Abstrak:
Dalam kurun waktu 10 tahun terakhir, terjadi penurunan prevalensi perkawinan anak sebanyak 3,5%, yaitu 14,67% pada tahun 2008 menjadi 11,21% pada tahun 2018. Namun, penurunan yang terjadi belum mencapai target yang diharapkan dan tergolong lambat. Penelitian ini bertujuan untuk mengetahui pengaruh pernikahan usia dini terhadap kejadian stunting pada anak 0-24 bulan di Indonesia. Desain penelitian yang digunakan adalah cross sectional dengan menggunakan data sekunder Indonesia Family Life Survey (IFLS) tahun 2007 dan 2014 dengan jumlah sampel 1.307 responden. Hasil penelitian menunjukkan bahwa prevalensi perkawinan anak pada tahun 2007 sebesar 29,0% menurun pada tahun 2014 menjadi 24,1%. Begitupun dengan prevalensi stunting pada anak usia 0-24 bulan menurun, yaitu 32,6% pada tahun 2007 menjadi 31,3% pada tahun 2014. Analisis Regresi Logistik Ganda menunjukkan perkawinan anak berpengaruh terhadap kejadian stunting anak usia 0-24 bulan, dengan nilai OR=1,57. Pengaruh pernikahan usia dini terhadap stunting berbeda menurut riwayat usia pertama melahirkan dan riwayat menyusui. Untuk mencegah praktik perkawinan anak, diharapakn pemerintah melakukan sosialisasi UU Perkawinan No. 16 tahun 2019 mengenai batas minimum usia menikah bagi perempuan dan laki-laki adalah 19 tahun kepada seluruh masyarakat. Selain itu, meningkatkan upaya pelayanan antenatal terpadu, serta konseling menyusui dan pemberian makan pada anak, terutama bagi ibu remaja.

Perkawinan anak di Indonesia merupakan permasalahan kunci yang bisa berhubungan dengan kualitas sumber daya manusia di suatu negara. Prevalensi perkawinan anak di Kabupaten Cianjur sebesar 22% tertinggi pertama di Jawa Barat, hal ini secara langsung menyumbang terhadap tingginya angka perkawinan anak Jawa Barat di Nasional yaitu sebesar 13,26%, angka ini masuk kedalam 20 besar Provinsi Perkawinan Anak tinggi di Indonesia. Kecamatan Cugenang merupakan salah satu Kecamatan yang berada di Kabupaten Cianjur yang masuk dalam 10 besar perkawinan anak tinggi di Kabupaten Cianjur. Perkawinan anak bukan masalah baru, namun penyelesaiannya tidak mudah dilakukan, sehubungan dengan faktor yang mendorong terjadinya perkawinan anak tiap daerah berbeda. Akses informasi kesehatan reproduksi merupakan salah satu faktor yang diduga menjadi pendorong terjadinya perkawinan anak, namun faktor pendorong perkawinan anak sangat kompleks maka perkawinan anak juga diduga dipengaruhi oleh pendidikan, ekonomi keluarga, tradisi/budaya dan pandangan keagamaan. Tujuan penelitian ini untuk melihat proporsi perkawinan anak, akses informasi kesehatan reproduksi dan hubungan akses informasi Kesehatan reproduksi dengan perkawinan anak. Metode penelitian ini menggunakan desain studi cross sectional dengan data primer yang diambil dari 11 Desa di Kecamatan Cugenang sebanyak 245 responden dengan kriteria telah melakukan perkawinan rentang waktu 5 tahun Januari 2015Januari 2020. Penentuan perkawinan anak berdasarkan undang-undang perlindungan anak yaitu yang melakukan perkawinan dibawah usia 18 tahun. Berdasarkan hasil penelitian ini proporsi responden perkawinan anak di Kecamatan Cugenang sebesar 29,39%, proporsi responden yang memiliki akses informasi kesehatan reproduksi kurang 55,10%, dan terdapat hubungan yang bermakna signifikan antara akses informasi kesehatan reproduksi dengan perkawinan anak dengan model akhir analisis multivariat logistic regression responden yang memiliki akses informasi kesehatan reproduksi kurang memiliki risiko 2,208 (95% CI 1,172-3,861) kali untuk melakukan perkawinan anak dibandingkan responden yang memiliki akses informasi kesehatan reproduksi baik setelah dikontrol oleh variabel pendidikan, ekonomi keluarga, tradisi/budaya dan pandangan keagamaan. Akses informasi kesehatan reproduksi berhak didapatkan oleh setiap orang termasuk anak dan kaum muda karena merupakan salah satu faktor yang berkontribusi terhadap perkawinan anak jika kurangnya akses informasi kesehatan reproduksi yang dapat berpengaruh pada kurang pengetahuan tentang kesehatan reproduksi. Hal ini menunjukkan perlu adanya kerjasama lintas sektor dalam mendekatkan akses informasi kesehatan reproduksi kepada masyarakat terutama kepada anak dan kaum muda agar dapat mengkases informasi kesehatan yang baik dan benar
