"Pandemi yang terjadi cukup memberikan dampak terhadap pelayanan yang diberikan. Beragam tantangan yang harus dihadapi antara lain penyesuaian sumber daya seiring dengan pertambahan kasus pasien COVID-19, pemberian perlindungan ekstra terhadap tenaga kesehatan hingga tantangan ekonomi. Adapun kewajiban yang harus dimiliki oleh setiap rumah sakit terkait mutu layanan menurut Peraturan Direktur Jenderal Perbendaharaan Nomor 36 Tahun 2016 dan Peraturan Menteri Kesehatan Republik Indonesia Nomor 4 Tahun 2018 yaitu mampu memberikan pelayanan kesehatan dengan mengutamakan kepentingan dan keselamatan pasien yang aman, bermutu, tidak diskriminatif, dan efektif. Selain itu, mampu membuat, melaksanakan, dan menjaga standar mutu pelayanan kesehatan yang diberikan. Mengacu pada landasan diatas, sejak tahun 2016 rumah sakit telah menjalankan program Peningkatan Kualitas Pelayanan Rumah Sakit sesuai Standar dengan tujuan terwujudnya peningkatan kualitas pelayanan yang prima. Agar program tersebut berjalan dengan lancar, maka dibutuhkan perencanaan anggaran yang matang hingga realisasi yang tepat dengan mengutamakan prinsip efektivitas dan efisiensi. Penyerapan anggaran masih menjadi permasalahan yang dihadapi oleh RSUD. Pada tahun 2019, terjadi penyerapan anggaran yang relatif rendah pada program peningkatan Kualitas Pelayanan Rumah Sakit sesuai Standar, yaitu hanya sebesar 29,09%. Hal ini berdampak pada penurunan alokasi anggaran tahun 2020 sebanyak 99,7% yaitu menjadi Rp3,450,000. Dengan alokasi anggaran yang sangat kecil ini pun anggaran tidak mampu diserap oleh RSUD, yang sampai saat ini belum diketahui penyebab utama rendahnya penyerapan anggaran pada tahun 2019 dan 2020. Padahal alokasi dan penyerapan anggaran pada program ini bertujuan untuk menjamin mutu pelayanan kesehatan yang diberikan. Penelitian ini bertujuan untuk mengetahui factor yang menjadi pemicu rendahnya penyerapan anggaran pada program Peningkatan Kualitas Pelayanan Rumah Sakit Sesuai Standar tahun 2019 dan 2020 serta tindak lanjut perbaikan penyerapan anggaran untuk peningkatan mutu layanan. Penelitian ini bersifat deskriptif analitik dengan design cross sectional. Hasil penelitian menggambarkan bahwa rendahnya penyerapan anggaran yang terjadi disebabkan oleh belum adanya jadwal masing-masing kegiatan secara rinci sehingga kegiatan tidak dapat berjalan secara optimal, RSUD belum melakukan analisis biaya manfaat (cost benefit) guna menunjang penetapan alokasi anggaran yang baik, belum memiliki prasyarat khusus bagi karyawannya yang ingin mengikuti pelatihan, belum memiliki modul khusus kegiatan untuk nakes dan non nakes, belum memiliki sistem aplikasi komputer yang terintegrasi serta belum optimalnya fungsi SPI dan dewan pengawas dalam pemantauan dan evaluasi anggaran.
