Abstrak:
Sistem Proteksi Kebakaran Aktif merupakan suatu bentuk penanggulangankebakaran menggunakan sarana manual atau otomatis yang bertujuan untukmencegah atau meminimalkan kerugian akibat kebakaran. Penelitian kualitatif mengenai sistem proteksi kebakaran aktif dilakukan di PT X dengan pendekatan deskriptif analitik. Gambaran sistem proteksi kebakaran aktif dilihat darikesesuaian pelaksanaan dengan Permen PU No. 2006 PRT/M/2008, SNI 03-1745-2000, SNI 03-3985-2000, SNI 03-3989-2000, SNI 03 6570-2001, dan NFPA 15 melalui observasi lapangan, wawancara, dan telaah dokumen. Hasil penelitian menunjukkan bahwa penerapan Alarm Kebakaran, Detektor Kebakaran, Hidran,dan Water Spray Fixed System telah sesuai, namun masih terdapat beberapa ketidak sesuaian pada Titik Panggil Manual, Springkler, Alat Pemadam Api Ringan(APAR), dan Pompa Pemadam Kebakaran yang diakibatkan oleh kurangnyapersonil safety dan pemeliharaan sara proteksi kebakaran yang belum optimal. Olehkarena itu, diperlukan upaya perbaikan dengan menambah jumlah personil safetydan perbaikan pada kualitas pemeliharaan sarana proteksi kebakaran aktif.Kata kunci :Analisis, Sistem Proteksi Kebakaran

Abstrak:
Penelitian ini membahas implementasi dan analisisnya terkait sistem proteksi aktif dan pasif terhadap kebakaran kebakaran serta sarana penyelamatan jiwa yang ada di Jakarta International Stadium pada tahun 2022. Penelitian ini menggunakan desain penelitian deskriptif analitik dengan menggunakan metode semi-kuantitatif. Berdasarkan hasil penelitian, diperoleh tingkat kesesuaian keseluruhan implementasi yang menunjukkan nilai sebesar 77,79% pada Existing result dan dikategorikan ?Cukup (C)?. Selain itu diperoleh pula nilai pada Proyecting result sebesar 84,65% yang dikategorikan "Baik (B)". Hasil ini menunjukkan bahwa implementasi yang ada dianggap cukup mampu untuk mempertahankan konstruksi bangunan selama kebakaran terjadi, memberikan pertahanan pada bangunan untuk mencegah penyebaran api dan asap, melakukan pendeteksian, penginformasian, dan pemadaman api kebakaran, serta mampu untuk menyediakan sarana dan rute jalan keluar dan meminimalisir adanya hambatan yang dapat berdampak pada total waktu evakuasi penghuni hingga mencapai eksit pelepasan dan titik berkumpul sementara

Based on the results of the study, the overall level of conformity of the implementation showed a value of 77.79% in the Existing result and was categorized as "Enough (C)". Abstrak:
Sektor perkantoran yang berada pada bangunan bertingkat tinggi memiliki potensi bahaya dan risiko kebakaran yang signifikan. Penelitian ini memiliki fokus pada analisis sistem proteksi aktif, sistem proteksi pasif, sarana penyelamatan jiwa, dan manajemen keselamatan kebakaran di Kantor Pusat PT XYZ. Desain penelitian menggunakan studi observasional dengan pendekatan semi kuantitatif. Pengumpulan data melalui observasi langsung, wawancara, telaah dokumen, serta menggunakan instrumen lembar checklist. Analisis data dilakukan dengan membandingkan kondisi aktual terhadap Peraturan Menteri Pekerjaan Umum Nomor 26/PRT/M/2008, Peraturan Menteri Kesehatan No. 48 Tahun 2016, Peraturan Menteri Pekerjaan Umum No. 20 Tahun 2009, dan Standar Nasional Indonesia (SNI). Berdasarkan hasil penelitian, sistem proteksi kebakaran aktif memperoleh persentase tingkat kesesuaian sebesar 85,2% dengan kriteria baik, sistem proteksi kebakaran pasif memperoleh persentase tingkat kesesuaian sebesar 66,6% dengan kriteria cukup, sarana penyelamatan jiwa memperoleh persentase tingkat kesesuaian sebesar 91,5% dengan kriteria baik, serta manajemen keselamatan kebakaran memperoleh persentase tingkat kesesuaian sebesar 91,8% dengan kriteria baik. Secara umum, elemen sistem proteksi kebakaran dan manajemen keselamatan kebakaran di Kantor Pusat PT XYZ telah memenuhi peraturan dan standar dengan persentase rata-rata yaitu 83,7%.