Child marriage in Indonesia is a key issue that can be related to the quality of human resources in a country. The prevalence of child marriage in Cianjur Regency is 22%, the first in West Java, this directly contributes to the high rate of child marriage in West Java at the national level, namely 13.26%, this figure is included in the top 20 of the highest child marriage provinces in Indonesia. Cugenang Sub district is one of the districts in Cianjur Regency which is included in the top 10 high child marriages in Cianjur Regency. Child marriage is not a new problem, but the solution is not easy to do, due to the different factors that encourage child marriage in each region. Access to information on reproductive health is one of the factors thought to be driving child marriage, but the driving factor for child marriage is very complex, child marriage is also thought to be influenced by education, family economy, traditions/culture and religious views. The purpose of this study was to see the proportion of child marriage, access to reproductive health information and the relationship between access to reproductive health information and child marriage. This research method used a cross sectional study design with primary data taken from 11 villages in Cugenang Sub district as many as 245 respondents with the criteria of having married in a span of 5 years January 2015-January 2020. Determination of child marriage based on child protection law, namely those who married under 18 years of age. Based on the results of this study the proportion of respondents to child marriage in Cugenang Sub District was 29.39%, the proportion of respondents who had access to reproductive health information was less than 55.10%, and there was a significant relationship between access to reproductive health information and child marriage with the final model of multivariate analysis. logistic regression of respondents who had access to reproductive health information had less risk of 2.208 (95% CI 1.172-3.861) times for having child marriage compared to respondents who had access to reproductive health information both after being controlled by variables of education, family economy, tradition / culture and religious views. Everyone, including children and young people, has the right to access reproductive health information because it is one of the factors that contribute to child marriage if the lack of access to reproductive health information can lead to a lack of knowledge about reproductive health. This shows the need for cross-sectoral cooperation in bringing access to reproductive health information for the public, especially for children and young people, so that they can access good and correct health information

Latar Belakang: Perkawinan anak merupakan bagian dari pelanggaran hak anak. Paska berlakunya UU Perkawinan No.16 Tahun 2019, terkait perubahan Batasan usia dari 16 menjadi 19 tahun, jumlah dispensasi perkawinan anak meningkat 2-3 kali lipat dan 99,9% perkara yang masuk ke pengadilan agama dikabulkan di Indonesia. Provinsi Kalimantan Selatan Provinsi Kalimantan Selatan (Kalsel) memiliki angka perkawinan anak yang cukup tinggi diatas rata-rata nasional, salah satunya adalah Provinsi Kalimantan Selatan yang berada di peringkat ke-8 tertinggi nasional di tahun 2025. Tujuan: mengeksplorasi determinan pengambilan putusan dan merumuskan integrasi pertimbangan kesehatan reproduksi dalam putusan dispensasi kawin guna memperkuat perlindungan hak anak di Provinsi Kalimantan Selatan Metode: menggunakan desain multiphase mixed methods yang terdiri dari tiga tahap. Tahap satu melakukan telaah kebijakan, telaah dokumen perkara dispensasi kawin, wawancara mendalam dan FGD dengan hakim serta pemangku kepentingan terkait. Tahap dua dilakukan pengembangan model intervensi. Tahap tiga melakukan uji coba intervensi melalui pre-experimental (one group pre & post-test) untuk mengukur perubahan pengetahuan dan sikap hakim. Hasil: Analisis regresi logistik menemukan bahwa variabel paling dominan yang memengaruhi hakim untuk menolak permohonan adalah hasil pemeriksaan psikologis (OR=174,037) dan pemeriksaan kesehatan (OR=10,505). Ditemukan fenomena "pergeseran prosedural", di mana penurunan dispensasi di pengadilan diikuti lonjakan pernikahan tidak tercatat (siri) guna menghindari kerumitan administratif. Pertimbangan mengenai "alasan mendesak" masih subjektif dan cenderung menggunakan narasi standar (template). Intervensi Buku Panduan terbukti secara signifikan meningkatkan skor rata-rata pengetahuan hakim (56,05 ke 87,91) dan sikap (70,13 ke 81,76) Kesimpulan dan Saran: Model penguatan putusan berbasis kesehatan reproduksi efektif meningkatkan kapasitas hakim. Disarankan adanya standarisasi format "Resume Medis Yuridis" dan pengembangan sistem rujukan otomatis pasca-putusan untuk mencegah migrasi risiko ke jalur pernikahan siri.
