Abstrak:
Penerapan Sistem Informasi Manajemen Rumah Sakit (SIMRS) bertujuan untuk meningkatkan efisiensi, efektivitas, profesionalisme, kinerja, serta akses dan pelayanan pada rumah sakit. Informasi pada sistem tersebut digunakan oleh manajemen rumah sakit sebagai alat pendukung dalam pengambilan keputusan dan administrasi di rumah sakit. Evaluasi SIMRS diperlukan untuk memahami kinerja sistem agar dapat membantu meningkatkan kualitas perawatan dan biayanya, serta untuk menentukan keamanan dan efektivitas SIMRS. Keberhasilan implementasi SIMRS dipengaruhi oleh faktor manusia, faktor lingkungan, dan faktor teknologi. Metode evaluasi manfaat SIMRS terhadap faktor manusia, organisasi, dan kesesuaian teknologi (HOT-Fit) mampu dan berguna dalam melakukan studi evaluasi SIMRS secara menyeluruh. Tujuan penelitian ini untuk mengetahui hasil implementasi SIMRS yang dianalisis menggunakan model Human Organization Technology (HOT) ? Fit di Rumah Sakit Umum Daerah (RSUD) Sultan Muhammad Jamaludin I. Metode penelitian ini adalah penelitian kualitatif dengan pendekatan deskriptif. Informan dipilih dengan cara purposive sampling sebanyak 6 orang, terdiri dari 5 orang yang berasal dari unit pelayanan dan 1 orang dari staf Informasi dan Teknologi (IT) di rumah sakit. Pengumpulan data dilakukan melalui wawancara mendalam, observasi, dan telaah dokumen. Hasil penelitian didapatkan secara umum implementasi penerapan SIMRS di RSUD Sultan Muhammad Jamaludin I telah berjalan baik dengan beberapa kendala yang dihadapi dalam pelaksanaannya. Faktor Manusia menunjukkan bahwa penggunaan SIMRS telah bejalan baik dan kepuasan pengguna dirasakan terhadap sistem, namun masih dirasakan kurang dalam hal pemberian pelatihan kepada seluruh pengguna. Faktor Organisasi menunjukkan bahwa struktur organisasi dan lingkungan telah mendukung untuk pelaksanaan SIMRS, tetapi belum ada jadwal pemeliharaan rutin dan antivirus pada komputer dan jaringan SIMRS, dan kurangnya perangkat komputer serta belum ada Standar Prosedur Operasional (SPO) untuk pelaksanaan SIMRS di unit-unit. Faktor Teknologi pada kualitas sistem masih terkendala gangguan koneksi jaringan akibat kendala sinyal internet dan belum dimanfaatkannya fitur keamanan, kualitas informasi yang dihasilkan telah sesuai dengan kebutuhan pengguna, dan kualitas layanan yang diberikan telah dirasakan baik namun belum disebarnya panduan dan buku pedoman penggunaan SIMRS di unit-unit. Faktor Manfaat SIMRS telah menunjukkan adanya efektivitas dan efisiensi bagi pengguna dan rumah sakit dalam pelaksanaannya. RSUD Sultan Muhammad Jamaludin I disarankan untuk membuat SPO dan menambah perangkat komputer dalam pelaksanaan SIMRS, meningkatkan pelatihan dan membagikan modul penggunaan SIMRS kepada seluruh pegawai di unit, serta menerapkan sistem keamanan di SIMRS.