The pandemic that occurred had quite an impact on the services provided. The various challenges that must be faced include adjusting resources in line with the increase in cases of COVID-19 patients, providing extra protection for health workers to economic challenges. As for the obligations that must be owned by every hospital related to service quality according to Director General of Treasury Regulation Number 36 of 2016 and Regulation of the Minister of Health of the Republic of Indonesia Number 4 of 2018 namely being able to provide health services by prioritizing patient interests and safety that are safe, quality, non-discriminatory, and effective. In addition, able to create, implement, and maintain quality standards of health services provided. Referring to the basis above, since 2016 the hospital has implemented a Hospital Service Quality Improvement program according to Standards with the aim of realizing excellent service quality improvement. In order for the program to run smoothly, it requires careful budget planning to the right realization by prioritizing the principles of effectiveness and efficiency. Budget absorption is still a problem faced by RSUD. In 2019, there was relatively low absorption of the budget for the Hospital Service Quality improvement program according to standards, namely only 29.09%. This resulted in a decrease in the 2020 budget allocation by 99.7%, namely to IDR 3,450,000. Even with this very small budget allocation, the budget has not been able to be absorbed by the RSUD, which until now has not been identified as the main cause of the low absorption of the budget in 2019 and 2020. Even though the allocation and absorption of the budget in this program aims to guarantee the quality of health services provided. This study aims to determine the factors that trigger the low absorption of the budget in the 2019 and 2020 Standard Hospital Service Quality Improvement programs as well as follow-up actions to improve budget absorption to improve service quality. This research is descriptive analytic with cross sectional design. The results of the study illustrate that the low absorption of the budget that occurs is caused by the absence of a detailed schedule for each activity so that activities cannot run optimally, the RSUD has not carried out a cost benefit analysis to support the determination of a good budget allocation, does not yet have specific prerequisites for employees who wish to take part in training, do not yet have a special activity module for health and non-health workers, do not yet have an integrated computer application system and the function of the SPI and supervisory board is not yet optimal in budget monitoring and evaluation.

RSUD Embung Fatimah, mulai mengembangkan dan menerapkan Rekam Medis Elektronik sejak awal tahun 2021. Evaluasi di akhir tahun 2022 menunjukkan penggunaan RME di poliklinik unit rawat jalan masih diangka 50%, dan hingga saat ini pencatatan rekam medis pasien dilakukan secara elektronik juga berbasis kertas. Penelitian ini bertujuan untuk mengetahui efektivitas penggunaan RME dari perspektif profesional kesehatan yatu dokter dan perawat yang bekerja di unit rawat jalan RSUD Embung Fatimah serta faktor-faktor apa saja yang berhubungan dengan penggunaan rekam medis elektronik. Metode: Penelitian studi kasus dengan metode cross sectional ini melibatkan 57 responden (dokter dan perawat) yang mengisi kuesioner dengan skala Likert, ditunjang dengan wawancara semi terstruktur terhadap 4 orang informan dari manajemen rumah sakit untuk mengkonfirmasi informasi lebih lanjut terkait hasil yang diperoleh dari kuesioner. Hasil: Mayoritas responden adalah perawat berusia diatas 30 tahun, dan berjenis kelamin perempuan. Hampir seluruh responden memahami komputer, namun hanya sebagian kecil yang sudah pernah pelatihan terkait rekam medis elektronik. Sebanyak 56,1% responden setuju bahwa RME bermanfaat dalam hal integrasi, akurasi dan akses informasi yang diberikan. 64,1% responden setuju bahwa RME mempermudah pekerjaannya dan menilai bahwa kualitas sistem RME adalah baik dari segi kecepatan dan keakuratan informasi maupun tampilan yang dimunculkan. Namun 52,6% menilai bahwa dukungan manajemen dan IT masih belum memadai terutama terkait pengadaan pelatihan formal penggunaan RME. Kesimpulan : Persepsi manfaat, persepsi kemudahan penggunaan, kualitas RME dan dukungan manajemen/IT dibutuhkan dalam meningkatkan efektivitas penggunaan RME
