The implementation of the COVID-19 vaccination in East Jakarta City based on Presidential Regulation Number 99 of 2021 concerning the Procurement of Vaccines and Implementation of COVID-19 Vaccinations, then Minister of Health Regulation Number 10 of 2021 concerning the Implementation of COVID-19 Vaccinations. The policy aims to reduce transmission, minimize morbidity and mortality due to COVID19 and build a group immunity in the community to remain socially and economically productive. The governments targeted that by the end of 2021, all the regions could achieve at least 70% of the target population. However, until February 2022, the city of East Jakarta's achievements are still under the target, for the 1st dose was 66.53% and 59.93% for the completed dosage. The purpose of this study is to analyze the implementation of the COVID-19 vaccination policy implementation in the Administrative City of East Jakarta. This qualitative research collects the data through in-depth interviews with informants and document review using the Edward 3's framework and van meter and van horn theory. The informants are PIC of vaccination program in primary health care. The study was conducted from April to June 2022 with results showing the policy implementation has been running, however, there is unsynchronized between the Pcare and pedulilindungi and/or the dukcapil, communication to policy implementation has been carried out well, human resources are starting to be limited, facilities are adequate, but lately, the vaccine is approaching the expiration date, coordination between the parts involved and between agencies is quite well established, the existing SOPs are still using the old technical guidelines or not yet updated, the disposition of policy implementers is good, and the social and political environment is quite influential on policy implementation. The constraining factor is that public interest has begun to decline, especially for follow-up doses due to the absence of strict regulations regarding booster doses of vaccination. Thus, the implementation of the COVID-19 vaccination still needs to be improved by coordinating with BPJS related to care and protection, coordination with the Food and Drug Administration (BPOM), and PT.Bio Farma is associated with the vaccine of COVID-19, and monitoring evaluations associated with vaccines and the cold chain at sub-district health centers. In addition, there is a need for regulations related to the implementation of further vaccination.
Teleconsultation FKTP is one of the policies issued by BPJS Kesehatan. The definition used in this Teleconsultation is Indirect Contact Service, which is the provision of health services through an information system used by FKTP and Participants as a means of communication, or through an information system provided by BPJS Health, as a means of two-way communication/consultation. This policy began to be implemented in April 2020 and until August 2021, national achievements are still not optimal, only a few districts/cities have shown better achievements, one of which is the highest achievement in the Malang City FKTP. This study aims to analyze the implementation of the FKTP Teleconsultation policy in preventing the spread of COVID-19 without patients losing their rights to access health services, using qualitative methods, during October 2021 - December 2021 at the Malang City FKTP. Data collection techniques through FGD and in-depth interviews with key informants and document review, using the Van Meter and Van Horn Policy Implementation. The results of the research in November 2021 obtained that the KBK Contact Number reached 135/mill from the minimum target of 150/mill, the Indirect Contact Number for health facilities compliance indicators on quality was only achieved with a weight of 15% of the 20% target, 100% of Malang City FKTP had Teleconsultation implementation, and utilization by patients slowly increased up to 33.66% and there was an increasing trend of collaborative FKTP. In this study, the researcher suggests that the training of FKTP officers be carried out periodically, starting with teleconsultation to Prolanis participants, direct supervision as a routine activity and political support through the Malang City Government to be able to increase free hotspots that can be accessed by residents, so they can take advantage of the services. Penelitian ini dilakukan dengan tujuan untuk mengetahui implementasi kebijakan kesehatan jiwa dan psikososial pada masa pandemi COVID-19 di Kota Depok, Jawa Barat. Metode penelitian menggunakan pendekatan kualitatif melalui wawancara mendalam kepada informan dan telaah dokumen dengan framework Van Meter & Van Horn, serta keabsahan data menggunakan triangulasi sumber dan metode. Penelitian ini dilakukan selama bulan Oktober sampai Desember 2020.
Hasil penelitian menunjukkan beberapa kegiatan pelaksanaan kesehatan jiwa tidak terlaksana karena adanya pembatasan sosial, ukuran dan tujuan kebijakan dipahami dan telah dilaksanakan, kurangnya koordinasi lintas sektor, minimnya ketersediaan sumber daya manusia dan kompetensi bidang kesehatan jiwa, komunikasi antar organisasi berjalan baik, disposisi pelaksana baik, serta adanya pengaruh lingkungan ekonomi, sosial dan politik.
Kesimpulannya implementasi kebijakan kesehatan jiwa dan psikososial pada masa pandemi COVID-19 belum berjalan dengan baik dikarenakan pembatasan sosial, minimnya sumber daya manusia dan kompetensi bidang kesehatan jiwa, serta kurangnya koordinasi lintas sektor. Rekomendasinya perlu dibuat Surat Edaran maupun Rencana Aksi Daerah tentang pelaksanaan kesehatan jiwa dan psikososial pada masa pandemi termasuk upaya mitigasi
Depok is the first city to find cases of COVID-19 infection, until 19 October 2020 there have been 6,661 people were confirmed positive. Due to the increasing number of cases, the Depok City Government implemented Large-Scale Social Restrictions (PSBB). The implementation of these policies also affects mental and psychosocial health.