Background: Child marriage constitutes a violation of children's rights. Following the enactment of Marriage Law No. 16 of 2019, which raised the minimum marriageable age from 16 to 19 years, the number of child marriage dispensation requests surged two- to three-fold, with a 99.9% approval rate for cases submitted to religious courts in Indonesia. South Kalimantan Province maintains child marriage rates significantly above the national average, ranking as the 8th highest province nationally in 2025 Objectives: This study aims to explore the determinants of judicial decision-making and formulate the integration of reproductive health considerations into child marriage dispensation rulings to strengthen the protection of children’s rights in South Kalimantan Province Metode: This research employed a multiphase mixed-methods design consisting of three phases. Phase one involved policy reviews, a review of marriage dispensation case documents, and qualitative exploration through in-depth interviews and focus group discussions (FGDs) with judges and relevant stakeholders. Phase two focused on the development of an intervention model. Phase three involved a pre-experimental trial (one-group pre- and post-test) to measure changes in judges' knowledge and attitudes Results: Logistic regression analysis revealed that the most dominant variables influencing judges to reject dispensation requests were the results of psychological examinations (OR=174.037) and reproductive health assessments (OR=10.505). A "procedural shifting" phenomenon was identified, where a decline in court-sanctioned dispensations was followed by a surge in unregistered (siri) marriages as a means to circumvent administrative complexity. Findings indicate that judicial interpretations of "urgent reasons" remain highly subjective and often rely on standardized narrative templates. The Guidebook intervention was proven to significantly improve judges' average knowledge scores (from 56.05 to 87.91) and attitude scores (from 70.13 to 81.76) Conclusion and Recommendations: The model for strengthening judicial decisions based on reproductive health is effective in increasing judges' capacity. It is recommended to standardize the "Juridical Medical Resume" format and develop an automatic referral system for post-decision assistance to prevent risk migration toward unregistered marriages

Penelitian ini membahas tentang determinan yang berhubungan dengan kejadian perkawinan anak pada wanita muda berusia 15 – 24 tahun dengan tujuan untuk mengetahui gambaran kejadian perkawinan anak di Indonesia dan hubungan antara faktor-faktor tersebut (individu, rumah tangga, dan lingkungan sosial) dengan kejadian perkawinan anak pada wanita muda berusia 15 – 24 tahun di Indonesia. Desain studi yang digunakan dalam penelitian ini adalah cross-sectional (potong lintang) dengan analisis multivariabel regresi logistik menggunakan sumber data dari data sekunder SDKI 2017. Populasi penelitian ini adalah seluruh wanita usia subur berusia 15 – 24 tahun di Indonesia yang menjadi responden SDKI 2017, sedangkan sampel penelitiannya adalah seluruh wanita usia subur yang berusia 15 – 24 tahun yang sudah menikah di Indonesia dan tercakup dalam SDKI 2017 yang berjumlah 3.939 responden. Dalam penelitian ini, ditemukan hasil prevalensi perkawinan anak pada wanita muda berusia 15 – 24 tahun di Indonesia sebesar 54,9%. Hasil uji statistik menunjukkan adanya hubungan yang signifikan secara statistik antara usia (AOR= 29,72; 95% CI= 18,32 – 48,21), lokasi tempat tinggal (AOR= 1,46; 95% CI= 1,19 – 1,79), tingkat pendidikan (AOR= 3,23; 95% CI= 2,47 – 4,23), status ekonomi (AOR= 2,10; 95% CI= 1,73 – 2,56), keterpaparan informasi (AOR= 0,67; 95% CI= 0,50 – 0,89), jumlah anggota keluarga (AOR= 0,70; 95% CI= 0,58 – 0,85), dan peran perempuan dalam pengambilan keputusan menikah (AOR= 1,50; 95% CI= 1,22 – 1,84) terhadap kejadian perkawinan anak. Dapat disimpulkan, bahwa prevalensi perkawian anak masih tinggi dan dipengaruhi oleh faktor-faktor tersebut. Oleh karena itu, dengan meningkatkan akses pendidikan (penyuluhan dan edukasi), sosialisasi dampak perkawinan anak, dan melakukan pemberdayaan masyarakat dapat menjadi solusi untuk menurunkan prevalensi perkawinan anak pada wanita muda di Indonesia.
