Keselamatan dan kesehatan kerja merupakan elemen penting dalam perusahaan untuk melindungi pekerja, asset perusahaan dan lingkungan serta mencegah terjadinya kecelakaan kerja dan penyakit akibat kerja. Komitmen manajemen merupakan awal untuk melaksanakan keselamatan dan kesehatan kerja. Tidak adanya komitmen manajemen pada K3 dapat menjadi salah satu penyebab dari tidak berjalannya sistem manajemen keselamatan dan kesehatan kerja. Tujuan penelitian ini untuk mengetahui komitmen manajemen terhadap pelaksanaan K3 di PT. MNO. Penelitian ini menggunakan metode kualitatif, ada tiga variabel yang diteliti dalam penelitian ini, yaitu penjatian diri manajemen, keterlibatan manajemen dan loyalitas manajemen. Data diperoleh melalui wawancara, focus group discuss (FGD) dan observasi. Untuk variabel penjatian diri manajemen diperoleh parameter tujuan dan kebijakan K3 dapat diterima oleh seluruh pekelja, sedangkan unluk variabel keterlibatan manajemen dalam proses K3 cukup baik, terbukti dari adanya pelatihan K3, dukungan manajemen pada pekerjaan,serta partisipasi pekerja. Untuk variabel loyalitas manajemen didapatkan ketaatan pada peraturan perundangan yang memberikan tanggung jawab pada setiap level, mulai dari rnanajemen puncak, manajemen lini, pengawasan dan pekerja itu sendiri. Dari hasil penelitian pada tiga variabel di atas diperoleh kesimpulan bahwa komitmen manajemen terhadap keselamatan kerja kuat, sedangkan untuk kesehatan kerjanya masih lemah perlu peningkatan perencanaan dan program kesehatan kerja. Komitmen manajemen terhadap pelaksanaan K3 di PT. MNO cukup kuat dengan adanya realisasi dan tindak lanjut daxi komitmen tersebut.
Occupational health and safety is a crucial element in the company to protect the employee, company asset, environment, and to prevent work accident and work :elated disease. Managemenfs commitment is a beginning of occupational health and safety application. The inexistence of management’s commitment towards OHS is one of OHS management system stagnancy causes. This research aimed was to know the managements commitment towards OHS implementation at PT. MN0. This research using qualitative method, there are three variables examined in this research that is; determined of management spirit, management involvement and loyalty. Data obtained trough interview, focus group discussion (FGD), and observation. The variable of managemenfs spirit determination showed the objective parameter and OHS policy which acceptable by all employee. While variable of management involvement in OHS process are good enough, it’s proven by the existence of OHS training, management support on work, and employee participation. The variable of management loyalty showed the obedience on legal aspects which form of responsibility in all level, start from top management, line management, supervisor and the employee them sell. This research on three variable above conclude that management commitment towards occupational safety is strong, while towards occupational health is still weakand need improvement specially in planning and occupational health programs. Hasil penelitian menunjukkan bahwa: (1) Dari hasil wawancara dapat disimpulkan bahwa, komitmen afektif di PT "X" sudah cukup baik karena sikap penerimaan karyawan terhadap program K3 di PT "X" sudah sangat baik, manajemen PT "X" juga selalu mengadakan training untuk pekerja baru dan refresh training untuk pekerja lama, manajemen PT "X" juga berkonsultasi pada para pekerja terkait K3 walaupun tidak melalui rapat-rapat melainkan langsung kepada karyawan di tempat, manajemen PT "X" juga sudah melakukan inspeksi dan investigasi terkait K3 secara rutin. (2) Dari hasil wawancara dapat disimpulkan bahwa Komitmen Kontinyu di PT "X" masih rendah karena tidak adanya anggaran dan SDM khusus dalam menunjang berlangsungnya K3 dalam perusahaan. Tidak adanya struktur organisasi khusus diperusahaan yang menangani program K3, semua yang berhubungan dengan pelaksanaan K3 itu tanggung jawab seorang personalia. Serta belum adanya evaluasi-evaluasi yang dilakukan manajemen mengenai pelaksanaan K3 selama ini. (3) Dari hasil wawancara di atas, dapat disimpulkan bahwa, Komitmen Normatif di PT "X" masih rendah, karena kepatuhan karyawan terhadap peraturan K3 masih rendah, tingkat pelanggaran yang dilakukan karyawan juga masih tinggi dan PT "X" belum memiliki prosedur dalam menjalankan K3 di seluruh unit kerja, yang ada hanya berupa instruksi-instruksi kerja.
