Seiring dengan peningkatan pendidikan, semakin banyak masyarakat Indonesia yang
bekerja di perkantoran. Sektor perkantoran tidak luput dari berbagai potensi bahaya dan
risiko, baik yang berasal dari pekerjaannya ataupun dari lingkungan kerjanya. Oleh
karena itu, implementasi K3 di lingkungan perkantoran diperlukan untuk mencegah dan
mengurangi penyakit akibat kerja dan penyakit lain, serta kecelakaan kerja pada
karyawan, dan menciptakan perkantoran yang aman, nyaman, dan efisien untuk
meningkatkan produktivitas kerja. Penelitian ini bertujuan untuk menganalisis
implementasi standar K3 perkantoran di kantor PT X Gandul, menganalisis faktor yang
berhubungan dengan hasil implementasi tersebut, dan memberikan rekomendasi
perbaikan terkait implementasi K3 Perkantoran. Penelitian menggunakan metode analisis
deskriptif dengan pendekatan kualitatif melalui observasi, wawancara, dan telaah
dokumen untuk menilai penerapan K3 pada aspek kebijakan, keselamatan kerja,
kesehatan kerja, ergonomi, dan kesehatan lingkungan kerja. Hasil penilaian menunjukkan
bahwa implementasi K3 di kantor PT X Gandul secara umum berada pada kategori sangat
baik dengan capaian total 84%, di mana aspek kebijakan (100%), keselamatan kerja
(91%), ergonomi (85%), dan kesehatan lingkungan kerja (92%) memperoleh nilai sangat
baik, sementara aspek kesehatan kerja berada pada kategori baik dengan capaian 66%.
Faktor utama yang mendukung keberhasilan implementasi K3 di kantor PT X Gandul
adalah komitmen manajemen, ketersediaan sumber daya, tingkat pengetahuan dan
awareness pekerja, serta evaluasi dan pemantauan berkala. Namun, ditemukan beberapa
indikator yang belum terpenuhi seperti ketiadaan water sprinkler dan heat detector,
ketiadaan stopper pada slot parkir, ketiadaan jalur khusus troli, belum optimalnya fasilitas
ruang ASI, serta pengelolaan sampah yang perlu ditingkatkan. Penelitian ini
merekomendasikan PT X untuk melakukan peningkatan pada fasilitas pendukung,
pemerataan program kesehatan kerja pada seluruh kantor PT X, membuat KPI perprogram, dan melakukan pembagian tugas secara spesifik sesuai pilar K3KL. Selain itu,
peneliti juga merekomendasikan adanya pengkajian ulang indikator penilaian pada
Permenkes Nomor 48 Tahun 2016 dan Instrumen Penilaian Mandiri, agar lebih fleksibel
dan relevan dengan kondisi nyata perkantoran di Indonesia. Hasil penelitian ini
diharapkan dapat menjadi acuan dalam pengembangan kebijakan dan praktik K3
perkantoran yang lebih efektif dan berkelanjutan.
Along with the increase in education, more and more Indonesian people work in offices. The office sector is not free from various potential hazards and risks, both from their work and from their work environment. Therefore, the implementation of K3 in the office environment is needed to prevent and reduce occupational diseases and other diseases, as well as work accidents in employees, and to create a safe, comfortable, and efficient office to increase work productivity. This study aims to analyze the implementation of K3 office standards at the PT X Gandul office, analyze factors related to the results of the implementation, and provide recommendations for improvements related to the implementation of K3 Office. The study uses a descriptive analysis method with a qualitative approach through observation, interviews, and document reviews to assess the implementation of K3 in the aspects of policy, occupational safety, occupational health, ergonomics, and work environment health. The assessment results show that the implementation of K3 at the PT X Gandul office is generally in the very good category with a total achievement of 84%, where the aspects of policy (100%), occupational safety (91%), ergonomics (85%), and work environment health (92%) received very good scores, while the occupational health aspect is in the good category with an achievement of 66%. The main factors supporting the success of K3 implementation in PT X Gandul office are management commitment, availability of resources, level of knowledge and awareness of workers, and periodic evaluation and monitoring. However, several indicators were found that have not been met such as the absence of water sprinklers and heat detectors, the absence of stoppers in parking slots, the absence of special trolley lanes, suboptimal breastfeeding room facilities, and waste management that needs to be improved. This study recommends PT X to improve supporting facilities, equalize occupational health programs in all PT X offices, create KPIs per program, and divide tasks specifically according to the K3KL pillars. In addition, the researcher also recommends a review of the assessment indicators in Permenkes Number 48 of 2016 and the Independent Assessment Instrument, to be more flexible and relevant to the real conditions of offices in Indonesia. The results of this study are expected to be a reference in developing more effective and sustainable office K3 policies and practices.
