Abstrak: Skripsi ini membahas tentang identifikasi system tanggap darurat kebakaran di PT.X yang bertujuan untuk mengidentifikasi pemenuhan sistem tanggap darurat kebakaran di PT.X pada tahun 2020 yang mengacu kepada National Fire Protection Association (NFPA) 1600 edisi 2019: Standard on Continuity, Emergency, and Crisis Management. Penelitian kualitatif dengan pendekatan deskriptif analitik, yang menggunakan dua jenis data, yaitu data primer melalui wawancara dan observasi lapangan, serta data sekunder melalui telaah dokumen perusahaan. Hasil penelitian menunjukkan bahwa pemenuhan system tanggap darurat di PT.X dengan NFPA 1600 edisi 2019 sebesar 77%, tidak terpenuhi sebesar 21%, dan yang tidak teraplikasikan sebesar 2%. Persentase tidak terpenuhinya dikarenakan perusahaan belum menunjukkan komitmen dan perencaan program sampai pasca kebakaran (keberlanjutan, pemulihan, dan analisis dampak bisnis). Persentase tidak teraplikasikan dikarenakan tidak seluruh subelemen yang ada pada NFPA 1600 edisi 2019 kompatibel dengan kondisi perusahaan dan kondisi di Indonesia. Oleh karena itu, perusahaan perlu meningkatkan komitmen dan perencanaan program tanggap darurat kebakaran yang lebih komprehensif hingga pasca kebakaran agar program dapat berjalan dengan lebih baik. Kata Kunci: Sistem tanggap darurat, kebakaran, NFPA 1600 This thesis discusses the identification of fire emergency response systems at PT.X, which aims to identify the fulfillment of fire emergency response systems at PT.X in 2020 which refers to the National Fire Protection Association (NFPA) 1600 edition 2019: Standard on Continuity, Emergency, and Crisis Management. This study is qualitative with descriptive analytic approach, which uses two types of data: primary data was obtained through interviews and field observations, and secondary data was through documents review. From this study, it can be concluded that the fulfillment of the emergency response system at PT.X with NFPA 1600 2019 edition is 77%, not fulfilled by 21%, and that was not applied by 2%. The percentage was not fulfilled because the company has not shown commitment and program planning until post-fire (sustainability, recovery, and business impact analysis). The percentage was not applied because not all sub-elements in NFPA 1600 edition 2019 are compatible with conditions in company and in Indonesia. The company is required to improve the commitment and planning in order to be more comprehensive for fire emergency response program to post-fire so that the program can run better. Abstrak:
Bangunan bertingkat tinggi seperti gedung perkantoran yang berlokasi di wilayah padat penduduk dengan aktivitas tinggi seperti DKI Jakarta rentan dan berisiko tinggi terhadap bahaya kebakaran. Penelitian ini bertujuan untuk menganalisis penerapan sistem tanggap darurat kebakaran di gedung kantor PT X berdasarkan elemen dalam NFPA 1600 edisi 2019: Standard on Continuity, Emergency, and Crisis Management dan Peraturan Menteri Pekerjaan Umum Nomor 20/PRT/M/2009. Desain penelitian ini menggunakan pendekatan kualitatif dengan desain deskriptif. Data yang digunakan adalah data primer dan sekunder yang dikumpulkan melalui wawancara, observasi langsung, serta telaah dokumen perusahaan. Data yang terkumpul dianalisis kesesuaiannya terhadap standar NFPA 1600 edisi 2019 dan Permen PU No. 20/PRT/M/2009. Hasil penelitian menunjukkan bahwa total persentase elemen NFPA 1600 edisi 2019 yang terpenuhi sebesar 91,58%, terpenuhi sebagian sebesar 4,49%, tidak terpenuhi sebesar 1,68%, dan tidak dapat diaplikasikan sebesar 2,24%. Sedangkan total persentase elemen Permen PU No. 20/PRT/M/2009 yang terpenuhi sebesar 87,50% dan terpenuhi sebagian sebesar 12,50%. Secara keseluruhan, penerapan sistem tanggap darurat terhadap bahaya kebakaran di gedung kantor PT X sudah baik, namun terdapat beberapa aspek yang perlu dievaluasi kembali oleh perusahaan seperti struktur tim tanggap darurat, penilaian risiko gedung terhadap bahaya kebakaran, serta prosedur pemulihan dari insiden kebakaran.

