The purpose of this study to determine the conformfity of services and claiming inRSKD. If there are discrepancies, it is a fraud or cheating. This study is aqualitative with case study. A sample of 31 patients JKN performed radicalmastectomy without reconstruction in RSKD during January-March 2016. Theservice will be compared with the clinical pathways, while claiming to becompared with the existing regulations.The results showed that there are discrepancies in service and claiming in RSKD.There is a service conformity in the service of anesthetic services and claimingconformity in claiming ward and time of claiming. There is a service discrepancyin the placement services ward, length of stay, the implementation of theoperation schedule, non-anesthetic medication, postoperative laboratoryexamination. There is a claiming discrepancy in diagnostics claims which is notcorresponding to the medical resume. The confirmation has been doneto theimplementers in duty and note some important things like patient room class Iwhich is high demand, while the availability is limited, medicines given by DPJPaccording to the patient's complaints, time constraints of DPJP for visite times dueto other activities inside and outside the hospital, postoperative laboratoryexamination to be done when the patient's condition requires, and the difference indiagnosis had been confirmed to the patient's medical record and DPJP.The discrepancies which happened today does not lead to cheating or fraudbecause of the explanation that does not lead to the intentional for gettingadvantage. Hospital management need to do something to fix these condition suchas evaluation or revision of existing clinical pathways, clinical pathwaysincorporate compliance into performance appraisal, rechecking thediscrepanciesso that will not continue and creates the perception of fraud.Keywords: service, claiming, clinical pathways, cheating, fraud.

This study aims to determine whether there is a correlation between health facility factor and physician quality factor to Non-Specialistic Radiation Coverage Ratio (RRNS) in Work Area of BPJS Kesehatan Batam Branch Office 2016. The research was conducted in FKTP in collaboration with BPJS-Kesehatan KC . Batam. The study sample consisted of 17 FKTPs having RRNS> 7% as inclusion criteria. Data collection techniques are observation / observation as well as questionnaire / questionnaire and focus group discussion. Statistical Analysis used is Parametric Product Moment Person Analysis. There is a positive relationship between the completeness of infrastructure, pharmacy-health equipment, physician competence and physician's workload to RRNS but it does not show any significant relationship. Although statistical tests do not show a significant relationship to RRNS, the fact remains that most FKTPs in the working area of BPJS-Health KC Batam have not been standardized in accordance with the regulations applicable both in terms of completeness of facilities, pharmacy-health equipment and the level of competence of their doctors. More Doctors found in FKTP with Category Excessive workload and high RRNS numbers. Credentials should be implemented in an integrated manner by the Department of Health, Professional Organizations and Clinical Associations and BPJS-Kesehatan by referring to existing regulations in order to obtain a well-standardized FKTP. Further supervision and guidance by the Health Office and Faskes Association should be conducted periodically to maintain the quality of service quality. Besides, PKB is also an important thing to maintain the competence of doctors so that FKTP can eventually function as a gatekeeper in health service in this JKN-era.

One of the problems of the health referral system that regulates the delegation of tasks and responsibilities on a reciprocal basis, as well as the structural and functional aspects of illness in health problems is also happening in the city of Batam. To overcome this the health care system in the era of BPJS Health prioritizes the optimization in first-rate health facilities (FKTP), such as health centers, clinics, and individual practice physicians in collaboration with BPJS Health in providing health services for the community. But still we often encounter the problem of hospital service referral that happened inaccurate in the references experienced by IGD Hospital and Clinics in Batam. The purpose of this research is to know the cause of inaccuracy or deviation in FKTP reference that occurred in Batam city. The results found that BPJS always appealed to clinical leaders and clinicians to withhold relatively high referral rates (based on widely circulated assumptions among clinics and medical personnel in hospitals and clinics). And non-specialist referrals whose ration is no more than 15% in order not to affect the decrease in the number of capitals (monthly health membership BPJS patients) owned by the clinic. Suggested suggestions that can be submitted in relation to the results of the study is to improve the quality or quality of health personnel in health services, socialization of policy rules continuously in order to avoid the conflict in service, increasing the competence of health workers. And there is need for education of a system and rules of service to overcome the problem of referrals and return the role of general practitioners as the spearhead of primary health care.

Penelitian ini mengevaluasi hubungan manajemen sumber daya manusia (HRM), seperti
seleksi, rekrutmen, pelatihan, penilaian kinerja, dan penghargaan, dengan penerapan
sistem E-Medical Record (EMR) di Rumah Sakit LNG Badak. Selain itu, penelitian
menganalisis sistem EMR melalui aspek perceived usefulness, perceived ease of use,
attitude toward usage, dan behavioral intention to use. Data dikumpulkan secara
kuantitatif melalui kuesioner dari tenaga medis, kesehatan, dan non-kesehatan. Hasil
menunjukkan perceived usefulness berpengaruh signifikan terhadap behavioral intention
to use, sedangkan perceived ease of use memengaruhi attitude toward usage. Pelatihan
dan penghargaan berkontribusi positif terhadap perceived usefulness dan ease of use,
namun hubungan seleksi, rekrutmen, dan penilaian kinerja dengan penerapan EMR
kurang signifikan. Temuan ini menekankan pentingnya pelatihan, penghargaan, dan
pengalaman pengguna dalam adopsi EMR. Keterbatasan penelitian meliputi sampel dari
satu rumah sakit, sehingga generalisasi hasil perlu kajian lanjutan. Penelitian mendatang
disarankan menggunakan metode kualitatif dan menganalisis faktor eksternal yang
memengaruhi penerapan teknologi di rumah sakit.
This study examines the relationship between HRM practices—selection, recruitment, training, performance appraisal, and rewards—and the implementation of the E-Medical Record (EMR) system at LNG Badak Hospital. It also analyzes EMR adoption through perceived usefulness, ease of use, attitude toward usage, and behavioral intention to use. Data from medical, health, and non-health personnel show perceived usefulness impacts behavioral intention, while ease of use influences attitude. Training and rewards enhance perceived usefulness and ease of use, but selection, recruitment, and performance appraisal show weaker links. The study highlights training, rewards, and user experience as key, with further research recommended to explore external factors.
