ABSTRAK Sistem pengisian format laporan ibu hamil secara manual menyisakan permasalahan bagi petugas kesehatan, terutama bidan di desa. Segala tumpuan dan harapan pemerintah dan masyarakat harus mereka atasi secara mandiri, mulai dari memberikan pelayanan paripurna kepada masyarakat sampai dengan mengisi format laporan harian, mingguan, triwulan hingga laporan bulanan. Penelitian ini tentang “Pengembangan Prototipe Aplikasi Message Center Sistem Manajemen Laporan Ibu Hamil (Di Puskesmas Sekancing Kabupaten Merangin Provinsi Jambi) Tahun 2013”. Desain peneltian ini adalah penelitian kualitatif degan metode operational research. Hasil penelitian menunjukkan uji coba penginstallan sesuai dengan yang diharapkan, respon petugas kesehatan terutama bidan sangat positif, responden dan pihak Dinas Kesehatan bahkan meminta pengembangan untuk jenis laporan lainnya. Ibu hamil atau anggota keluarga dapat memanfaatkan dan menggunakan SMS center ini dengan cara yang mudah dan sederhana. Saran antara lain; perbaikan format laporan SP2TP, penggunaan teknologi informasi supaya secepatnya diterapkan untuk kebutuhan manajemen laporan, dan lai-lain sebagainya, pendidikan dan pelatihan akan teknologi informasi untuk meningkatkan SDM. ABSTRACT Charging system of pregnant women report format manually leaving problems for health workers, particularly midwives. The results show trial installation as expected, the response of health workers, especially midwives are very positive, the respondent and the Health Department even asked for the development of other types of reports. Pregnant women or family members can take advantage of and use the SMS center with an easy and simple way. In the National Health System (SKN), health workers are central to health promotion.Producing, recruiting and sustaining health are still the main challenges facing the world.Lack of Human Resources for Health (HRH) is not only happening in Indonesia, mostcountries in the world experience two major demographic factors related to this problem.First, higher life expectancy, resulting in the number of patients requiring better healthcare. Secondly, it is a large increase in the population that has resulted in the need forincreased health human resources (WHO, 2006). SKN point 288 states: "Health HRPlanning is basically fact-based through improvement of Health Information System (SI-SDMK)" (Perpres 72/2012).PPSDM Kesehatan Agency has developed 3 (three) Data Instruments to support SI-SDMK in Excel-Based Applications, Desktop-Based Applications, and Web-BasedApplications to facilitate the tasks of SDMK managers in all districts / cities throughoutIndonesia. This SI-SDMK application can inform the number of functional position ofhealth data either level of work unit or province, information obtained either in the formof report or in the form of graph and map. However, when looking at data coverage thatSI-SDMK get for Puskesmas and Hospitals for individual data SDMK year 2016 forPuskesmas 84% and 2017 (until October) 92%. While for hospitals in 2016 36% and 2017(until October) 41% (SI-SDMK, BPPSDMK).The results of a brief interview on the preliminary study at the Center for Data andInformation of PPSDM Agency for Health and DKI Jakarta Provincial Health Office andPuskesmas, it is known that data collection and recording of individual data working infashankes so far is still done manually in Microsoft Excel. So that the SDMK datamanagers at the fashankes level need to recapitulate the form of individual data that hasbeen written. This study aims to develop prototype SI-SDMK based on Android withright to health personnel in Fasyankes directly to register, check the status of individualdata, as well as to update individual data if there are inaccurate / incomplete individualdata in accordance with the actual situation by attaching supporting documents.Keyword:Information System, Prototype, SI-SDMK.