High-rise buildings such as office buildings located in densely populated areas with high activity such as DKI Jakarta are vulnerable and have a high risk of fire hazard. This study aims to analyze the emergency response preparedness for fire hazards in the PT X office building based on the elements in the 2019 edition of NFPA 1600: Standard on Continuity, Emergency, and Crisis Management and Permen PU Nomor 20/PRT/M/2009. This research design uses a qualitative approach with a descriptive design. The data used are primary and secondary data collected through interviews, direct observation, and review of company documents. The collected data was analyzed by comparing it with the 2019 edition of the NFPA 1600 standard and Permen PU No. 20/PRT/M/2009. The study results showed that the total percentage of elements of the 2019 edition of NFPA 1600 that were fulfilled was 91.58%, partially fulfilled was 4.49%, not fulfilled was 1.68%, and not applicable was 2.24%. Meanwhile, the total percentage of elements of Permen PU No. 20/PRT/M/2009 that were fulfilled was 87.50% and partially fulfilled was 12.50%. Overall, the implementation of emergency response preparedness for fire hazards in PT X's office building is good, but there are several aspects that need to be re-evaluated by the company such as the structure of the emergency response team, building risk assessment for fire hazards, and recovery procedures from fire incidents.

Abstrak: Skripsi ini membahas tentang gambaran kesesuaian pelaksanaan sistem tanggapdarurat di Mall Grand Galaxy Park dalam upaya program tanggap darurat jikaterjadi kebakaran. Penelitian ini bersifat kualitatif dengan studi deskripstif yangmenggunakaan dua jenis teknik pengumpulan data, yaitu data primer berupawawancara dan observasi serta data sekunder berupa telaah dokumen. Tujuanpenelitian ini yaitu untuk melakukan penilaian terhadap sistem tanggap darurat diMall Grand Galaxy Park Tahun 2016 dengan mengacu pada standar NFPA 1600Tahun 2013: Standard on Disaster/Emergency Management and BusinessContinuity Programs. This thesis discusses the assessment of emergency response system in case of firein Grand Galaxy Park Mall. This study is a qualitative study that uses two types ofdata collection techniques, which are primary data in the form of interviews andobservations and secondary data from the study documents. The purpose of thisstudy is to assess the emergency response system in the Grand Galaxy Park Mall2016 with reference to the NFPA 1600 2013 Edition: Standard onDisaster/Emergency Management and Business Continuity Programs. Abstrak:
Pendahuluan. Bencana yang diakibatkan oleh kegagalan atau insiden yang melibatkan teknologi, merupakan salah satu penyebab kematian terbesar di dunia perindustrian internasional. Hampir sekitar 65.000 kematian di dunia disebabkan oleh bencana teknologi antara tahun 2009-2018 (WHO, 2018). PT. X Indonesia berbatasan dengan sungai Mookervaart dan jalan utama Daan Mogot. Sebelah timur berbatasan dengan tanah kosong, dan bagian lebih timur adalah daerah pemukiman padat. Sebelah selatan berbatasan dengan daerah perumahan dan akan dibuat terminal bus, sedangkan sebelah barat Plant berbatasan dengan daerah pemukiman yang sangat padat. Pada PT. X terdapat berbagai macam proses kerja yang melibatkan bahan-bahan kimia berbahaya, mulai dari penerimaan bahan yang tergolong B3, penyimpanan, penimbangan bahan untuk proses produksi, sampai kepada proses produksi dispersi polimer, dan penyimpanannya. Berdasarkan kondisi tersebut maka perlu adanya suatu kajian komprehensif tentang manajemen sistem tanggap darurat yang ada di PT. X. Metode. Rancangan penelitian ini menggunakan jenis kualitatif dengan pendekatan deskriptif observasional. Dengan melakukan observasi langsung dilapangan (PT. X) dalam mengumpulkan data, melakukan wawancara yang mendalam terhadap informan yang diambil dengan menggunakan daftar pertanyaan dengan berpatokan pada Self-Assessment Checklist berdasarkan kriteria yang terdapat dalam NFPA 1600 edisi tahun 2019 yang dikembangkan oleh Donald L. Schmidt. Teknik pengumpulan data dilakukan melalui pengumpulan data primer dan data sekunder melalui metode wawancara mendalam dengan format focus group discussion (FGD), dan pengecekan bukti-bukti pendukung. Data kemudian diolah dan hitung persentase kesesuaiannya, dengan perbandingan terhadap seluruh persyaratan kesesuaian yang ada di check list standar NFPA 1600 edisi tahun 2019 Hasil. Dari hasil penelitian yang dilakukan dituangkan dalam sebuah tabel ringkasan terlampir, keseluruhan hasil rata-rata pemenuhan kesesuaian klausul NPFA 1600-2019 mengenai standar manajemen krisis, tanggap darurat, dan kontinuitas bisnis yang ada di PT. X berada pada angka Persentase kesesuaian sebesar 90,3%, dengan persentase pemenuhan klausul yang belum sesuai sebesar 9,7%. Kesimpulan. Hasil evaluasi sistem tanggap darurat di PT.X dalam kategori baik, dengan mengacu kepada penelitian sejenis terdahulu namun masih diperlukan perbaikan pada beberapa klausul seperti perencanaan dalam pemulihan dari bencana atau insiden dan alternatif pemasok kritis untuk menjaga kelangsungan bisnis PT.X