Since 2021 electronic medical records has been implemented in RSUD Embung Fatimah. End of 2022, utilization rate of EMR in outpatients unit was 50%. Until now the medical records are done electronically and paper based. This study aims to determine the effectiveness of using RME from the perspective of health professionals (doctors and nurses) who work in the outpatient unit of Embung Fatimah Hospital and what factors are related to the use of electronic medical records. Methods: This case study using cross-sectional method involved 57 respondents (doctors and nurses) who filled out a questionnaire with a Likert scale, supported by semi-structured interviews with 4 informants from hospital management to confirm further information regarding the results obtained from the questionnaire. Results: Majority of respondents were nurses aged over 30 years, and female. Almost all respondents understand computers, but only a small number have had training related to electronic medical records. As many as 56.1% of respondents agree that RME is beneficial in terms of integration, accuracy and access to the information provided. 64.1% of respondents agree that RME makes their work easier and considers that the quality of the RME system is good in terms of speed and accuracy of the information and display that appears. However, 52.6% considered that management and IT support were still inadequate, especially regarding the procurement of formal training on the use of RME. Conclusion: Perceived usefulness, perceived ease of use, quality of RME and management/IT support are needed to increase the effectiveness of using RME

Untuk menghadapi kasus COVID-19 di Indonesia, Hospital Disaster Plan (HDP) yang selama ini identik dengan bencana alam harus diimplementasikan dengan berbagai penyesuaian terkait kepentingan rumah sakit untuk melindungi tenaga kesehatannya. HDP sudah ada dalam Standar Nasional Akreditasi Rumah Sakit (SNARS) yang menjadi instrument dalam akreditasi rumah sakit. Tetapi selama ini, HDP hanya menjadi dokumen pelengkap untuk akreditasi saja, tanpa disimulasikan dan disosialisasikan sehingga saat terjadi pandemi ini banyak rumah sakit yang gagap menghadapinya. Banyak tenaga kesehatan yang menjadi korban dalam pandemi ini. Terlepas dari terpapar di tempat kerja atau tidak, tetapi tenaga kesehatan adalah orang yang paling beresiko tertular virus Corona ini. Tesis ini membahas tentang kinerja implementasi HDP di RSUD H. Hanafie Muara Bungo yang telah mengaktifkan sistem HDP sejak Maret 2020. Untuk memperoleh kinerja yang baik dalam pelaksanaan HDP diperlukan sistem keuangan, sumber daya dan pelaksanaan kerja yang baik sehingga pasien dan petugas merasa aman dari penularan virus. Pendekatan yang dapat digunakan untuk evaluasi kinerja keempat aspek tersebut adalah dengan Balanced Scorecard. Penelitian ini merupakan penelitian deskriptif analitik dengan pendekatan kuantitatif dan kualitatif (mixed methode). Instrument yang digunakan untuk penelitian ini adalah kuesioner dan panduan wawancara mendalam. Populasinya adalah seluruh staf di RSUD H. Hanafie Muara Bungo dan pengambilan sampelnya dilakukan dengan metode purposive sampling. Sebanyak 226 sampel dari dari staf rumah sakit untuk persepektif pelanggan, dan 112 sampel dari tim HDP untuk tiga perspektif lainnya. Hasil penelitian menunjukkan bahwa RSUD H. Hanafie telah mengimplementasikan HDP dengan cukup baik. Tingkat kesetujuan untuk perspektif pelanggan dinilai cukup baik yaitu sebesar 61%. Perspektif pelanggan dinilai berdasarkan subvariabel tangibility, reliability, responsiveness, assurance, dan emphaty; perspektif proses internal dinilai memiliki kinerja cukup baik yaitu 60,4%. Pada perspektif ini, perlu lebih ditingkatkan komunikasi dan koordinasi tim HDP secara rutin; perspektif pembelajaran dan pertumbuhan diniliai memiliki kinerja cukup baik yaitu dengan tingkat kesetujuan 70%. Perspektif ini dinilai dari tiga sub variabel yaitu kapabilitas pekerja, kapabilitas sistem informasi dan motivasi pegawai. Sistem kerja HDP telah dilengkapi dengan sistem informasi yang baik dan anggota yang memiliki komitmen, sehingga perlu segera dicarikan solusi terhadap insentif yang tidak cair agar tetap mempertahakan semangat kerja tim. dan perspektif finansial yang dinilai memiliki kinerja kurang yaitu sebesar 51,3%. Pada perspektif ini melihat anggaran dan realisasi dari kegiatan HDP di RSUD H. Hanafie. Sejauh ini belum ada anggaran dan realisasi untuk kegiatan HDP. Dari penelitian ini dapat terlihat bahwa diperlukan koordinasi dan kerjasama yang baik dari semua pihak agar dapat menjalankan HDP dengan baik dalam rangka melindungi semua elemen di rumah sakit, baik staf, pasien maupun pengunjung