This study aims to conduct analysis of study-level management commitment to the implementation of the Occupational Health and Safety in crumb rubber processing plant in PT. "X" West Kalimantan, 2014. Study was carried out on a permanent employee at managerial level and workers representative in Crumb Rubber Processing Factory PT "X" West Kalimantan in the month of March-June 2014, the use of descriptive analytic study design with qualitative analysis approach, the primary data in the form of in-depth interviews, and observations in the field. Observations carried out by cross-checking between the policies or procedures of the company with its implementation in the field.
The results showed that: (1) From the interviews it can be concluded that, affective commitment in PT "X" is good enough for acceptance to the program employees K3 PT "X" has been very good, the management of PT "X" has always held a training for new workers and training to refresh the old workers, the management of PT "X" was also consulted on the workers concerned K3 although not through meetings but directly to employees in place, the management of PT "X" has also been conducting inspections and investigations are routinely associated K3 . (2) From interviews it can be concluded that a Continuous Commitment to PT "X" is low because there has the absence of a special budget or human resources to support the company's ongoing K3. The absence of specific organizational structure in the company that handles the K3 program, all of which relate to the implementation of K3 was responsible personnel. And the lack of evaluations conducted during the management of the implementation of the K3. (3) From the interview above, it can be concluded that, Normative Commitment PT "X" is low, because the employee compliance with regulations K3 is still low, the level of offense committed employees are also still high and PT "X" does not yet have procedures in running K3 in all work units, which exist only in the form of work instructions.
Hasil penelitian menunjukkan bahwa terdapat hubungan signifikan antara komitmen manajemen danprogram pelatihan K3 dengan penerapan SMK3, diman hasil analisis multivariate regresilogistic diperoleh p-value model adalah 0.000 omnimbus test of model coefficients , hal ini berarti secara bersama-sama komitmen manajemen dan program pelatihan K3 signifikan dapat memprediksi SMK3 di PT XYZ Tahun 2018. Faktor yang paling dominan mempengaruhi SMK3 di PT XYZ Tahun 2018 adalah komitmen manajemen. Hal ini disebabkan faktor program pelatihan K3 diperlukan adanya perbaikan seperti melakukan analisis kebutuhan pelatihan terkait K3 TNA , menentukan sasaran dan target pelatihan K3, pelatihan K3 sebaiknya juga melihat dari identifikasi bahaya penilaian risiko HIRADC dan melakukan evaluasi pelatihan K3.
This study aims to determine the effect of management commitment and trainingprogram Occupational Health and Safety OHS in implementing OHSMS. The study conducted related to the implementation of OHSMS mentions the management commitment and training program K3 is a prominent component in influencing the performance of OHSMS implementation. This study uses descriptive semi quantitative research by reviewing the management commitment and OHS training programs in applying OHSMS. And the implementation of OHSMS in PT XZY related to management commitment and OHS training compared withISO 45001 2018 standard, OHSMS Australia New Zealand AS NZS 4801 2001, PP.50 Year 2012 and ISRS Willem, 2009.
The results showed that there is a significant relationship between management commitment and OHS training programs with the application of OHSMS, whereas multivariate logistic regression analysis obtained p value model is 0.000 omnimbus test of model coefficients, it means jointly commitment of management and OHS training programs can significantly predict OHSMS in PT XYZYear 2018. The most dominant factor affecting OHSMS in PT XYZ Year 2018 is management commitment. This is due to the OHS training programs needs to be improved, such as conduct needs analysis related to OHS training TNA , determining the target and objective of OHS training, OHS training should also look at the hazard identification risk assessment HIRADC and conduct evaluation of OHS training.
Hasil penelitian menunjukkan bahwa pada pelaksanaan audit internal sistem manajemen keselamatan dan kesehatan kerja di PT belum berjalan dengan baik dan maksimal. Poin utama dari lemahnya pelaksanaan audit internal tersebut adalah implementasi, pemantauan, tinjauan ulang dan perbaikan pada sistem manajemen audit yang dilaksanakan. Perbaikan pada tahap perencanaan dan implementasi menunjukkan poin utama yang harus segera diperbaiki guna meningkatkan kualitas sistem manajemen audit dan bisa mengevaluasi sistem manajemen yang berlangsung di perusahaan dengan lebih baik.
Employee perceptions of implementation occupational health and safety management system (OHSMS) is the view of employees to what is given the company aims to secure the safety and health of employees work. The main objective of this study was to determine the employees' perception of the implementation occupational health and safety management system at PT. X. PT. X is a heavy equipment distributor that has the level of hazard and risk is quite high for employees working in the field. This research is descriptive analytic. With the number of respondents involved in this study as many as 133 people. This study was conducted using questionnaires. PT. X has implemented an occupational health and safety management system throughout the work area by integrating based on OHSAS 18001 and PP 50 in 2012.