The purpose of this study is to find out the implementation of mental health and psychosocial policies during the COVID-19 pandemic in Depok City, West Java Province. The research method used a qualitative approach through in-depth interviews with informants and document review with the Van Meter & Van Horn framework, and the validity of the data used triangulation of sources and methods. This research was conducted from October to December 2020.
The results showed that some mental health implementation activities were not carried out due to social restrictions, policies and objectives were understood and implemented, lack of cross-sector coordination, lack of availability of human resources and competence in mental health, communication between organizations is running well, the disposition of the executor is good, as well as the influence of the economic, social and political environment.
In conclusion, the implementation of mental health and psychosocial policies during the COVID-19 pandemic has not been going well due to social restrictions, lack of human resources and mental health competence, and lack of cross-sector coordination. The recommendations need to formulate neither Circular Letter nor Regional Action Plan on the implementation of mental and psychosocial health during the pandemic including mitigation efforts
In the incentive policy for health workers in regions dealing with COVID-19 (Innakesda) it is part of the health budget for handling COVID-19 which must be budgeted by local governments sourced from the Refocusing 8% DAU/DBH fund in 2021. It becomes interesting to further study the differences in the results of the implementation of the Innakesda policy carried out by the Regional Government where there are local governments that have succeeded in implementing this policy and there are also regional governments that have not succeeded in doing so. The success in this implementation can be seen from the availability of the budget and the realization of the incentive budget for health workers in the area. Therefore, it is interesting to know the factors that influence a region's success in implementing this policy. This research was conducted with a qualitative approach using in-depth interviews with several key informants and literature review. The analysis was conducted to see the success of Innakesda policy implementation from the dimensions of actors, content, context and processes in regional financial management. The location of the research was conducted in one of the areas that have successfully implemented the implementation of incentive policies for health workers in the regions, namely South Tangerang City. The conclusion of the study illustrates that there are situational context factors for handling the pandemic that rely on the role of health workers as the frontline as well as structural factors on the principle of decentralization of local government administration and humanitarian factors, this context also influences Political Will of the South Tangerang City government in implementing the Innakesda policy. Innakesda policy content in the harmonization of regulations in principle is in harmony with higher regulations to underpin the law on Innakesda policies and various efforts to evaluate policy implementation are also carried out by the central government and the results are used as input in making improvements to policy content in an effort to accelerate the realization of Innakesda in the Government South Tangerang City Area. Political Will of the Mayor of South Tangerang is a key role in the policy implementation process in regional financial management from the planning and budgeting stages in the integration and coordination of refocusing and budget reallocation while maintaining conformity/alignment of achieving RPJMD targets and staying focused on the COVID-19 handling program and Innakesda by looking at budgeting ability. For the implementation and administration stages, the principles of order and compliance in regional financial management are supported by a realization reporting system by utilizing technology in the Planning, Budgeting and Reporting Management Information System (SIMRAL). The research recommends that the South Tangerang City Government make improvements to the Regional Regulation on Disaster Management. Local governments in Indonesia make local regulations on non-natural disaster management with details related to budgeting, recording and reporting as well as maximizing the role of APIP. In determining the provision of incentives for Health Workers, the Ministry of Finance continues to pay attention to regional financial capabilities and the Ministry of Home Affairs continues to encourage Regional Governments to implement the Regional Government Information System (SIPD) properly. This research aimed to evaluating availability of resources and management processes of government organizations in implementing the achievement of public health in Jatinegara District and Matraman. The research using cross sectional method with questionnaire and supported by in-depth interview to confirm the result. The results show that in general the availability of resources and process management in government organizations have already been higher, however the achievement of SPM and PHBS in both areas still has not reached the national target. It is suggested to East Jakarta Municipal Administration to strengthen organizational management in order to increase public health and build crosssectoral cooperation and the effort of community empowerment should be integrated with overall community organization at village level by completing employee competency. Stunting merupakan permasalahan