The purpose of this study was to find out the results of SIMRS implementation with analyzed using the Human Organization Technology (HOT) ? Fit model at the Sultan Muhammad Jamaludin I Hospital. This research method was a qualitative research with a descriptive approach. Informants were selected by purposive sampling as many as 6 people, consisting of 5 people from the service unit and 1 person from Information and Technology (IT) staff at the hospital. Data collection was carried out through in-depth interviews, observation, and document review. The results of the study found that in general the implementation of SIMRS at Sultan Muhammad Jamaludin I Hospital has been going well with several obstacles encountered in its implementation. Human factors indicate that the use of SIMRS has been running well and user satisfaction have been felt with the system, but there is still a lack of training in providing training to all users. Organizational factors indicate that the organizational structure and environment have supported the implementation of SIMRS, but there is no routine maintenance schedule yet and no antivirus on SIMRS computers and networks, and there is a less of computer equipment and there is no Standard Operating Procedure for SIMRS implementation in units. Technological factors, system quality is constrained by network connection disturbances caused by internet signal problems and the security features has not utilized, the quality of information is in accordance with user needs, the quality of service has be perceived as good but the guidelines and manuals for the use of SIMRS in units have not been disseminated. SIMRS Benefit Factor has shown effectiveness and efficiency for users and hospitals in its implementation. Sultan Muhammad Jamaludin I Hospital recomended to make an SOP and add computer equipment number in the implementation of SIMRS, improve training and distribute SIMRS usage modules to all employees in the unit, and implement a security system in SIMRS.

Perubahan lingkungan bisnis yang menekankan pada penggunaan transformasi digital dapat menjadi peluang dan tantangan baru yang harus dihadapi dalam layanan kesehatan. Rumah Sakit X menanggapi hal tersebut melakukan trasformasi digital pada penggunaan rekam medis elektronik (RME). Proses implementasi RME perlu dilakukan evaluasi untuk meningkatkan kinerja sistem informasi yang lebih baik salah satunya dengan menggunakan HOT-Fit Model. Tujuan penelitian ini untuk mengetahui gambaran implementasi RME dan hubungan human, organization dan technology terhadap net benefit RME pada pelayanan rawat jalan. Penelitian ini merupakan penelitian kuantitatif menggunakan desain studi cross-sectional. Pemilihan sampel menggunakan sampel total sejumlah 49 orang pengguna RME pada pelayanan rawat jalan yang datanya akan diambil menggunakan kuesioner. Hasil penelitian ini menunjukkan bahwa gambaran implementasi RME berdasarkan human, organization, technology dan net benefit sudah berjalan dengan baik. Penelitian ini juga menunjukkan adanya hubungan antara human (kepuasan pengguna dan penggunaan sistem), organization (struktur organisasi) dan technology (kualitas sistem, kualitas informasi dan kualitas layanan) terhadap net benefit. Sementara itu ditemukan bahwa organization (struktur organisasi) tidak memiliku hubungan terhadap net benefit.
In healthcare, changes in the business environment that emphasize the use of digital transformation can become new opportunities and challenges that must be faced. Hospital X responded to this by carrying out digital transformation in the use of electronic medical records (EMR). The EMR implementation process needs to be evaluated to improve better information system performance, one of which is by using the HOT-Fit Model. The purpose of this study was to determine the description of EMR implementation and the relationship between human, organization and technology to the net benefits of EMR in outpatient services. This research is a quantitative study using a cross-sectional study design. The sample selection uses a total sample of 49 EMR users in outpatient services whose data will be taken using questionnaire. The results of this study indicate that the description of EMR implementation based on human, organization, technology and net benefits has gone well. This study also shows the relationship between human (user satisfaction and system usage), organization (organizational structure) and technology (system quality, information quality and service quality) to net benefits. Meanwhile, its was found that organization (organization structure) has no relationship to net benefits.

Rekam medis merupakan berkas yang wajib dimiliki oleh rumah sakit, karena berisi tentang catatan pengobatan pasien di rumah sakit (RS). Saat ini rekam medis di Indonesia telah mengalami perubahan menjadi rekam medis berbasis elektronik dan wajib diimplementasikan paling lambat tanggal 31 Desember 2023. Beberapa RS telah mengembangkan RME namun implementasinya tidak berjalan lancar. Penelitian ini bertujuan untuk mengevaluasi implementasi rekam medis elektronik (RME) menggunakan metode Human, Organization dan Technology (HOT)-Fit di Instalasi Rawat Jalan RS AN-NISA Tangerang. Hubungan antara ketiga variabel tersebut akan dianalisis mengenai kaitannya dengan net benefit penggunaan rekam medis elektronik. Penelitian ini merupakan penelitian kuantitatif dengan pendekatan cross sectional melalui survei. Teknik analisis data menggunakan analisis jalur untuk melihat hubungan antar variabel. Hasil penelitian menggambarkan bahwa ada hubungan antara teknologi RME dengan pengguna RME, ada hubungan antara teknologi RME dengan organisasi RS, ada hubungan antara organisasi RS dengan net benefit RME, ada hubungan tidak langsung antara teknologi RME dengan net benefit RME melalui organisasi RS, dan tidak ada bukti yang cukup kuat untuk membuktikan hubungan antara pengguna RME dengan net benefit RME. Saran dari penelitian ini supaya RS melakukan evaluasi rutin dan melibatkan para pengguna RME dalam pengembangan aplikasi.