The population is all staff at H. Hanafie Muara Bungo Hospital and the sample is taken by purposive sampling method. A total of 226 samples from the hospital staff for the customer perspective, and 112 samples from the HDP team for the other three perspectives. The results showed that H. Hanafie Hospital had implemented HDP quite well. The level of agreement for the customer perspective is considered quite good, which is 61%. The customer perspective is assessed based on the subvariables of tangibility, reliability, responsiveness, assurance, and empathy; the internal process perspective is considered to have a fairly good performance, namely 60.4%. From this perspective, it is necessary to improve the communication and coordination of the HDP team on a regular basis; the learning and growth perspective is considered to have a fairly good performance with an agreement level of 70%. This perspective is assessed from three sub-variables, namely worker capability, information system capability and employee motivation. HDP's work system has been equipped with a good information system and committed members, so it is necessary to immediately find a solution for incentives that are not liquid in order to maintain the spirit of team work. and the financial perspective that is considered to have less performance is 51.3%. Pandemi COVID-19 di Indonesia berdampak pada implementasi Sisrute kasus rujukan ke rumah sakit. Sisrute RSUD Siti Aisyah pada rujukan dalam dan keluar memengaruhi morbiditas dan mortalitas pasien. Penelitian ini bertujuan untuk menganalisis implementasi Sisrute meliputi kebijakan, kapasitas petugas, sistem jaringan, komunikasi rujukan dan pelayanan rujukan yang berdampak pada keterlambatan respons rujukan. Penelitian ini merupakan studi kasus dengan pendekatan kualitatif melalui observasi lapangan, telaah dokumen dan wawancara mendalam 13 informan yang berkerja di RSUD Siti Aisyah. Penelitian menunjukkan bahwa penolakan rujukan Sisrute dalam dan keluar baik pada kasus COVID-19 dan non- COVID-19 lebih dari 80%. Response time rujukan kurang dari 60 menit paling banyak pada rujukan keluar non-COVID-19 (64%). Alasan penolakan rujukan meliputi ketidaktersediaan ruangan isolasi COVID-19, ICU-COVID-19, ketidaklengkapan berkas rujukan, ketidaktesediaan ruangan perawatan, kendala sistem jaringan, petugas lambat merespons, ketiadaan dokter spesialis, ketiadaan fasilitas kesehatan, kebijakan Dinas Kesehatan lokal terkait penanganan kasus COVID-19 dan lainnya. Pada kebijakan rujukan, tidak terdapat kebijakan Sisrute dan dokumentasi sosialisasi kebijakan dan dilakukan secara lisan dan Whatsapp. Pada kapasitas petugas rujukan, secara umum cukup adekuat untuk aplikasi Sisrute, petugas sudah mendapatkan pelatihan dari RSUD. Kendala kapasitas petugas meliputi kurangnya pengetahuan medis, rendahnya komitmen, kecakapan dan rangkap tugas sehingga berdampak pada lambannya respons rujukan. Pada sistem jaringan rujukan, didapatkan bahwa jaringan komputer dan konektifitas internet yang sama digunakan pada semua layanan yang ada di rumah sakit, SIMRS yang tidak terintergrasi dan infrastruktur penunjang belum adekuat. Komunikasi rujukan dilakukan melalui aplikasi Sisrute dan dibantu telepon dan Whatsapp grup Sisrute se-Sumsel pada sebelum, selama dan setelah rujukan dilakukan. Komitmen petugas, kecepatan penyampaian informasi dan situasi faskes penerima dalam komunikasi rujukan berdampak pada keterlambatan respons Sisrute. Pelayanan rujukan menggunakan pedoman rujukan nasional, tidak memiki pedoman Sisrute, mengikuti alur rujukan, mengikuti prosedur klinis, administratif, dan operasional. Kendala pelayanan rujukan yaitu tidak terpenuhinya persyaratan rujukan, rujukan tidak prosedural, penerimaan keluarga, permasalahan biaya, ketersediaan infrastruktur dan SDM pendamping. Monitoring dan evaluasi tidak dilakukan pada masing-masing variabel. Dengan demikian, Pada implementasi Sisrute di RSUD Siti Aisyah Lubuklinggau perlu adanya perbaikan dan peningkatan pada kebijakan rujukan, kapasitas petugas rujukan, sistem jaringan rujukan, komunikasi rujukan dan pelayanan rujukan serta dilakukan monitoring dan evaluasi rutin dapat mempercepat proses rujukan guna menekan morbiditas dan mortalitas pasien rujukan.