Introduction. Disasters caused by failures or incidents involving technology are one of the biggest causes of death in the international industrialized world. Nearly 65,000 deaths in the world were caused by technological disasters between 2009-2018 (WHO, 2018). PT X Indonesia is bordered by the Mookervaart river and the Daan Mogot main road. The east is bordered by vacant land, and the eastern part is a dense residential area. The south is bordered by a residential area and will be made a bus terminal, while the west of the Plant is bordered by a very dense residential area. At PT. X there are various kinds of work processes involving hazardous chemicals, starting from the receipt of materials classified as B3, storage, weighing of materials for the production process, to the production process of polymer dispersions, and their storage. Based on these conditions, it is necessary to have a comprehensive study of the management of the emergency response system at PT X. Methods. This research design uses a qualitative type with an observational descriptive approach. Researchers conducted direct observations in the field (PT. X) in collecting data, conducting in-depth interviews with informants taken using a list of questions based on the Self-Assessment Checklist based on the criteria contained in the 2019 edition of NFPA 1600 developed by Donald L. Schmidt. Data collection techniques were carried out through primary data collection and secondary data through in-depth interview methods with focus group discussion (FGD) formats, and checking supporting evidence. Based on these conditions, it is necessary to have a comprehensive study of the management of the emergency response system at PT X. The data is then processed and the percentage of conformity is calculated, by comparison with all conformity requirements in the 2019 edition of the NFPA 1600 standard check list. Results. From the results of the research conducted as outlined in an attached summary table, the overall average result of the fulfillment of the suitability of NPFA 1600-2019 clauses regarding crisis management standards, emergency response, and business continuity at PT X is at a percentage of suitability of 90.3%, with a percentage of fulfillment of clauses that are not yet suitable at 9.7%. Conclusion. The results of the evaluation of the emergency response system at PT. X are in the good category, with reference to previous similar research, but improvements are still needed in several clauses such as planning for disaster or incident recovery and alternative critical suppliers to maintain PT .X's business continuity