This study discusses the determinants associated with the incidence of child marriage in young women aged 15 – 24 years to know the description of the incidence of child marriage in Indonesia and the relationship between these factors (individuals, households, and the social environment) with the incidence of child marriage. in young women aged 15-24 years in Indonesia. The study design used in this study was cross-sectional (cross-sectional) with multivariable logistic regression analysis using data sources from secondary data from the 2017 IDHS. The study population was all women of childbearing age aged 15-24 years in Indonesia who were respondents to the 2017 IDHS. while the research sample was all women of childbearing age aged 15-24 who were married in Indonesia and included in the 2017 IDHS, totaling 3,939 respondents. In this study, it was found that the prevalence of child marriage among young women aged 15-24 years in Indonesia was 54.9% (95% CI: 52.7 - 57.1). Statistical test results showed a statistically significant relationship between age (AOR= 29.72; 95% CI= 18.32 – 48.21), location of residence (AOR= 1.46; 95% CI= 1.19 – 1.79), educational level (AOR= 3.23; 95% CI= 2.47 – 4.23), economic status (AOR= 2.10; 95% CI= 1.73 – 2.56), exposure information (AOR= 0.67; 95% CI= 0.50 – 0.89), number of family members (AOR= 0.70; 95% CI= 0.58 – 0.85), and the role of women in decision making married (AOR = 1.50; 95% CI = 1.22 – 1.84) on the incidence of child marriage. It can be concluded that the prevalence of child marriage is still high and is influenced by these factors. Therefore, increasing access to education (counseling and education), socializing the impact of child marriage and applicable regulations regarding the minimum age for marriage, as well as conducting community empowerment can be solutions to reduce the prevalence of child marriage among young women in Indonesia.

Pulau Kalimantan merupakan pulau dengan provinsi-provinsi yang menduduki kejadian perkawinan anak paling tinggi di Indonesia dalam 10 tahun terakhir. Akibat banyaknya dampak kesehatan yang timbul akibat perkawinan anak, pemerintah Indonesia dalam RPJMN dan Dunia dalam SDG’s menargetkan penghapusan praktik perkawinan anak turun menjadi 8,74% (2024) dan 6,94% (2030). Penelitian ini bertujuan untuk mengetahui tren dan determinan perkawinan anak pada wanita menikah usia 15-29 tahun di Pulau Kalimantan. Penelitian ini menggunakan desain cross-sectional. Sampel penelitian adalah seluruh wanita menikah berusia 15-29 tahun yang terpilih menjadi responden dalam SDKI 2007, 2012 dan 2017 di Pulau Kalimantan dan dianalisis menggunakan analisis regresi logistik berganda. Hasil penelitian menunjukkan tren kejadian perkawinan anak dari tahun 2007-2017 stagnan (Prevalensi 2007: 54,4%; Prevalensi 2012: 52,3%; Prevalensi 2017: 52,4%). Status pendidikan, pendidikan pasangan, perbedaan umur, wilayah tempat tinggal, dan indeks kekayaan merupakan determinan perkawinan anak untuk tahun 2007 dan 2007-2017. Status pendidikan, perbedaan umur, wilayah tempat tinggal, dan indeks kekayaan merupakan determinan perkawinan anak untuk tahun 2012. Kalimantan Island is an island with the highest number of child marriages in Indonesia in the last 10 years. Due to the many health impacts resulting from child marriage, Indonesian government in the RPJMN and SDG’s targeting the elimination of the practice of child marriage to fall to 8.74% (2024) and 6.94% (2030). This research aims to determine trends and determinants of child marriage among married women aged 15-29 years on the island of Kalimantan. This study used a cross-sectional design. The research sample was all married women aged 15-29 years who were selected as respondents in the 2007, 2012 and 2017 IDHS on Kalimantan