Introduction: The Provincial Government of West Java has issued Governor of West Java Decree Number: 443/Kep.350-BUMD DAN INVESTASI/2021 concerning Oxygen Command center. An oxygen command center was formed to deal with oxygen emergencies at the peak of the Covid-19 variant of the delta in West Java July-September 2021. Evaluation is very important as lesson learning to prepare for handling emergency medical oxygen needs in the future. Purpose: Evaluate the implementation of the implementation of the oxygen command post based on the tasks contained in the Decree of the Governor of West Java Number 443/Kep.350-BUMD AND INVESTASI/2021 concerning the oxygen command post, especially at the peak of the delta variant. Methods: This research is a non-experimental research with a qualitative case study approach which is expected to answer research questions. This study uses the theoretical approach of George C. Edward III's Policy Implementation Model and William Dunn's Theoretical Decision Evaluation. The methods used in data collection were in-depth interviews with informants and document review. Result: The research shows that the oxygen command center does its job well but not optimal. In the aspect of communication, good communication has been established within the oxygen command center, more consistent communication is needed with partners outside the command center. In the aspect of resources, staff have been fulfilled and given authority, the available budget is sufficient to meet the needs of facilities in the field. The aspect of the bureaucratic structure runs optimally, the mechanism is made very detailed and routine coordination. The disposition aspect is well implemented. In evaluating the task of preparing a needs plan that is running well enough, seen from the availability of data to prepare a needs plan, distribution control by appointing a BUMD is the right choice with a yield of 12.44 tons/day of liquid oxygen and ownership of 1,634 oxygen cylinders. The coordination and synchronization that is carried out must build a common understanding of oxygen so that there are no communication errors that hinder coordination. The command center to form a secretariat/warehouse with centralized information management on the West Java Province Pikobar service is appropriate in accordance with the mandate of the governor's regulations. The monitoring carried out is also quite good and it is better to involve partners outside the oxygen command center so that they can also find out the current situation and condition of oxygen emergencies. So it can be concluded that the oxygen command center carried out its duties properly.Pendahuluan: Pemerintah Prvinsi Jawa Barat telah mengeluarkan Keputusan Gubernur Jawa Barat Nomor: 443/Kep.350-BUMD DAN INVESTASI/2021 Tentang Pos Komando Oksigen. Pos komando oksigen dibentuk untuk mengatasi kedaruratan oksigen pada puncak covid-19 varian delta di Jawa Barat Juli-September 2021. Evaluasi menjadi sangat penting sebagai pembelajaran dalam rangka mempersiapkan penanganan kebutuhan darurat oksigen medis dimasa depan. Tujuan: Mengevaluasi implementasi pelaksanaan pos komando oksigen berdasarkan tugas yang tertuang dalam Keputusan Gubernur Jawa Barat Nomor 443/Kep.350-BUMD DAN INVESTASI/2021 tentang Pos Komando oksigen khususnya pada puncak varian delta. Metode: Penelitian ini merupakan penelitian non eksperimental dengan metode kualitatif pendekatan studi kasus yang diharapkan dapat menjawab pertanyaan penelitian. Penelitian ini menggunakan pendekatan teori Model Implementasi Kebijakan George C. Edward III dan Evaluasi Keputusan Teoritis William Dunn. Metode yang digunakan dalam pengumpulan data adalah wawancara mendalam kepada informan dan telaah dokumen. Hasil: Penelitian menunjukkan pos komando oksigen menjalankan tugas dengan baik namun belum optimal. Aspek komunikasi, sudah terbangun komunikasi yang baik didalam pos komando oksigen, diperlukan komunikasi yang lebih konsisten dengan mitra di luar posko. Aspek sumber daya, sudah terpenuhi staf dan diberikan kewenangan, anggaran yang tersedia cukup memenuhi kebutuhan fasilitas dilapangan. Aspek struktur birokrasi berjalan cukup optimal, mekanisme yang dibuat sangat detail dan koordinasi rutin. Aspek disposisi diimplementasikan dengan baik. Pada evaluasi tugas penyusunan rencana kebutuhan yang berjalan sudah cukup baik dilihat dari ketersediaan data untuk menyusun rencana kebutuhan, pengendalian pendistribusian dengan menunjuk BUMD adalah pilihan tepat dengan hasil 12,44 ton/hari oksigen cair dan kepemilikan 1.634 tabung oksigen. Pengkoordinasian dan pensikronan yang dilakukan harus membangun kesamaan pemahaman tentang oksigen sehingga tidak terjadi kesalahan komunikasi yang menghambat koordinasi. Pos komando membentuk sekretariat/gudang dengan pengelolaan informasi terpusat pada layanan Pikobar Provinsi Jawa Barat sudah tepat sesuai dengan amanat peraturan gubernur. Monitoring yang dilakukan juga cukup baik dan sebaiknya melibatkan mitra diluar pos komando oksigen agar juga dapat mengetahui situasi dan kondisi terkini kedaruratan oksigen. Sehingga dapat disimpulkan pos komando oksigen melaksanakan tugas dengan baik.