This study aims at assessing the implementation of pneumonia control for under-five children. From input, process and output components. This study usesqualitative approach in district health office and two public health centers(puskesmas). The results show that there is enough equipment, materials andsufficient fund in district health office. But, planning, implementation, andmonitoring activities have not been implemented well since there is one staff onlyat district health office who is responsible for managing acute respiratoryprogram. She also needs to manage diarrhea program and monitor 43 puskesmas.The report completeness at district health office reaches 97.09%, but timelinessreaches 6.01% only. In contrary with the condition at district health office, atpuskesmas where the achievement is low, there is still lack of equipment andmaterials. The personnel also lacks of skill in managing the pneumonia case andusing sound timer. The plan of action of pneumonia control program for under-five children has also not been written in the puskesmas plan of action. Morehuman resources, capacity building on integrated management of childhoodillnesses, and technical assistance for puskesmas personnel are needed. Standard precautions are one of the principles of infection prevention and control efforts with the aim of preventing disease transmission in the environment around health care facilities. This study aims to determine the factors associated with the standard vigilance behavior of Tanjung Priok Class I Port Health Office officers in 2023 based on the theory of the Health Belief Model. This study used a cross sectional study design. A sample of 140 officers was taken by simple random sampling. Data collection by means of respondents filling out the questionnaire themselves. Univariate, bivariate (Chi Square), and multivariate (multiple logistic regression) analyzes were performed in this study. The results showed that Tanjung Priok Class I Port Health Office Officers had good standard precautionary behavior. The individual perception factor associated with standard vigilance behavior is self-efficacy. The modifying factor associated with standard vigilance behavior is training. Self-efficacy is the most dominant factor associated with standard vigilance behavior of officers, officers who have low self-efficacy are 4.07 times more likely to have less standard vigilance behavior than officers with high self-efficacy (OR= 4.07 95% CI 1.788 - 9.286). For this reason, the Ministry of Health and the Tanjung Priok Class I Port Health Office can work together to make efforts to increase the self-efficacy of officers through the implementation of intensive and comprehensive training programs for officers so that the implementation of standard precautionary behaviors can be maximized. Penelitian ini dilakukan untuk memperoleh informasi gambaran keadaan Dinas Kesehatan Kabupaten Kampar (struktur organisasi, tugas pokok dan fungsi. proyeksi kebutuhan sumber daya manusia, ketersediaan sumber daya manusia, pendidikan dan pelatihan), mekanisme penempatan, kompetensi yang dibutuhkan, kompetensi yang belum terpenuhi dan upaya organisasi dalam memenuhi kompetensi pejabat struktural tersebut.
Penelitian ini menggunakan pendekatan kualitatif melalui wawancara mendalam dengan informan Kepala Dinas dan Kepala Sub Dinas Kesehatan Kabupaten Kampar, Sekda, Bappeda dan Kepala Puskesmas, diskusi kelompok terarah dengan Kepala Sub Bagian dan Kepala Seksi Dinas Kesehatan Kabupaten Kampar, serta melakukan telaah dokumen. Pengolahan data dibuat dalam bentuk matriks yang diperoleh dari transkrip wawancara mendalam dan diskusi kelompok terarah. Teknik analisis yang dilakukan adalah teknik analisis isi, yaitu dianalisis sesuai dengan topik dan melakukan identifikasi menjadi beberapa topik.
Hasil penelitian menunjukkan bahwa struktur organisasi cukup ramping dan tugas pokok dan fungsinya telah mencakup seluruh program kesehatan di kabupaten, proyeksi kebutuhan sumber daya untuk lima tahun mendatang sudah dibuat berupa dokumen ketenagaan, tetapi ketersediaan sumber daya manusia saat ini masih kurang. Sebagian pejabat struktural belum mempunyai latar belakang pendidikan yang sesuai dengan jabatannya, sebagian belum mengikuti pelatihan kepemimpinan dan pelatihan teknis untuk pelaksanaan tugas pokoknya masih kurang. Kompetensi yang diburuhkan untuk melaksanakan tugas pokok pejabat struktural Dinas Kesehatan Kabupaten Kampar adalah pemahaman terhadap tugas pokok dan fungsinya, menetapkan dan melaksanakan program, membangun jaringan kerja lama, merencanakan dan menetapkan program peningkatan sumber daya manusia, serta melaksanakan pengawasan, pengendalian dan evaluasi kinerja unit organisasinya. Belum semua kompetensi tersebut memadai untuk melaksanakan tugasnya, dimana kompetensi yang belum memadai adalah kemampuan pengorganisasian dalam pelaksanaan program, merencanakan dan menetapkan program peningkatan sumber daya manusia dalam unit organisasinya. Upaya organisasi dalam memenuhi kompetensi saat ini adalah dengan mengirim untuk mengikuti pelatihan-pelatihan teknis.