Abstrak:
Kebakaran kapal masih menjadi penyumbang kecelakaan yang cukup signifikan di Judul Tesis Indonesia dan di luar negeri. Kegagalan dalam memberikan respon keadaan darurat kebakaran dapat menimbulkan kerugian yang besar seperti kerusakan property, pencemaran lingkungan, rusaknya reputasi bahkan kehilangan nyawa. Diperlukan usaha secara berkelanjutan untuk memastikan kesiapan awak kapal, program-program, sarana dan prasarana serta manajemen dapat merespon keadaan darurat kebakaran dengan baik. Penelitian ini bertujuan untuk menjelaskan tentang kesiapsiagaan keadaan darurat kebakaran dikapal tunda berdasarkan regulasi SOLAS CHAPTER II-2 dan regulasi pendukungnya seperti ISM Code Chapter 8, SOLAS Chapter ( III, IV dan V ) di perusahaan PT. ABC pada tahun 2020. Penelitian ini merupakan penelitian yang bersifat deskriptif analitik dengan cara melakukan analisa data sekunder yang ada di PT. ABC terhadap regulasi SOLAS dan ISM Code, selanjutnya adalah memberikan rekomendasi dari hasil analisa tersebut. Hasil penelitian menunjukan nilai poesentase untuk program-program tanggap darurat terutama diprogram identifikasi bahaya kebakaran adalah 50% tingkat pemenuhanya terhadap standar, untuk sarana dan prasarana

Ship fires are still a significant contributor to accidents in Indonesia and abroad. Failure to respond to a fire emergency can cause great losses such as damage to property, pollution of the environment, damage to reputation and even loss of life. Continued efforts are needed to ensure the readiness of the crew, programs, facilities and infrastructure as well as management can respond to fire emergencies properly. This study aims to explain the preparedness of a fire emergency on a delay ship based on SOLAS CHAPTER II-2 regulations and supporting regulations such as ISM Code Chapter 8, SOLAS Chapter (III, IV and V) in the company PT. ABC in 2020. This research is a descriptive analytic study by analyzing secondary data at PT. ABC on the regulation of SOLAS and ISM Code, next is to provide recommendations from the results of the analysis. The results showed the percentage value for emergency response programs, especially programmed fire hazard identification is 50% level of compliance with the standard, for facilities and infrastructure are: 1. Compliance with LSA (Life Saving Appliances) in general from 6 categories already fulfilled, there are categories that fulfill 67%, 2. Compliance with Fire Protection and Fire Fighting Equipment from 11 categories in general has fulfilled there are several categories whose fulfillment is below 100%, Air-recharging system for SCBAs (0%), Self-contained breathing apparatuses (SCBAs) (80%), Fixed fire-detection and alarm systems (60%), Wheeled (mobile) fire extinguishers (71%)  xi  3. Fulfillment of Fixed firefighting systems in general have met, of the 7 categories there are parts that are still below 100%, 4. Fulfillment of radio and navigational equipment there are parts below 100%. In general, the overall level of preparedness for tugboat emergency response at PT. ABC of SOLAS and ISM is in the range of 50-100%, the component that needs attention from management is the availability of tools to conduct inspections, testing and maintenance in accordance with the standards, so that compliance can be maintained and improved continuously.

Abstrak: Penelitian ini membahas tentang penerapan sistem proteksi aktif, proteksi pasif,dan sistem tanggap darurat kebakaran di PT. Prasadha Pamunah Limbah Industri(PPLi). Tujuan dibuatnya penelitian ini adalah untuk mengetahui kesesuaiansistem proteksi aktif, sistem proteksi pasif, dan sistem tanggap darurat kebakarandengan standar Keputusan Menteri Pekerjaan Umum dan standar National FireProtection Association, metode penelitian yang digunakan adalah metodepenelitian deskriptif melalui observasi dan telaah dokumen yang beradadiperusahaan. Dari hasil penelitian dapat disimpulkan bahwa sistem proteksi aktif,sistem proteksi pasif, dan sistem tanggap darurat kebakaran belum seluruhnyamemenuhi standar.

This research is about the application of active and passive protection system andemergency response system of fire at PT Prasadha Pamunah Limbah Industri(PPLi). The purpose of this research is to understand about the compatibility ofthose system compare with Keputusan Menteri Pekerjaan Umum and NationalFire Protection Association, active and passive protection system and emeregencyresponse system of fire. This research use descriptive method through observationand document review. The conclusion of this research is the active and passiveprotection system and emergency response of fire at PT Prasadha PamunahLimbah Industri (PPLi) has not fully complied the standard.