The dynamics of COVID-19 cases until 2022 are still ongoing worldwide and resulting high fluctuations in morbidity and mortality rates. Various explosions of cases due to Variant of Concern (VOC) have a direct impact on puskesmas as primary care. To strengthen puskesmas, a policy strategy for controlling COVID-19 is needed in the form of prevention, detect, and response, followed by optimizing the implementation of policies carried out in the field. This study aims to describe the implementation of policies at the puskesmas level in the era of the COVID-19 pandemic based on a literature review. The analysis used in this study is a literature review with the PRISMA approach. The need for literature searches using online database in the form of Google Scholar and GARUDA so that 14 included literatures are obtained. In addition, various literatures obtained in the research are in the form of journal articles, reports from health institutions, text books, and websites in English and Indonesian. The result showed that the implementation of policies at the puskesmas still found various problems and obstacles, including the making of SOPs that were not comprehensive followed by a lack of socialization related to SOPs to puskesmas officers, the limited number of surveillance officers at the puskesmas, training and socialization for tracing and surveillance were still inadequate, and limited health logistics in the form of COVID-19 therapeutic drugs such as oseltamivir, azithromycin, and favipiravir. In conclusion, the implementation of policies at puskesmas has not gone well due to the lack of optimal implementation of preventive, detect, and response policies in controlling COVID-19. Therefore, suggestions that can be given are making a comprehensive SOP for handling COVID-19, strengthening communication strategies and community engagement, planning for surveillance officer estimates, and facilitating health workers to receive training programs.
The high stunting rate in Kebumen District makes this region one of the special locations for handling stunting in Indonesia. One of the reasons is because the policies and regulations on stunting interventions have not been maximally used as a common foundation in dealing with this problem. One of them is the policy of utilizing village funds. The purpose of this study was to analyze the implementation of policies and formulation of advocacy for the use of village funds for stunting in Kebumen Regency in 2019. This study was a qualitative study using the RAP (Rapid Assessment Procedure) approach. The subjects of this study were stakeholders at the District, Sub District and Village level governments that were selected using a purposive technique. The results showed that the uptake of village funds in the health sector including stunting was still very small. In five villages the stunting locus reached only 2.7%. Therefore a strategy is needed, through synchronization and policy collaboration from the Office of Community and Village Empowerment (Dispermades) with policies from the Health Office
The first cases of COVID-19 found in Indonesia were imported cases. To prevent and control it, the Ministry of Health issued a policy related to health protocols in handling passenger arrivals from abroad in the form of a circular in May 2020. From May to September 2020, were found 704 passengers that RDT results were reactive to COVID-19. The purpose of this thesis research is to analyze the implementation of health protocol policies for handling passengers from abroad in preventing the spread of COVID-19 by Soekarno Hatta Port Health Office. This research is a qualitative analytic research with the perspective of policy implementation theory. The results found that the implementation of the health protocol policy not working effectively because there were still found problems in the field. There are still policy targets that do not comply with the requirements to enter Indonesia. Researchers suggest to consider making higher legal force regulations than the circular letter, so can regulate sanctions for passengers who do not obey.In additions, it is necessary to increase supervision and commitment between sectors and develop eHAC applications to digitally validate PCR results, classify the risk of infection from tourists based on travel history and passenger tracking
The telemedicine policy which was issued in the form of a circular letter, is an interesting topic, because the legal power of circular letter which weak and previously there were no legislation regulating telemedicine in the form of direct clinical consultation services between doctors and patients. On the other hand, current survey showed that people has more confidence using telemedicine which is organized by healthcare service facilities. Meanwhile, the government of DKI Jakarta has not directly utilized the healthcare service facilities under its auspices to provide telemedicine services. This study aims to analyze the implementation of telemedicine policies to prevent the spread of COVID-19 by the government of DKI Jakarta. This is qualitative research with case study design using primary data from in-depth interviews and secondary data from document review. The results show that the policy issued in the form of a circular letter is not implemented because the form of the legal product chosen creates the choice to implemented or not implemented. This condition is also supported by limited internet speed in healthcare service facilities under the government of DKI Jakarta and DKI Jakarta government are not involved on the formulation steps. In addition, there were still ethics issues and uncertainity of clinical authority that made DKI Jakarta government not implement this policy. Therefore, researchers suggest that the governor's regulation need to be formed as a regional policy. For the national scope, it is recommended to formulate a new regulation regarding telemedicine healthcare service standards, revise several related laws and regulations and addition of telemedicine regulations in the Indonesian Medical Code of Ethics
This thesis explains the implementation of ministrial regulation No.16/PermendesPDTT/2018 concerning the priority of using village funds related to stunting in Tompe Village, Donggala District in 2019 through formative and summative evaluation. This non-experimental research is a qualitative method with a crosssectional and case study approach. The results of this study showed that the implementation of ministrial regulation No.16/PermendesPDTT/ 2018 concerning the priority of using village funds related to stunting in terms of inputs, processes and, outputs are not yet effective and efficient. Stunting interventions are also carried out according to the guidelines and there are still many obstacles. Therefore, it must involve the active participation of all components and levels of village society as well as the need to socialize the regulations on village funds and stunting guidelines
