Priority of worker safety and zero tolerance of hazard risks. Safety climate factors and OSH performance (incidence rate, frequency rate,) have a significant relationship with the level of OSH Management System implemented in the company. There is a relationship between the level of OHS implementation with safety climate, Incidence rate and frequency rate based on OHS certification.
Conclusion: The better the level of OHS implementation in a company, the better OHS performance will be. In companies that are SMK3 certified but the implementation of SMK3 is still at the Adhoc & Coping level, it will result in poor K3 performance (SC needs improvement; IR and FR tend to increase).
RSKO is a hospital that belongs to Ministry of Health that have beenimplementing remuneration system since 2014. Purpose of this study is to identifya remuneration system that accepted by stakeholder in RSKO Jakarta. Thisresearch is qualitative with case study. The current remuneration system alreadymeets the principles of decency but not currently meet the eligibility principlesand fairness. Low nominal value of remuneration, the gap between remunerationin RSKO with performance allowance in Ministry of Health and feeling lessappreciated caused dissatisfaction of the remuneration system. RSKO have toevaluate periodically the remuneration system and raise the revenue.Keyword:Analysis, remuneration, hospital.
