Abstrak:
Kecelakaan besar dalam industri minyak dan gas bumi meskipun relatif jarang terjadi namun sering bersifat katastropik, yang menyebabkan kematian pada pekerja dalam jumlah besar, kerusakan aset perusahaan yang bernilai tinggi dan pencemaran lingkungan. Meskipun penyebabkan utama kecelakaan sering disebabkan oleh faktor manusia, namun kegagalan manajemen tanggap darurat dalam menangani kecelakaan, memberikan kontribusi besar yang menyebabkan kecelakaan lebih parah dan kerugian semakin besar. Kesiapan manajemen tanggap darurat pada operasi hulu minyak dan gas mutlak diperlukan dalam upaya mempersiapkan penanganan setiap kecelakaan dan kondisi darurat. Dalam upaya untuk terus menjaga tingkat kesiapan dan efektifitas manajemen tanggap darurat secara regular perlu dilakukan proses evaluasi.
Dalam penelitian ini penulis melakukan penelitian dengan melakukan evaluasi sistem sistem manajemen tanggap darurat di perusahaan hulu minyak dan gas yang beroperasi di laut dalam, dengan ketentuan pada National Fire Protection Association (NFPA) 1600 edisi 2013.

Karawang Central Plaza termasuk dalam pusat perbelanjaan yang terdiri dari berbagai jenis aktifitas yang memiliki resiko kebakaran besar. Berdasarkan NFPA 101 area umum dengan luas lebih dari 5000 M2 dan berpenghuni minimal 50 orang harus menerapkan sistem Manajemen Kebakaran dan Tanggap Darurat Penyusunan. Skripsi bertujuan untuk membandingkan Sistem Manajemen Kebakaran pada Karawang Central Plaza dengan standard NFPA 10,13, 14, 72 dan 101. Desain studi dalam penelitian ini adalah observasional dengan cara observasi ke lapangan dan telaah dokumen. Pada Gedung Karawang Central Plaza terdapat beberapa ketidaksesuaian seperti kontrol panel tidak berfungsi. Skripsi ini diharapkan dapat menyediakan informasi yang cukup mengenai pentingnya aspek pencegahan kebakaran dan tangga darurat bagi Karawang Central Plaza.

Abstrak:
ABSTRAK Dalam bangunan pusat perbelanjaan terdapat risiko kebakaran. Hal ini dapat dilihat dari bervariasinya aktivitas serta material yang terdapat dalam pusat perbelanjaan yang dapat menyebabkan risiko kebakaran semakin besar serta memberi kontribusi dalam penjalaran api saat terjadi kebakaran. Di samping itu, karakteristik pengunjung juga berkontribusi dalam proses evakuasi saat terjadi kebakaran. Berdasarkan hal tersebut, penyediaan sarana pencegahan dan penanggulangan kebakaran serta manajemen tanggap darurat yang baik merupakan cara yang efektif guna mencegah dan meminimalisir terjadinya kebakaran. Tujuan dari penelitian ini adalah untuk mengetahui sarana pencegahan dan penanggulangan serta manajemen tanggap darurat yang terdapat di ITC Depok yang dibandingkan dengan dengan standar yang berlaku di Indonesia dan Internasional, yaitu Permen PU No.26/PRT/M/2008, Kepmen PU No.11/KPTS/ 2000 dan NFPA (10, 13, 14, 72, 101). Dalam gedung ITC sudah dilengkapi dengan sarana pencegahan dan penanggulangan kebakaran serta manajemen tanggap darurat. Namun terdapat beberapa komponen sarana pencegahan dan penanggulangan kebakaran serta manajemen tanggap darurat yang belum sesuai dengan standar acuan yang digunakan.
ABSTRACT In shopping center, there is a fire risk. This can be seen from the variety of activities and materials in the shopping center that could lead to greater fire risk and contributing to the spreading of flames during fire. In addition, the characteristics of visitors also contribute when process of evacuation during fire. Accordingly, the provision of good prevention and control of fire and emergency response management is an effective way to prevent and minimize the occurrence of fire. The objective of this study is to know facilities of prevention and control of fire and emergency response management in ITC Depok which compared with the standards prevailing in Indonesia and International, which Permen PU No.26/PRT/M/2008, Kepmen PU No.11/KPTS/2000 and NFPA (10, 13, 14, 72, 101). In the ITC building has been equipped with facilities of prevention and control of fire and emergency response management. However there are several components of facilities of prevention and control of fire and emergency response management that have not been in accordance with the reference standard used.