Background: Efforts made by the reduction of MMR and IMR with equalization ofmidwife health worker and continuing education. Continuing education will improvethe competence and quality of midwife health personnel. In ensuring the quality ofhealth personnel, the government requires midwife health personnel to followcompetency test. Percentage of graduation Competency Test Diploma of Midwifery72% by 2015. The Association of Indonesian Midwifery Education Institutions(AIPKIND) as the stakeholder of midwifery education has a role in developing andfostering the Midwifery Education Institution in order to meet the standards. In supportof AIPKIND's role, it is necessary to have accurate data and information from itsmembers, so that it is necessary to build the design of Database Information SystemMidwifery Institution in AIPKIND. Method: Development of database system in thisresearch using System Development Life Cycle (SDLC) approach by using Prototypingmethod. Results: Design prototype database system based on client-server and web-based so that clients can access using a web browser on all communication devicesconnected to the internet. Presentation of data and information in the form of graphs andtables. Conclusions: Prototype of Database Information System of Online MidwiferyInstitution provides accurate and timely data and information of AIPKIND members.AIPKIND may monitor and evaluate profiles, educators and learners present inmidwifery education institutions.Key words: information system; prototype;Database; AIPKIND.
Pengembangan teknologi saat ini menjadikan telehealth turut berkontribusi pada inovasi pelatihan, edukasi, pendampingan, dan kolaborasi jarak jauh bagi tenaga kesehatan, salah satunya berupa teknologi telementoring. Telementoring (pendampingan jarak jauh) sudah banyak digunakan sebagai sarana pendampingan antara mentor dan mentee, yang berhasil mengatasi kendala geografis, keterbatasan waktu, tenaga, serta dapat meminimalisir biaya perjalanan (travelling). Penelitian ini bertujuan untuk menganalisis kebutuhan pengembangan telementoring Puskesmas di Kabupaten Bogor untuk kemudian dikembangkan sebuah prototipe sistem telementoring sebagai wujud sebuah inovasi pendampingan antara Dinas Kesehatan Kabupaten Bogor dan Puskesmas dan mengatasi masalah keterbatasan SDM Kesehatan di Kabupaten Bogor. Metode yang digunakan dalam pengembangan prototipe telementoring adalah User Centered Design (UCD) yang berfokus pada kebutuhan pengguna. Hasil penelitian diketahui bahwa Puskesmas Kabupaten Bogor dan Dinas Kesehatan Kabupaten Bogor membutuhkan telementoring sebagai sebuah tools pendampingan untuk meningkatkan interaksi, motivasi, edukasi, dan penguatan institusi Puskesmas, terutama pada Puskesmas yang memiliki jumlah tenaga kesehatan terbatas dan memiliki [encapaian program yang lemah. Dari hasil analisis kebutuhan juga diperoleh adanya peluang pengembangan fitur telementoring untuk mendukung penguatan Puskesmas. Berdasarkan hal tersebut, disusun suatu rancangan fitur telementoring berbasis web berbasis pada pengguna untuk Puskesmas di Kabupaten Bogor. Current technology development makes telehealth contribute to the innovation of training, education, mentoring, and long-distance collaboration for for health workers, telementong is kind of telehealth technology. Telementoring has been widely used as a mentoring facility between mentor and mentee, which is successfully overcome geographical constraints, limited time, energy, and so can minimize travel cost. This research aims to analyze the need of development of telementoring system for Puskesmas in Bogor Regency, then develop a prototype of telementoring system as a kind of innovation assistance between Bogor District Health Office and Puskesmas. Telementoring is expected to toovercome the limitations of health human resources in Bogor Regency and geographical constraints. The method used in the development of a telementoring prototype is User Centered Design (UCD), that focuses on user needs. The result of the research shows that Puskesmas in Bogor Regency and Bogor District Health Office require telementoring as an advisory tool to improve interaction, motivation, education for strengthening of Puskesmas institutionm especially for Puskesmas which have limited number of health personnel and have weak program attainment. From the result of requirement analysis also obtained the existence of opportunity for development telementoring system to support the strengthening Puskesmas. Based on this, a web based telementoring system based on user designed for Puskesmas in Bogor District was developed. Keywords : telehealth, design, prototype, telementoring, Puskesmas, UCD.