The Pandemy of COVID-19 in Indonesia has a major impact in referral system implementation of referred cases to hospitals. Integrated Referral System (IRS/Sisrute) both inward and outward referral influence morbidity and mortality cases. This study was conducted to analyse policy, officer capacity, network system, referral communication, and referral services resulting in referral system implementation. It was a case study with qualitative approach through observation, documents research, in-depth interview with 13 informants working at Siti Aisyah General Hospital. The study suggests that Sisrute referral rejection of inward and outward referral to COVID-19 and non-COVID-19 cases was more than 80%. Referral response time suggest less than 60 minutes only occurring in outward non-COVID-19 referral (64%). Reasons for rejectios were unavailability of COVID-19 Isolation dan ICU room, incomplete referral documents, unavaibility of inpatient room, network system issue, late response, health facilities shortage, local government policy against COVID-19 referral cases and other. In referral policy, there is no IRS policy and policy dissemination documentation through spoken and Whatsapp. In officer referral capacity, generally it is sufficient enough to excute IRS application, officers have been acquired trainings from hospital. Challenges in officer capacity resulted from lack of medical knowledges, low commitment, proficiency, double job so that they give impact in later referral response. In referral network system, it found that computer network and internet connectivity used similar system to other services in this hospital, unintegrated hospital information and management system as well as inadequate infrastructure. Referral communication is performed with Sisrute and assisted with calls and Whatsapp South Sumatera group in pre-, whilst, and post-referral. Officer commitment, information delivery rate and local situation may also result in Sisrute late response. Referral service occupy national referral protocol, referral flow, clinical procedures, administrative procedure and operational procedure. The challenges found in referral service were unfulfillment of referral inquiries, unprocedural referral, family acceptance, service cost, infrastructure and health officer companion. Monitoring and evaluation were not performed to each variable in the study. Thus, the implementation of intergrated referral system in Siti Aisyah General Hospital is in the need of improvement in referral policy, officer capacity, referral network capacity, referral communication, and referral service, as well as routine monitoring and evaluation to accelerate the referral process to decrease morbidity and mortality referral cases.

Perawat mempunyai fungsi kolaborasi dalam pemberian asuhan keperawatan dan kemampuan dalam penerapan 6 tepat pemberian obat meliputi : tepat pasien, tepat obat, tepat dosis, tepat waktu, tepat cara, dan tepat dokumentasi.Tujuan penelitian mengetahui perilaku profesional perawat dalam penerapan 6 tepat benar obat dan hubungan dengan karakteristik, pengetahuan, sikap,pemahaman etis&hukum serta humanisme dan kultur kompetensi yang mempengaruhi kinerja selama masa pandemic Covid-19. Penelitian menggunakan pendekatan kuantitatif metode cross sectional dengan total sampel 50 perawat di ruang Intensive Care RSPI Prof Dr Sulianti Saroso. Analisis bivariat dengan Contiunity Corretion dan multivariat dengan regresi logistic berganda. Hasil penelitian menunjukan hubungan yang signifikan antar humanisme dan kultur kompetensi dengan perilaku profesional dalam penerapan 6 tepat pemberian obat (p Value 0,000) sejumlah 74.2%, dan pemahaman etis dan hukum dengan perilaku profesional perawat dalam penerapan 6 tepat pemberian obat (p value 0,043) sejumlah 63,39%. Hasil multivariat variabel humanisme dan kultur kompetensi menjadi faktor dominan perilaku profesional perawat dalam 6 tepat pemberian obat. Nurses have a collaborative function in providing nursing care and the ability to implement appropriate 6 drugs, including: the right patient, the right drug, the right dose, the right time, the right way, and the right documentation. the relationship with the characteristics, knowledge, attitudes, ethical & legal understanding as well as humanism and the culture of competence that affect performance during the Covid-19 pandemic. This study used a quantitative approach with cross sectional method with a total sample of 50 nurses in the Intensive Care Room at RSPI Prof. Dr. Sulianti Saroso. Bivariate analysis with Contiunity Corretion and multivariate analysis with multiple logistic regression. The results showed a significant relationship between humanism and a culture of competence with professional behavior in the correct application of medication (p value 0.000) amounting to 74.2%, and ethical and legal understanding with professional behavior of nurses in the correct application of 6 drugs (p value 0.043). 63.39%. The multivariate results of humanism and competency culture variables are the dominant factors in the professional behavior of nurses in administering drugs. The professional behavior of nurses in the proper application of drug administration supports the improvement of services for patient safety in safe drug administration. The professional behavior of nurses is a very basic assessment in the credential process for employee selection. Efforts to implement this principle can be done by continuing nursing education and increasing supervision.