Medical records are files that must be owned by hospitals, because they contain records of patient treatment in hospitals. Currently, medical records in Indonesia have changed to electronic-based medical records and must be implemented no later than December 31, 2023. Some hospitals have developed RME but the implementation is not running smoothly. This study aims to evaluate the implementation of electronic medical records (RME) using the Human, Organization and Technology (HOT)-Fit method at the Outpatient Installation of AN-NISA Tangerang Hospital. The relationship between the three variables will be analyzed regarding their relationship with the net benefits of using electronic medical records. This research is a quantitative study with a cross sectional approach through a survey. The data analysis technique uses path analysis to see the relationship between variables. The results illustrate that there is a relationship between RME technology and RME users, there is a relationship between RME technology and hospital organization, there is a relationship between hospital organization and RME net benefits, there is an indirect relationship between RME technology and RME net benefits through hospital organization, and there is no evidence strong enough to prove the relationship between RME users and RME net benefits. The suggestion from this study is for hospitals to conduct regular evaluations and involve RME users in application development.

Latar Belakang: Direktorat Gizi Kementerian Kesehatan Indonesia meluncurkan Sistem Informasi Gizi Terpadu (SIGIZI Terpadu), salah satu platformnya adalah E-PPGBM untuk membantu mengatasi permasalahan gizi di Indonesia dan mendukung Gerakan Nasional Penurunan Stunting. Suku Dinas Kesehatan Jakarta Utara yang memiliki 47 Puskesmas telah menerapkan sistem informasi E-PPGBM sejak tahun 2017. Berdasarkan survei yang telah dilakukan terdapat beberapa masalah dalam penginputan data yang menjadi keluhan dari petugas gizi Puskesmas. Masalah tersebut antara lain : gangguan jaringan, aplikasi E-PPGBM sering sulit diakses, data yang sudah diinput ke aplikasi sering hilang pada saat aplikasi error serta didapatkan bahwa capaian entry data E-PPGBM masih ada yang di bawah 70%. Sehingga perlu dilakukan evaluasi pada sistem yang berjalan saat ini. Tujuan: Untuk mengetahui efektivitas penggunaan Sistem Informasi E-PPGBM dengan pendekatan HOT-Fit pada Puskesmas di Jakarta Utara. Metode: Menggunakan pendekatan kuantitatif deskriptif dengan desain cross sectional (potong lintang) serta pendekatan survei. Sampel penelitian diambil menggunakan metode total sampling dengan jumlah 50 responden. Hasil: Variabel manusia dinilai responden sudah puas karena secara garis besar dapat membantu dalam pekerjaan tetapi masih kurang dalam kemudahan aksesibilitasnya. Variabel organisasi dinilai responden sudah puas karena adanya dukungan pimpinan dalam pelaksaan E-PPGBM.Variabel teknologi dinilai responden sudah baik tetapi masih kurang pada respon IT dan provider saat sistem mengalami gangguan. Kesimpulan: Efektivitas penggunaan E-PPGBM pada Puskesmas di wilayah kerja Suku Dinas Kesehatan Jakarta Utara sudah baik, hal ini dapat dilihat dari keempat komponen HOT-Fit dengan hasil kategori baik. Tetapi dalam penggunaannya masih memerlukan beberapa perbaikan agar lebih optimal.