Tingginya kebutuhan masyarakat terhadap moda perkeretaapian sebagai transportasi publik di wilayah metropolitan sejalan dengan pentingnya implementasi sistem keselamatan kebakaran di stasiun. Penelitian ini bertujuan untuk menganalisis kinerja sistem keselamatan kebakaran di Stasiun X yang terdiri dari kinerja sistem proteksi kebakaran, kinerja sarana penyelamatan jiwa, dan kinerja manajemen tanggap darurat. Desain penelitian merupakan deskriptif analitik dengan pendekatan kualitatif. Pengumpulan data dilakukan melalui metode observasi, wawancara, pengukuran jarak, dan telaah dokumen, lalu dibandingkan dengan standar NFPA. Tingkat kinerja direpresentasikan oleh persentase yang diperoleh dengan membandingkan jumlah komponen yang terpenuhi dengan jumlah komponen yang seharusnya terpenuhi. Berdasarkan hasil penelitian, kinerja sistem proteksi kebakaran pasif sebesar 100% (Sangat Baik), kinerja sistem proteksi kebakaran aktif sebesar 95% (Sangat Baik), kinerja sarana penyelamatan jiwa sebesar 82.60% (Cukup Baik), dan kinerja manajemen tanggap darurat sebesar 80.64% (Cukup Baik). Secara umum, kinerja sistem keselamatan kebakaran di Stasiun X mencapai 89.56% (Sangat Baik) sehingga Stasiun X telah mengimplementasikan standar NFPA dengan efektif.
The high demand from the community for railway transportation as public transport in metropolitan areas goes hand in hand with the importance of implementing fire safety systems at the stations. This study aims to analyze the fire safety system performance at Station X, which consists of the performance of the fire protection system, the performance of means of egress, and the performance of emergency response management. The research design is descriptive-analytical with a qualitative approach. Data was collected through observation, interviews, distance measurements, and document reviews, then compared with NFPA standards. The performance level is represented by the percentage obtained by comparing the number of fulfilled components to the total number of components that should be fulfilled. Based on the research findings, the performance of passive fire protection system is 100% (Very Good), the performance of active fire protection system is 95% (Very Good), the performance of means of egress is 82.60% (Adequately Good), and the performance of emergency response management is 80.64% (Adequately Good). Overall, the performance of the fire safety system at Station X reaches 89.56% (Very Good), indicating that Station X has implemented NFPA standards effectively.

ABSTRAK Fasilitas Offshore dari perusahaan gas dan bumi pada umumnya berusia tua, membutuhkan perawatan serta penggantian pada beberapa bagian yang sudah rapuh dan berkarat. Penggantian ini dikerjakan oleh perusahaan konstruksi dimana salah satu risiko yang tergolong besar adalah terjadinya kejadian gawat darurat seperti ledakan, kebakaran yang terjadi saat pekerjaan sedang berlangsung. Oleh karena itu kontraktor harus memiliki sistem tanggap darurat dan telah diterapkan dengan baik untuk memastikan para pengsusaha dan pekerja mengetahui kemana mereka harus pergi dan memahami bagaimana memastikan diri mereka aman ketika sebuah kondisi darurat terjadi (ISO22320). Untuk itu perusahaan minyak dan gas bumi harus memastikan pihak kontraktor memiliki sistem manajemen tanggap darurat yang baik, maka diperlukan suatu standard yang cukup baik yang digunakan untuk menilai apakah emergency management yang dimiliki oleh perusahaan kontraktor cukup baik dalam melindungi manpower, aset perusahaan. CSMS merupakan system yang digunakan saat ini untuk mendapatkan kontraktor yang sesuai dengan kebutuhan. Tetapi karena aktivitas yang semakin meningkat dengan tingkat resiko yang juga semakin tinggi CSMS dirasakan perlu dilakukan perubahan. Salah satu perubahan CSMS yang di sarankan adalah pada bagian Emergency Management karena menyangkut kesiapsiagaan perusahaan dalam menangai bahaya dari mulai penilaian resiko, mitigasi sampai upaya pemulihan keadaan sampai normal kembali baik dari sisi manpower, asset dan system. Untuk itu dilakukan penggabungan NFPA 1600 edisi 2016, FEMA, ISRS Level 8 proses 12, ISO 45001 dan vii ISO 22320 yang djadikan tolak ukur dalam menilai kemampuan dari kontraktor dalam menangani management keadaan darurat Penelitian ini menggunakan desain studi deskriptif dengan pendekatan kualitatif. Hasil penelitian menyarankan harus di lakukan monitoring yang lebih baik lagi terhadap para kontraktor di lingkungan perusahaan Oil dan Gas agar pelaksanaan managemen emergensi tidak hanya di awal project saja tetapi sepanjang project berlangsung. Beberapa hal yang