Dampak pandemi Covid-19 sangat dirasakan terutama oleh tenaga kesehatan yang bertugas di garis depan. Tenaga kesehatan rentan mengalami kelelahan dan stres akibat bertambahnya beban kerja yang pada akhirnya dapat menurunkan kinerja. Tujuan penelitian ini adalah untuk mengetahui dan menganalisis pengaruh beban kerja dan stres kerja serta karakteristik individual terhadap kinerja perawat selama pandemi Covid-19 di RSEBK. Metode penelitian yang digunakan adalah survey analitik cross sectional. Analisis univariat, analisis bivariat dengan Chi-square dan analisis multivariat dengan regresi logistik berganda digunakan dalam penelitian ini. Dari 101 perawat di RSEBK, 50,5% perawat berkinerja baik, 58,42% perawat merasakan beban kerja yang berat, 50,5% perawat mengalami stres saat bekerja selama pandemi Covid-19. Pada analisis bivariat didapatkan ada hubungan antara jenis kelamin (p=0,025) dan status perkawinan (p=0,011) dengan kinerja perawat. Sementara untuk umur (p=0,197), tingkat pendidikan (p=0,099) dan masa kerja (p=0,132) tidak ada hubungan dengan kinerja perawat. Ada hubungan antara beban kerja dengan kinerja perawat (p=0,019), tidak ada hubungan antara stres kerja dengan kinerja perawat (p=0,135) dan ada hubungan antara beban kerja dengan stres kerja perawat (p=0,012). Pada analisis regresi logistik berganda didapatkan variabel paling dominan terhadap kinerja perawat adalah beban kerja (p=0,013). Beban kerja berpengaruh dominan pada kinerja perawat. Penghitungan beban kerja, mitigasi terhadap stres kerja, komunikasi dan pemberdayaan perawat dapat dilakukan agar dapat meningkatkan kinerja perawat.
The impact of the Covid-19 pandemic has been felt especially by health workers who work on the front lines. Health workers are prone to experiencing fatigue and stress due to increased workload which in turn can reduce performance. The purpose of this study was to determine and analyze the effect of workload and work stress and individual characteristics on nurse performance during the Covid-19 pandemic at RSEBK. The research method used was cross-sectional analytic survey. Univariate analysis, bivariate analysis with Chi-square and multivariate analysis with multiple logistic regression were used in this study. Out of 101 nurses at RSEBK, 50.5% of nurses performed well, 58.42% of nurses felt a heavy workload, 50.5% of nurses experienced stress while working during the Covid-19 pandemic. In the bivariate analysis, it was found that there was relationship between gender (p=0.025) and marital status (p=0.011) with nurse performance. Meanwhile, there were no relationship between age (p=0.197), education level (p=0.099) and work experience (p=0.13) with nurse performance. From the Chi-square analysis it was found that there was a relationship between workload on nurse performance (p=0.019), there was no relationship between work stress and nurse performance (p=0.135) and there was a relationship between workload and nurse work stress (p=0.012). In the multiple logistic regression analysis, it was found that the most dominant variable on nurse performance was workload (p=0.013). Workload has a dominant effect on nurse performance. Calculation of workload, mitigation of work stress, communication and nurse empowerment can be done in order to improve nurse performance