Background: The Directorate of Nutrition of the Indonesian Ministry of Health launched the Integrated Nutrition Information System (Integrated SIGIZI), one of its platforms is E-PPGBM to help address nutrition issues in Indonesia and support the National Movement to Reduce Stunting. The North Jakarta Health Office, which has 47 health centers, has implemented the E-PPGBM information system since 2017. Based on a survey that has been conducted, there are several problems in data entry that have become complaints from Puskesmas nutrition officers. These problems include: network disruption, the E-PPGBM application is often difficult to access, data that has been inputted into the application is often lost when the application errors and it is found that the achievement of E-PPGBM data entry is still below 70%. So it is necessary to evaluate the current system. Objective: This study aims to determine the effectiveness of using the E-PPGBM Information System with the HOT-Fit approach at the Puskesmas in North Jakarta. Methods: Using a descriptive quantitative approach with a cross sectional design and a survey approach. The research sample was taken using the total sampling method with a total of 50 respondents. Results: Human variables are considered by respondents to be satisfied because they are generally helpful in the work, but still lacking in ease of access. Organizational variables are considered by respondents to be satisfied because of the support of leadership in implementing E-PPGBM.Technology variables are considered by respondents to be good but still lacking in IT and provider response when the system experiences interference. Conclusions: The effectiveness of using E-PPGBM at Puskesmas in the working area of North Jakarta Health Office is good, this can be seen from the four HOT-Fit components with good category results. However, its application still needs some improvement to be more optimal.

Penelitian ini mengevaluasi integrasi Sistem Monitoring Antrian Online (Mobile JKN) dengan Sistem Informasi Manajemen Rumah Sakit (SIMRS) di RS Hermina Bekasi terhadap standar waktu pelayanan pasien rawat jalan. Penelitian ini bertujuan untuk menganalisis kesesuaian tujuan sistem dengan hasil yang dicapai, dengan fokus pada efisiensi waktu pelayanan menggunakan metode HOT-Fit, yang mengevaluasi aspek manusia, organisasi, dan teknologi. Penelitian deskriptif-eksploratif ini menggunakan wawancara, data observasi, dan pengukuran kinerja sistem untuk mengukur variabel kunci seperti kemampuan dan penerimaan pengguna, kebijakan organisasi, dan keandalan sistem. Hasil penelitian menunjukkan bahwa integrasi sistem secara efektif mengurangi waktu tunggu khususnya proses pendaftaran rawat jalan, namun secara keseluruhan Waktu pelayanan masih belum mencapai standar. Beberapa aspek yang perlu ditingkatkan, seperti pelatihan pengguna,penyesuaian kebijakan, dan update kemampuan sistem. Komponen teknologi sistem menunjukkan keandalan dan fleksibilitas yang tinggi, sehingga meningkatkan efisiensi operasional. Namun, tantangan masih ada dalam mencapai kesesuaian penuh dengan standar waktu pelayanan dan adopsi oleh pengguna. Penelitian ini menyimpulkan bahwa meskipun integrasi ini merupakan langkah signifikan dalam mengoptimalkan layanan bagi peserta BPJS Kesehatan, penyempurnaan lebih lanjut diperlukan untuk memaksimalkan manfaat bersih pada semua aspek operasional..
This study evaluates the integration of the Online Queue Monitoring System (Mobile JKN) with the Hospital Management Information System (SIMRS) at Hermina Bekasi Hospital against outpatient service time standards. The research aims to analyze the alignment of the system's objectives with its outcomes, focusing on service time efficiency using the HOT-Fit method, which evaluates human, organizational, and technological aspects. This descriptive-explorative study employs interviews, observational data, and system performance measurements to assess key variables such as user capability and acceptance, organizational policies, and system reliability. The findings indicate that the system integration effectively reduces wait times, particularly for outpatient registration processes, although overall service time still does not meet the standards. Areas needing improvement include user training, policy adjustments, and system capability updates. The technological components of the system demonstrate high reliability and flexibility, enhancing operational efficiency. However, challenges remain in fully achieving alignment with service time standards and user adoption. The study concludes that while the integration represents a significant step in optimizing services for BPJS Health participants, further refinements are required to maximize net benefits across all operational aspects.