diperlukan adalah pembuatan risk assessment dengan lebih detail, business impact analisa yang perlu diterapkan dandisarankan agar dapat dipertimbangkan menggantikan CSMS pada bagian Emergency Management dengan hasil penelitian ini yang merupakan penggabungan NFPA 1600 edisi 2016, FEMA, ISRS Level 8 proses 12, ISO 4500, PTK 005 dan ISO 22320 Kata kunci: Gawat Darurat, Tanggap Darurat, Manajemen tanggap darurat NFPA 1600 edisi 2016, FEMA, ISRS Level 8 proses 12, ISO 4500, PTK 005 dan ISO 22320 The Offshore facility of Oil and Gas Company is generally old, requiring maintenance and replacement in some fragile and rusty parts. This replacement is done by a construction company where one of the risks that is large is the occurrence of emergency events such as explosions, fires that occur during work is under way. Contractors therefore should have an emergency response system and be well implemented to ensure that employers and workers know where to go and understand how to make sure they are safe when an emergency occurs (ISO22320). For that purpose, the oil and gas company must ensure that the contractor has a good emergency management system, a good standard is needed to assess whether the emergency management owned by the contracting company is good enough to protect the manpower, the company's assets. CSMS is a system that is used today to get the appropriate contractor to the needs. But because of the ever-increasing activity with a higher level of risk, CSMS is deemed necessary to change. One of the proposed CSMS changes is in the Emergency Management section because it involves the company's preparedness in mitigating the danger from starting risk assessment, mitigation to recovery effort until normal returns from manpower, asset and system side. For that purpose, the merger of NFPA 1600 edition 2016, FEMA, ISRS Level 8 process 12, ISO 45001 and ISO 22320 are used as benchmarks in assessing the ability of contractors in handling emergency management. Skripsi ini membahas analisis konsekuensi dispersi gas, kebakaran, dan ledakanpada tangki timbun LPG di SPPBE PT Adikarya Pramita Perdana, Depok. Penelitian ini merupakan pemodelan kuantitatif dengan menggumpulkan data sekunder dan observasi lapangan yang dianalisis menggunakan perangkat lunak ALOHA (ArealLocation of Hazardous Atmosphere). Tujuan dari penelitian ini adalah untuk mengetahui jangkauan konsekuensi dari dampak dispersi gas, kebakaran, dan ledakanakibat kebocoran tangki timbun LPG yang dibagi menjadi gas propana dan butanaserta sistem fire safety dan manajemen tanggap darurat di SPPBE PT AdikaryaPramita Perdana.Hasil penelitian ini didapatkan konsekuensi dari pemodelan dispersi gasberacun akibat kebocoran tangki timbun LPG di SPPBE PT Adikarya PramitaPerdana, jangkauan penyebaran mencapai jarak 401 meter. Pada pemodelan jet firejangkauan mencapai jarak 159 meter, sedangkan BLEVE hingga 1 kilometer, serta pemodelan VCE mencapai jarak 330 meter. Lokasi atau area berbahaya akibatkebocoran ini terutama di SPPBE PT Adikarya Pramita Perdana dan juga populasiyang berisiko mencapai penduduk kelurahan Sukamaju, Jatijajar, dan Cilodong.Instalasi peralatan fire safety di SPPBE PT Adikarya Pramita Perdana sudah baik dan mengikuti standar PT Pertamina (Persero) serta sudah memiliki pedoman sistem manajemen tanggap darurat untuk penanganan beberapa keadaan darurat.Kata kunci: Analisis konsekuensi, LPG, Tangki timbun, SPPBE, ALOHA, Dispersigas beracun, Kebakaran, Jet Fire, BLEVE, Ledakan, Vapor cloud explosion, Fire safety, Manajemen tanggap darurat
This study is about consequence analysis of gas dispersion, fire, and explosionon LPG storage tank at SPPBE PT Adikarya Pramita Perdana, Depok. This study is aquantitative modeling with collecting secondary data and field observations thatanalyzed using ALOHA (Areal Location of Hazardous Atmosphere) software. Thepurpose of this study is to find out the consequences impact range of gas dispersion,fire and explosion due to leakage of LPG storage tank which divided into propaneand butane gas, also the description of fire safety system and emergency managementat SPPBE PT Adikarya Pramita Perdana.The results of this study is the range and consequences of modeling toxic gasdispersion due to leakage of LPG storage tank at SPPBE PT Adikarya PramitaPerdana, spreading range distance up to 401 meters. In jet fire model the range up to159 meters, while in BLEVE up to 1 kilometer, and VCE model up to 330 meters.The dangerous location or area due to this leakage at SPPBE PT Adikarya PramitaPerdana and the populations which is at risk reaches Sukamaju, Jatijajar, andCilodong.