Peningkatan penggunaan alat pelindung diri (APD) oleh tenaga kesehatan selama pandemi COVID-19 berkontribusi terhadap peningkatan timbulan limbah medis rumah sakit. RSUD Doris Sylvanus merupakan RS Rujukan COVID-19 Provinsi Kalimantan Tengah yang menangani baik pasien COVID-19 dan non COVID-19. Dalam rangka memenuhi standar kesehatan lingkungan rumah sakit yang tertuang pada Peraturan Menteri Kesehatan No.7 tahun 2019, rumah sakit perlu mengupayakan pengelolaan limbah medis rumah sakit yang benar karena rumah sakit memiliki dampak terhadap lingkungan sekitar yang cukup besar. Tujuan dari penelitian ini adalah untuk menganalisis ketaatan RSUD Doris Sylvanus dalam melakukan pengelolaan limbah medis APD selama pandemi COVID-19 tahun 2021 sesuai peraturan perundang-undangan.Penelitian ini dilakukan secara kualitatif dengan pendekatan studi kasus melalui telaah dokumen, observasi langsung, dan wawancara mendalam. Hasil penelitian menunjukkan bahwa timbulan limbah medis meningkat sesuai dengan tren kasus COVID-19 dan sejalan dengan BOR rumah sakit. Estimasi proporsi limbah APD mencapai 22% di area COVID-19 dan 23% di area non COVID-19. Pengelolaan limbah medis APD mengikuti alur limbah medis secara umum karena pada akhirnya limbah APD akan dikelola layaknya limbah medis. Secara keseluruhan, pengelolaan limbah medis yang dilakukan RSDS telah taat terhadap Peraturan Menteri Kesehatan No.7 tahun 2019. Komponen yang masih tidak taat meliputi faktor SDM, kebijakan tertulis pimpinan rumah sakit, pelaporan berita acara penyerahan, jalur pengangkutan belum menggunakan jalur khusus dan warna kemasan. Hasil penelitian merekomendasikan pembuatan program seperti penimbangan limbah medis dan APD di ruangan, pelatihan SDM yang berkelanjutan, pembuatan kebijakan dan SPO, program evaluasi dan penelitian lanjutan terkait laju timbulan limbah medis, efisiensi penggunaan APD, dan faktor-faktor yang mempengaruhi ketaatan pengelolaan limbah medis di rumah sakit.
The increased use of personal protective equipment (PPE) by health care workers during the COVID-19 pandemic has contributed to an increase in the medical waste generation. Doris Sylvanus General Hospital is a COVID-19 Referral Hospital in Central Kalimantan that provides care for both COVID-19 and non-COVID-19 patients. RSUD Doris Sylvanus is a COVID-19 Referral Hospital in Central Kalimantan Province that treats both COVID-19 and non-COVID-19 patients. In order to meet the environmental health standards in health care facilities as stipulated in the Minister of Health Regulation No. 7 of 2019, hospitals need to put attention on hospital medical waste management because of its huge impact on the surrounding environment. This study aimed to analyze the compliance of Doris Sylvanus General Hospital in managing PPE medical waste during COVID-19 pandemic in accordance with statutory regulations. This research was conducted qualitatively with a case study approach through document review, direct observation, and in-depth interviews. The results showed that medical waste generation increased in accordance with the trend of COVID-19 cases and in line with hospital Bed Occupancy Rate. The proportion of PPE waste showed 22% in the COVID-19 area and 23% in the non-COVID-19 area. The management of PPE medical waste follows the flow of medical waste because PPE waste will be handled like medical waste in the end. Overall, the medical waste management carried out by the RSDS has complied with the Minister of Health Regulation No. 7 of 2019. The components that are still disobedient include human resources factors, hospital policies, report of medical and PPE waste generation, transportation routes and waste bags colour. The results of the study recommend the creation of programs such as weighing medical waste and PPE in the room, continuous HR training, internal policy making and SOPs, evaluation programs and further research related to the rate of medical waste generation, the efficiency of the use of PPE, and factors that affect compliance with medical waste management in hospitals.