Island and analyzed using multiple logistic regression analysis. The research results show that the trend in the incidence of child marriage from 2007-2017 was stagnant (Prevalence 2007: 54,4%; Prevalence 2012: 52,3%; Prevalence 2017: 52,4%). Educational, partner's education, age difference, area of residence, and wealth index are determinants of child marriage for 2007 and 2007-2017. Perkawinan anak merupakan salah satu pelanggaran hak anak yang menjadi perhatian dunia, karena dapat berdampak bagi kesehatan reproduksi, risiko mengalami kekerasan dan dampak psikologis, sosial ekonomi serta bagi bayi/anak yang dilahirkan. Tujuan penelitian ini adalah untuk mengetahui gambaran perkawinan anak di Kabupaten Pekalongan dan faktor-faktor yang berkontribusi. Penelitian ini menggunakan desain cross sectional. Sampel sebanyak 370 perempuan berusia 20-24 tahun dari 30 desa di 8 kecamatan yang dipilih secara acak dari 19 kecamatan di Kabupaten Pekalongan. Teknik sampling yang digunakan adalah Probability Proportional to Size (PPS) 3 tahap. Data dikumpulkan dengan cara wawancara dan dianalisis secara univariat, bivariat (Chi Square), dan multivariat (regresi logistik ganda). Proporsi perkawinan anak perempuan di Kabupaten pekalongan sebesar 8,6% dan 0,54% di antaranya merupakan perkawinan pertama yang terjadi sebelum usia 15 tahun. Prevalensi perkawinan anak tertinggi ditemukan di Kecamatan Lebakbarang (28,6%), Kandangserang (20,6%) dan Doro (17,5%). Tingkat pendidikan merupakan faktor yang berhubungan dengan perkawinan anak di Kabupaten Pekalongan, sedangkan pengetahuan, pengaruh teman sebaya dan lokasi tempat tinggal merupakan faktor konfonding. Perempuan yang berpendidikan rendah memiliki kemungkinan untuk mengalami perkawinan anak 53 kali dibanding perempuan yang berpendidikan tinggi setelah dikontrol oleh pengetahuan, pengaruh teman sebaya dan lokasi tempat tinggal (OR= 53,27; 95% CI = 7,03 - 403,81). Diperlukan program pencegahan perkawinan anak dari Pemerintah Kabupatan Pekalongan serta peningkatan akses pendidikan yang merata untuk tingkat SMA/sederajat khususnya di Kecamatan Lebakbarang, Kandangserang dan Doro.
Child marriage is a violation of children's rights that has become the world's concern, because it has several impacts on reproductive health, the risk of experiencing violence and psychological impact, the babies/children being born, and socio-economic. The aim of the research is to find out the prevalence of child marriage in Pekalongan Regency and the contributing factors. This study used a cross-sectional research design. Sample of 370 women aged 20-24 years from 30 villages in 8 sub-districts were randomly selected from 19 sub-districts in Pekalongan Regency. The sampling technique is 3-stage Probability Proportional to Size (PPS). Data were collected by interview and analyzed using univariate, bivariate (Chi Square), and multivariate (multiple logistic regression). The proportion of girl child marriage in Pekalongan Regency was 8.6%, of which 0.54% of them had their first marriages before they were 15 years old. The highest prevalence of child marriage was found in these sub-districts: Lebakbarang (28.6%), Kandangserang (20.6%) and Doro (17.5%). Level of education is a factor related to child marriage in Pekalongan Regency, while knowledge, peer influence and location of residence are confounding. Women with low education are 53 times more likely to experience child marriage than women with higher education after controlling for knowledge, peer influence and location of residence (OR= 53.27; 95% CI = 7.03 - 403.81). The Government of Pekalongan Regency needs to develop a program to prevent child marriage and increase access to high school education level, especially in Lebakbarang, Kandangserang and Doro sub-district.