Disarankan agar pemerintah daerah meninjau kebijakan tentang persyaratan dan mekanisme penempatan jabatan struktural bagi pegawai negeri sipil, serta mendukung pembentukan program peningkatan sumber daya manusia kesehatan di daerahnya. Peningkatan sumber daya manusia disarankan dalam hal jumlah dan jenis ketenagaan yang masih dibutuhkan oleh Dinas Kesehatan Kabupaten Kampar. Dinas Kesehatan disarankan secara proaktif mengadvokasikan program-program peningkatan sumber daya nianusia kepada pemerintah daerah. Kepada pejabat struktural disarankan secara proaktif meningkatkan kompetensinya baik melalui peningkatan pendidikan maupun melalui pelatihan-pelatihan teinis yang sesuai dengan jabatannya.
Decentralization is the attempt of center government to give authority to the district in planning and conducting the development appropriate with their need. Hence, it is considered necessary to maintain the professionalism of human resources in the district in order to be able to conduct its authority well. Structural Job of the District of Kampar Health Office plays an important role on accomplishing the implementation of health programs in the district. Government regulation Number 13 Year 2002 in term of the Amendment of Government Regulation Number 100 Year 2000 in term of the Deployment of Civil Government Officer in structural Job says that the requirements to get structural position are grade or position in the organization, appropriate educational background, and job competencies. The deployment of structural officer in the District of Kampar Health Office, the Province of Riau was based on minimum grade, meanwhile the required competencies had not been noticed yet.
This research was conducted to obtain the information about the description of Health Office in the District of Kampar (organization structure, main task and function, need projection of human resources, availability of human resources, education and training), placement mechanism, required competencies other uncovered competencies, and organization's efforts to meet the competency of structural officer.
This research used qualitative approach through conducting in-depth interview to the informants (the Head of Health Office and Sub-head of Health Office. Local Government Secretary, District Planning Board, and Head of Health Center), and conducting focus group discussion to the Head of Unit and Head of Section of Health Office. Besides, this research also reviewed the documents. Data processing was conducted by making matrix table that obtained from the transcript (interview result) of both in-depth interview and focus group discussion. Analysis technique used an essay analysis technique, which analyzed the interview result according to topics and identified them into some topics.
The result showed that organization structure was flat enough and the main task and function had included all of district health programs. The need projection or planning of human resources had been made as human resources documents. However, the lack of human resources still remained. Some of structural officers had not had appropriate educational background with their position. Some of them had not got the leadership training yet and also technical training to conduct their main task. Required competencies to do the main task of structural officer of the District of Kampar Health Office were the understanding of main task and function, setting up and implementing the programs, developing the network, planning and setting up the human resources development, and monitoring and evaluating the work performance in each unit. Nevertheless, not all the competencies above were implemented yet. Insufficient competencies that found were the ability to organize the programs, planning and setting up the human resources improvement program in the unit. Organization's attempt to meet the competencies was sending its human resources to get technical training.
It is recommended to the district government in order to review the placement mechanism of structural officer for the civil government officer, and to support the making of human resources improvement program in their district. Besides, the amount and sort of human resources that needed by the District of Kampar Health Office were also recommended to be reviewed. The Health Office is suggested to proactively advocate the district government to maintain the human resources improvement programs. It is also recommended to the structural officer to enhance his competence through continuing education and taking technical training that in line with his job.
This research is an analytical study of Public Health Emergency ofInternational Concern Preparedness in Port Health Office using quantitative anqualitative approaches. The purpose of this study is to assess Public HealthEmergency of International Concern Preparedness of Tanjung Priok Port HealthOffice in 2017 based on IHR (2005) and Indonesian quarantine regulation.Population of this study is Tanjung Priok Port Health Office in general. Ten officersare chosen with purposive and snowball samping to be this study informants. Thedata were collected from self-administered PHEIC preparedness assessment filled byinstitutional representative and in-depth interview results (primary data), as well as2014-2016 Tanjung Priok Port Health Office Yearly Reports (secondary data). Thisstudy was conducted on April-June of 2017. Complience rate in Tanjung Priok PortHealth Office is rated excellence (CR=95,86%), although there are 8 items that donot meet the PHEIC preparedness standard, such as quarantine speedboat; quarantinespeedboat motorist with ANT-V sertificate; psychologist; refraction, audiometry, andspirometry experts; and hemocytometer. Quarantine and epidemiologic surveillanceactivities in port of entry have been done 100 %. The researcher suggests that thereshould be an improvement in Port Health Office facilities and human resourcesneeded for PHEIC preparedness.Key words:Port Health Office, PHEIC, port of entry, epidemiologic surveillance, quarantine.