serius di seluruh dunia. Prevalensi stunting di Indonesia tahun 2023 sebesar 21,5% menurun 0,1% dari tahun 2022. Prevalensi stunting di DKI Jakarta sebesar 17,6% meningkat 2,8% dari tahun 2022 sedangkan Jakarta utara memiliki kenaikan prevalensi stunting terendah dari 4 Kota Administrasi di DKI Jakarta yaitu 1,3% dari tahun 2022 dengan prevalensi stunting sebesar 19,8%. Jakarta utara memiliki kebijakan berupa modul aksi cegah stunting yaitu Jakarta Utara menuju Zero Stunting. Berdasarkan data BPS tahun 2023, terdapat 13,33% perempuan usia 10 tahun ketas di Jakarta Utara yang tidak menyelesaikan pendidikannya dan terdapat 7,24% penduduk miskin di Jakarta Utara. Berdasarkan Perpres RI No. 72 Tahun 2021 tentang Percepatan Penurunan Stunting, target prevalensi stunting tahun 2024 sebesar 14%. Jakarta Utara masih memiliki gap sebesar 5,8% untuk mencapai target 14% prevalensi stunting di tahun 2024. Oleh karena itu dilakukan penelitian mengenai analisis implementasi kebijakan stunting di Jakarta Utara dari aspek ekonomi berupa program pemberian susu, telur untuk balita bermasalah gizi, makanan tambahan bagi ibu hamil Kurang Energi Kronik (KEK) dan aspek pendidikan melalui edukasi stunting kepada ibu hamil dan orang tua balita sebagai upaya pencegahan dan penanggulangan stunting. Model implemntasi kebijakan yang digunakan adalah model Van Meter Van Horn. Penelitian ini adalah penelitian kualitatif dengan pendekatan studi kasus. Pengambilan data melalui wawancara mendalam kepada 15 informan dari instansi pemerintah, orang tua balita dan ibu hamil serta FGD kepada kader posyandu di wilayah Cilincing dan Tanjung priok sebagai lokasi penelitian. Hasil penelitian dari aspek ekonomi pemberian susu dan telur bagi balita bermasalah gizi pada tahun 2023 berkontribusi terhadap pencegahan dan penanganan balita stunting di Jakarta Utara. Hal ini dapat dilihat dari 72,11% balita weight faltering mengalami kenaikan berat badan, 59,01% balita under weight sudah tidak under weight, 54,9% balita gizi kurang sudah tidak gizi kurang dan 45,34% gizi buruk sudah tidak menjadi gizi buruk serta 149 balita stunting sudah tidak menjadi stunting berdasarkan status gizi. Dari aspek pendidikan pemberian edukasi mengenai stunting kepada ibu hamil kurang optimal karena hanya 9,93% ibu hamil mendapatkan edukasi melalui kelas ibu yang dianggarkan oleh puskesmas di Jakarta Utara, namun semua orang tua balita bermasalah gizi sudah mendapatkan edukasi mengenai stunting. Diperlukan edukasi mengenai pencegahan dan penanganan stunting secara masif kepada ibu hamil dan orang tua balita serta perlu adanya regulasi mengenai pemberian pangan tinggi protein hewani bagi ibu hamil dan balita bermasalah gizi dan bagi balita dari keluarga dengan penghasilan di bawah UMP
Stunting is a serious problem throughout the world. The prevalence of stunting in Indonesia in 2023 is 21.5%, a decrease of 0.1% from 2022. The prevalence of stunting in DKI Jakarta is 17.6%, an increase of 2.8% from 2022, while North Jakarta has the lowest increase in stunting prevalence of the 4 Administrative Cities in DKI Jakarta, namely 1.3% from 2022 with a stunting prevalence of 19.8%. North Jakarta has a policy in the form of an action module to prevent stunting, namely North Jakarta towards Zero Stunting. Based on BPS data for 2023, there are 13.33% of women aged 10 years and above in North Jakarta who have not completed their education and there are 7.24% of poor people in North Jakarta. Based on RI Presidential Decree No. 72 of 2021 concerning the Acceleration of Reducing Stunting, the target for stunting prevalence in 2024 is 14%. North Jakarta still has a gap of 5.8% to achieve the target of 14% stunting prevalence in 2024. Therefore research was conducted regarding the analysis of the implementation of stunting policies in North Jakarta from an economic aspect in the form of programs providing milk, eggs for toddlers with nutritional problems, additional food. for pregnant women with Chronic Energy Deficiency (KEK) and educational aspects through stunting education for pregnant women and parents of toddlers as an effort to prevent and overcome stunting. The policy implementation model used is the Van Meter Van Horn model. This research is qualitative research with a case study approach. Data were collected through in-depth interviews with 15 informants from government agencies, parents of toddlers and pregnant women as well as FGDs with posyandu cadres in the Cilincing and Tanjung Priok areas as research locations. The results of research from the economic aspect of providing milk and eggs to toddlers with nutritional problems in 2023 will contribute to the prevention and handling of stunting toddlers in North Jakarta. This can be seen from 72.11% of underweight toddlers experiencing weight gain, 59.01% of underweight toddlers are no longer underweight, 54.9% of underweight toddlers are no longer underweight and 45.34% of underweight toddlers are no longer underweight. malnutrition and 149 stunted toddlers were no longer stunted based on nutritional status. From an educational aspect, providing education about stunting to pregnant women is less than optimal because only 9.93% of pregnant women receive education through maternal classes budgeted for by the community health center in North Jakarta, but all parents of toddlers with nutritional problems have received education about stunting. Massive education regarding the prevention and handling of stunting is needed for pregnant women and parents of toddlers and there is a need for regulations regarding providing food high in animal protein for pregnant women and toddlers with nutritional problems and for toddlers from families with incomes below the UMP
