Pemerintah DKI Jakarta telah mengeluarkan beberapa kebijakan untuk mencegah dan menanggulangi pencemaran udara akan tetapi, masih banyak kendala dalam implementasi kebijakan pengelolaan kualitas udara perkotaan terkait transportasi khususnya di Propinsi DKI Jakarta. Oleh karena itu, tujuan penelitian ini untuk mengetahui implementasi kebijakan pengelolaan kualitas udara perkotaan terkait transportasi di Propinsi DKI Jakarta dengan pendekatan model sistem. Hal yang dilihat antara lain: instrumen kebijakan sumber daya dan manajemen. Penelitian ini merupakan penelitian dengan pendekatan kualitatif untuk menggali secara mendalam informasi yang ingin diketahui. Dalam penelitian ini data yang digunakan terdiri ataS data primer dan data sekunder. Data primer diperoleh dengan melakukan wawancara mendalam. Data sekunder diperoleh melalui telaah dokumen. Data primer diga1i dari berbagai informan yang berkompeten, yakni: Dewan Perwakilan Rakyat Daerah, Biro Hukum, Badan Pengelola Dampak Lingkungan Daerah. Dinas Perhubungan, Dinas Kesehatan dan Samsat. Hasil penelitian menunjukkan bahwa instrumen kebijakan telah ada, akan tetapi dipersepsikan hanya berlaku untuk BPLHD, penegakan hukum yang belum di1aksanakan secara sebenarnya dikarenakan sistem dan koordinasi yang belum maksimal, sumber daya manusia dan dana yang masih kurang, serta tidak adanya rencana strategis sehingga belum maksimalnya manajemen dan koordinasi. Oleh karena itu, da1am implementasi kebijakan pengelolaan kualitas udara perkotaan yang efektif, beberapa faktor tersebut perlu diperhatikan oleh pembuat dan pelaksana kebijakan.
The Government of DKI Jakarta Province had released some policies regarding to prevent and remedy air pollution. However, there are much problems related with urban air quality in DKI Jakarta Province. So that, purpose of this study will know implementation of urban air quality management policy related to transportation by system model approach. The matter will be studied are policy instruments, resources and management. This study is qualitative study to delv more information tboughtfully. In this studY, primary and secondary data will be used. Primacy data are collected from in depth interview with competent sources such as Dewan Perwakilan Rakyat Daerah. Biro Hukum, Badan Pengelola. Dampak Lingkungan Daerah, Dinas Perhubungan, Dinas Kesehatan and Samsat. Secondary data are collected by conducting documents. The study result showed that policy instrument has existed, but they are perceived only effective fot BPLHD, real law enforcement has been not implemented because system and coordination are not maximalized, human and money resources are minimal, and there is no strategic planning so that management and coordination are not maximalized. Therefure, to make implementation of urban air quality management policy become effective, the factors should be respected by related parties especially policy makers and policy implementors. In the incentive policy for health workers in regions dealing with COVID-19 (Innakesda) it is part of the health budget for handling COVID-19 which must be budgeted by local governments sourced from the Refocusing 8% DAU/DBH fund in 2021. It becomes interesting to further study the differences in the results of the implementation of the Innakesda policy carried out by the Regional Government where there are local governments that have succeeded in implementing this policy and there are also regional governments that have not succeeded in doing so. The success in this implementation can be seen from the availability of the budget and the realization of the incentive budget for health workers in the area. Therefore, it is interesting to know the factors that influence a region's success in implementing this policy. This research was conducted with a qualitative approach using in-depth interviews with several key informants and literature review. The analysis was conducted to see the success of Innakesda policy implementation from the dimensions of actors, content, context and processes in regional financial management. The location of the research was conducted in one of the areas that have successfully implemented the implementation of incentive policies for health workers in the regions, namely South Tangerang City. The conclusion of the study illustrates that there are situational context factors for handling the pandemic that rely on the role of health workers as the frontline as well as structural factors on the principle of decentralization of local government administration and humanitarian factors, this context also influences Political Will of the South Tangerang City government in implementing the Innakesda policy. Innakesda policy content in the harmonization of regulations in principle is in harmony with higher regulations to underpin the law on Innakesda policies and various efforts to evaluate policy implementation are also carried out by the central government and the results are used as input in making improvements to policy content in an effort to accelerate the realization of Innakesda in the Government South Tangerang City Area. Political Will of the Mayor of South Tangerang is a key role in the policy implementation process in regional financial management from the planning and budgeting stages in the integration and coordination of refocusing and budget reallocation while maintaining conformity/alignment of achieving RPJMD targets and staying focused on the COVID-19 handling program and Innakesda by looking at budgeting ability. For the implementation and administration stages, the principles of order and compliance in regional financial management are supported by a realization reporting system by utilizing technology in the Planning, Budgeting and Reporting Management Information System (SIMRAL). The research recommends that the South Tangerang City Government make improvements to the Regional Regulation on Disaster Management. Local governments in Indonesia make local regulations on non-natural disaster management with details related to budgeting, recording and reporting as well as maximizing the role of APIP. In determining the provision of incentives for Health Workers, the Ministry of Finance continues to pay attention to regional financial capabilities and the Ministry of Home Affairs continues to encourage Regional Governments to implement the Regional Government Information System (SIPD) properly. The local government of Kudus Regency has committed to accelerating the handling of stunting cases and is trying to realize Kudus zero stunting by issuing Regional Regulation Number 53/2020 concerning the Acceleration of Stunting Prevention in Kudus Regency. However, the implementation of convergence in Kudus has not run optimally. The results of the work meeting on the assessment of the integrated stunting prevention convergence action in Central Java in 2020, the capacity for implementing situation analysis and inputting as well as the quality of situation analysis with cross-sectoral involvement in Kudus Regency has not been optimal, the stunting discussion has not been carried out intensively, and there are no regulations to strengthen publications of stunting prevention. In addition, the COVID-19 pandemic has led to a refocusing of the budget from other services and programs, including stunting prevention. The purpose of this study is to analyze the implementation of policies to accelerate stunting prevention during the COVID-19 pandemic in Kudus Regency. This research is qualitative research. Data were collected through in-depth interviews with informants and document review with the Edward III framework covering the variables of communication, resources, disposition, and bureaucratic structure and Van Meter and Van Horn covering variables of the economic, social and political environment. Research informants are representatives from regional apparatus who are members of the stunting prevention acceleration team at the district, sub-district, and village/kelurahan levels as well as the Human Development Cadre (KPM). The study was conducted from April to May 2022. The results show that policy implementation has been running but sensitive nutrition interventions have not been maximized, communication is limited due to the COVID-19 pandemic, the available resources are adequate, and there are policy guidelines that are known and understood by policy implementers, coordination is not optimal. , the economic and social environment is not yet sufficiently supportive and the political environment is sufficiently supportive of policies. In conclusion, the implementation of the policy to accelerate stunting prevention during the COVID-19 pandemic has not run optimally, with constraints on human resource variables, coordination, as well as the economic and social environment. Thus, the implementation of convergence still needs to be improved by carrying out activities in a coordinated manner between institutions. Socialization to the community continues to be intensified so that policy objectives can be achieved. This policy need to be adjusted with the latest Presidential Regulation on accelerating stunting reduction.
