Abstrak:
"Peraturan Daerah Jawa Barat No.5 Tahun 2018 tentang Pelayanan Kesehatan Jiwa merupakan salah satu dukungan pemerintah Jawa Barat bagi pelayanan kesehatan jiwa, setelah keluarnya Undang-Undang No18 tahun 2018 tentang Kesehatan Jiwa. Namun dalam pelaksanaannya, sistem perundang-undangan yang berlaku hingga saat ini masih belum cukup banyak membantu dalam hal peningkatan upaya layanan kesehatan jiwa. Kota Bandung yang merupakan bagian dari Kab/Kota Jawa Barat memilliki angka prevalensi depresi tertinggi ke dua, dan memiliki angka cakupan pengobatan yang paling rendah diantara Kab/Kota lainnya. Tujuan : Penelitian ini bertujuan untuk menganaslisis implementasi Peraturan Daerah Jawa Barat No.5 tahun 2018 tentang Pelayanan Kesehatan Jiwa. Metode: penelitian ini merupakan penelitian analitik kualitatif yang diharapkan dapat menjawab pertanyaan pada penelitian. Penelitian ini juga menggunakan teori Van Meter Van Hotern sebagi teori pendukung analisis implementasi. Penelitian ini dilakukan di Kota Bandung dengan informan Dinas Kesehatan Jawa Barat, Dinas Kesehatan Kota Bandung, Dinas Sosial Kota Bandung, Puskesmas, dan Organisasi Pelayanan Sosial. Metode yang digunaan dalam pengumpulan data ialah dengan wawancara mendalam dan telaah dokumen terkait. Hasil: Hasil penelitian menunjukan bahwa implementasi kebijakan belum dapat berjalan secara optimal, adanya perbedaan standar dan sasaran yang digunakan dalam penentuan indikator kinerja instansi. Masih terdapat sumber daya yang belum mencukupi untuk mendorong implementasi pelayanan kesehatan jiwa dasar bagi masyarakat Kota Bandung. Kualitas Hubungan antar instansi pelaksana kebijakan sudah terlaksana cukup baik ditunjukan dengan adanya koordinasi yang aktif dilakukan untuk pelayanan kesehatan jiwa baik secara formal maupun informal. Sudah tersedianya SOP pelayanan ODGJ bagi sektor kesehatan sehingga memudahkan dalam hal perujukan. Lingkungan eksternal yaitu masyarakat yang sudah mulai aktif melaporkan jika adanya kasus ODGJ di masyarakat. Namun terdapat beberapa aspek yang perlu untuk ditinjau kembali yaitu aspek sumberdaya terkait anggaran dan SDM. Perlunya sosialisasi Kembali terkait Peraturan Daerah Jawa Barat No.5 Tahun 2018 dan SOP yang digunakan dalam perujukan ODGJ kepada instansi terkait diluar sektor kesehatan, sehingga adanya kesamaan pemahaman dalam pelaksanaan pelayanan kesehatan jiwa dasar."

Introduction: West Java Regional Regulation No. 5 of 2018 concerning Mental Health Services is one of the West Java government's support for mental health services, after the issuance of Law No. 18 of 2018 concerning Mental Health. However, in practice, the regulatory system that has been in effect so far has not been of much assistance in terms of improving mental health service efforts. The city of Bandung, which is part of the West Java Regency/City, has the second highest depression prevalence rate, and has the lowest treatment coverage rate among other Regencies/Cities. Purpose: This study aims to analyze the implementation of the basic mental health service system in West Java Regional Regulation No. 5 of 2018 concerning Mental Health Services. Method: this research is a qualitative analytic research which is expected to be able to answer research questions. This study also uses Van Meter Van Hotern's theory as a supporting theory for implementation analysis. This research was conducted in the city of Bandung with informants from the West Java Health Office, the Bandung City Health Service, the Bandung City Social Service, Community Health Centers, and Social Service Organizations. The method used in collecting data is by in-depth interviews and review of related documents. Results: The results of the study show that policy implementation has not been able to run optimally, there are differences in standards and targets used in the selection of agency performance indicators. There are still insufficient resources to encourage the implementation of basic mental health services for the people of Bandung City. The quality of the relationship between policy implementing agencies is quite good as indicated by the existence of active coordination for mental health services both formally and informally. The SOP for ODGJ services is already available for the health sector to make it easier in terms of referrals. The external environment is the community that has started to actively report cases of ODGJ in the community. However, there are several aspects that need to be reviewed, namely the aspect of resources related to budget and human resources. The need for socialization again regarding West Java Regional Regulation No. 5 of 2018 and the SOP used in referring ODGJ to related agencies outside the health sector, so that there is a comfortable understanding in implementing basic mental health services

Abstrak: Based on the Report of the Health Research in 2013, showed there were about18,800 cases of deprivation were detected nationwide. Abstrak:

Analisis penerapan Penganggaran berbasis Kinerja untuk Standar Pelayanan Minimal (SPM) Orang dengan Gangguan Jiwa (ODGJ) Berat di Dinas Kesehatan Kota Depok Tahun 2025, Penelitian ini menganalisis pelaksanaan penganggaran berbasis kinerja (PBK) terhadap Standar Pelayanan Minimal (SPM) ODGJ Berat di Dinas Kesehatan Kota Depok telah mencerminkan kebutuhan riil di lapangan. Meskipun capaian SPM tercatat mencapai 100% pada tahun 2023 dan 2024, alokasi anggaran justru mengalami penurunan signifikan: dari (0,06%) pada 2023 menjadi hanya (0,02%) pada 2024 dari total anggaran Dinas Kesehatan. Kontradiksi ini mencolok, terutama ketika prevalensi gangguan jiwa di Kota Depok masih sangat tinggi 9,1% di kalangan pegawai pemerintah dan 15,3% di masyarakat umum, angka provinsi (4,4%) dan nasional (2%). Kondisi ini menunjukkan adanya tantangan serius dalam penerapan PBK yang seharusnya mengedepankan prinsip efektivitas, efisiensi, dan evidence-based. Penelitian ini menggunakan pendekatan komprehensif terhadap komponen struktur, proses, dan komitmen daerah, untuk menilai apakah kebijakan penganggaran yang diterapkan sudah mendukung keberlanjutan layanan kesehatan jiwa secara substantif, bukan sekadar administratif.


Analysis of the Implementation of Performance-Based Budgeting for Minimum Service Standards (SPM) for People with Severe Mental Disorders (ODGJ) at the Depok City Health Office in 2025,This study analyzes whether the implementation of performance-based budgeting (PBB) for the Minimum Service Standards (SPM) for People with Severe Mental Disorders (ODGJ) at the Depok City Health Office reflects the actual needs in the field. Although SPM achievements reached 100% in 2023 and 2024, the allocated budget experienced a significant decline—from 0.06% in 2023 to only 0.02% in 2024 of the total Health Office budget. This contradiction is striking, especially considering the high prevalence of mental disorders in Depok: 9.1% among government employees and 15.3% in the general population, far exceeding the provincial average (4.4%) and the national rate (2%). This situation highlights serious challenges in the application of PBB, which should prioritize effectiveness, efficiency, and evidence-based principles. This study adopts a comprehensive approach by examining structural components, processes, and regional commitment to assess whether the current budgeting policy supports the sustainability of mental health services in a substantive, rather than merely administrative, manner.