Abstrak:
Tesis ini membahas pengaruh karakteristik demografi, persepsi kerentanan terkait pengetahuan sistem reproduksi, kerentanan terkait prilaku pacaran dan pengalaman seksual, kerentanan terkait perkawinan dan keinginan mempunyai anak dengan umur ideal kawin pertama pada remaja (15-24 tahun) di Indonesia. Penelitian ini merupakan penelitian analitik deskriptif dengan menggunakan metode penelitian kuantitatif. Rancangan penelitian dilakukan secara potong lintang atau cross sectional. Variabel penelitian akan diukur dan dikumpulkan dalam satu waktu. Penelitian ini menggunakan data sekunder Survei Demografi dan Kesehatan Indonesia (SDKI) Tahun 2017 Remaja. Data umur ideal kawin pertama akan dianalisis secara univariat, bivariat dengan uji Regresi Linear dan Anova, dan multivariat dengan menggunakan analisis jalur (path analysis) dengan menggunakan aplikasi SPSS 25. Hasil penelitian diketahui rata-rata umur ideal kawin pertama remaja perempuan usia 15-24 tahun adalah 23 tahun walaupun diketahui 1,1% remaja masih memiliki umur ideal kawin pertama pada umur ≤ 18 tahun. Selain itu, hubungan antara umur ideal kawin pertama kali dengan umur remaja, umur pada saat pertama kali menstruasi, umur ideal memiliki anak pertama kali, jumlah anak ideal memiliki hubungan yang significant secara statistik. Sedangkan hubungan umur ideal kawin pertama dengan umur pertama kali pacaran dan umur pertama kali melakukan hubungan seksual tidak memiliki hubungan yang significant secara statistik. Umur remaja merupakan variable independent langsung yang mempengaruhi umur ideal kawin pertama dimana secara langsung umur remaja memiliki pengaruh 7,8% terhadap umur ideal kawin pertama remaja. Jika variabel umur melalui umur pertama kali menstruasi akan memiliki pengaruh 0,68% terhadap umur ideal kawin pertama, begitu juga pengaruh variabel umur melalui umur ideal memiliki anak pertama kali akan memberikan pengauhi 0,74% terhadap umur ideal kawin pertama. Sehingga variabel umur remaja memiliki pengaruh yang paling besar jika langsung atau tidak melewati variabel antara terhadap umur ideal kawin pertama kali
The focus of this study is the influence of demographic characteristics, perceive susceptibility related to knowledge of the reproductive system, perceive suceptibility related to dating behavior and sexual experience, perceive suceptibility related to marriage and the desire to have children with the ideal age of first marriage in adolescents (15-24 years old) in Indonesia. This study is a descriptive analytical research using quantitative research methods. The research design is used a cross-sectional appoach. The research variables will be measured and collected at one time. This study uses secondary data from the 2017 Indonesian Health Demographic Survey (IHDS) for Adolescents. The data of the ideal age of the first marriage will be analyzed univariately, bivariate with Linear Regression and Anova tests, and multivariate with path analysis using the SPSS 25 application. The results of the study show that the average ideal age of first marriage for adolescent girls aged 15-24 years is 23 years old, although it is known that 1.1% of adolescents still have an ideal age for first marriage at the age of ≤ 18 years. In addition, the relationship between the age at the time of menstruation, the ideal age of having children for the first time, and the ideal number of children with the ideal age of first marriage of adolescence had a statistically significant relationship. If the age variable through the age of first menstruation will have an effect of 0.68% on the ideal age of first marriage, as well as the influence of the age variable through the ideal age of having a child for the first time will give caregivers 0.74% to the ideal age of first marriage. So that the adolescent age variable has the greatest influence if it directly or does not pass the intermediate variable on the ideal age of first marriage.