Pandemi Covid-19 yang terjadi berdampak pada perubahan sistem pelayanan bidang kesehatan termasuk rumah sakit, dimana terjadi perubahan tata kelola rumah sakit termasuk perombakan ruangan untuk melayani pasien Covid-19, alur pelayanan yang berubah dan kinerja keuangan yang berubah oleh karena terjadi peningkatan jumlah pasien Covid-19 yang terjadi di RSUD Umbu Rara Meha Waingapu. Menghadapi perubahan ini, rumah sakit perlu mempunyai suatu alat penilaian kinerja untuk mempertahankan kinerja rumah sakit tetap baik di masa pandemi. Pengukuran kinerja RSUD Umbu Rara Meha Waingapu selama ini selalu hanya melihat dari segi finansial. Pendekatan konsep Balanced Scorecard (BSC) merupakan salah satu alternatif dalam mengukur kinerja. Selain mempertimbangkan faktor keuangan juga mempertimbangkan faktor non keuangan sehingga memberikan penilaian yang lebih komprehensif. Pandemi COVID-19 memberi dampak negatif pada rumah sakit. Rumah sakit harus bertahan dan melakukan berbagai modifikasi sebagai upaya adaptasi dengan keadaan yang tidak menentu, bahkan mengalami transformasi terhadap rencana strategis rumah sakit yang sudah dibuat sebelumnya. Evaluasi dan perubahan perencanaan strategis terkadang perlu dilakukan pada saat menghadapi kondisi yang sudah tidak relevan lagi. Upaya ini perlu dilakukan agar rumah sakit mampu mempertahankan keberlangsungannya. Tujuan penelitian ini mengetahui gambaran perbedaan dalam implementasi perencanaan strategis RSUD Tugu Koja dalam bidang sarana prasarana,sumber daya manusia, dan keuangan saat menjadi RS Rujukan COVID-19 Tahun 2020 dari tahun sebelumnya. Penelitian dilakukan dengan menggunakan metode kualitatif dengan teknik triangulasi. Peneliti menganalisa data primer dan sekunder serta melakukan wawancara dengan melibatkan sebagian besar para pengambil keputusan dan stakeholders untuk mengidentifikasi aspek – aspek perencanaan strategis RSUD Tugu Koja sebelum dan setelah pandemi COVID-19. Sedangkan pada kinerja keuangan, Rumah Sakit Umum Daerah Tugu Koja terjadi peningkatan pendapatan dari 2019. Berdasarkan hasil penelitian yang telah dilakukan, diketahui bahwa ketiga unsur penting dalam RENSTRA memiliki pengaruh terhadap seluruh proses pelayanan pasien pada masa pandemi COVID-19 di RSUD Tugu Koja yaitu sumber daya manusia, sarana prasarana dan anggaran. Upaya sosialisasi kebijakan dari level paling tinggi sampai ke bawah memerlukan upaya yang simultan dan terus menerus, serta harus ada upaya evaluasi apakah setiap pihak sudah menerima kebijakan tersebut dan bagaimana implementasinya.

Severe Acute Respiratory Syndrome (SARS Co,V 2), dan ditetapkan oleh World Health Organization (WHO) sebagai masalah darurat kesehatan internasional. Penularan Covid-19 adalah melalui droplet dan aerosol. Rumah Sakit merupakan fasilitas kesehatan yang melayani perawatan covid-19. RSUD Sultan Imanuddin merupakan rumah sakit rujukan covid-19. Petugas rumah sakit sangat berisiko tertular covid-19. K3RS diselenggarakan rumah sakit untuk menjamin keselamatan dan kesehatan kerja. Penelitian ini merupakan penelitian kualitatif dengan metode studi kasus dengan menggunakan teknik wawancara mendalam dan studi dokumentasi. Informan dalam penelitian ini berjumlah 8 orang. Hasil penelitian : Standar K3RS dalam pelaksanaan program menghadapi pandemic Covid-19 adalah pelayanan kesehatan kerja dan utilitas sarana prasarana rumah sakit. Perilaku petugas dalam pelaksanaan budaya K3RS, tersedianya sarana pendukung berupa APD yang didukung dana BLUD dan dana BTT serta peran aktif manajemen yang turut serta dalam tim satgas covid-19 dalam upaya melindungi petugas dari risiko tertularnya covid-19. K3RS berperan aktif sebagai bagian dari tim satgas covid-19.