Abstrak:
Di rumah sakit terdapat banyak sumber bahaya untuk keperluan medis dan non medis yang dapat menyebabkan kebakaran. Penelitian ini membahas tentang gambaran penerapan pada sistem proteksi kebakaran dan sarana penyelamatan jiwa di Gedung A Rumah Sakit X Depok. Desain penelitian ini bersifat deskriptif dengan pendekatan kualitatif berdasarkan hasil observasional. Objek penelitian ini yaitu setiap elemen pada sistem proteksi kebakaran aktif, pasif, dan sarana penyelamatan jiwa di Rumah Sakit X Depok. Pengumpulan data dilakukan dengan metode observasi, wawancara, dan hasil dari lembar tilik. Analisis dilakukan dengan melakukan perbandingan antara sistem proteksi kebakaran dan sarana penyelamatan jiwa dengan IFC, PAHO, NFPA 72, NFPA 13, NFPA 14, NFPA 10, NFPA 101, serta Peraturan Menteri Pekerjaan Umum No. 26/PRT/M/2008 tentang Persyaratan Teknis Sistem Proteksi Kebakaran pada Bangunan Gedung dan Lingkungan. Berdasarkan hasil penelitian ini menggambarkan bahwa Rumah Sakit X Depok masih belum memprioritaskan keselamatan kebakaran di Gedung A dibuktikan dengan beberapa sistem proteksi kebakaran dan sarana penyelamatan jiwa yang masih belum memenuhi standar yang berlaku.

Skripsi ini membahas mengenai gambaran penerapan sistem proteksi kebakaran, sarana penyelamatan jiwa, dan manajemen kebakaran pada Rumah Sakit X. Penelitian ini menggunakan desain penelitian observasional dengan pendekatan kualitatif. Objek pada penelitian ini adalah fasilitas sistem proteksi kebakaran aktif, sistem proteksi kebakaran pasif, sarana penyelamatan jiwa, dan manajemen kebakaran Rumah Sakit X. Pengumpulan data didapatkan melalui observasi, wawancara, dan telaah dokumen, serta menggunakan instrumen berupa checklist. Analisis data dilakukan dengan membandingkan kondisi aktual dengan standar dan peraturan yang berlaku. Standar dan peraturan yang digunakan dalam penelitian ini adalah NFPA dan Pedoman Teknis Di Bidang Bangunan dan Sarana Rumah Sakit, Kemenkes RI 2012. Hasil akhir data merupakan presentase tingkat pemenuhan standar dan kategori penilaian menurut Balitbang Departemen Pekerjaan Umum. Berdasarkan hasil penelitian, sistem proteksi kebakaran aktif memiliki nilai presentase tingkat pemenuhan 53% dengan kategori kurang, sistem proteksi kebakaran aktif memiliki nilai presentase tingkat pemenuhan 42% dengan kategori kurang, sarana penyelamatan jiwa memiliki nilai presentase tingkat pemenuhan 66,7% dengan kategori cukup baik, dan manajemen kebakaran memiliki nilai presentase tingkat pemenuhan 81% dengan kategori baik.

Salah satu sektor yang memiliki risiko tinggi terhadap bahaya kebakaran adalah rumah sakit. Rumah sakit memiliki karakteristik banyak menyerap tenaga kerja, padat teknologi, terbukanya akses bagi pasien, pengantar, dan pengunjung, serta kegiatan berjalan selama 24 jam. Penelitian ini bertujuan untuk menganalisis implementasi sistem manajemen kebakaran mulai dari pra kebakaran, saat kebakaran, hingga pasca terjadinya kebakaran di RSUD KiSA Kota Depok sesuai dengan Peraturan Menteri Kesehatan RI No. 40 Tahun 2022, Pedoman Teknis di Bidang Bangunan dan Sarana Rumah Sakit, standar NFPA, dan Peraturan Menteri Pekerjaan Umum No. 20 Tahun 2009. Penelitian ini menggunakan desain penelitian studi observasional dengan pendekatan kualitatif. Pengumpulan data didapatkan melalui observasi, wawancara, dan telaah dokumen yang didukung dengan instrumen berupa daftar tilik. Analisis data dilakukan dengan analisis secara deskriptif dan dibandingkan dengan peraturan dan standar yang berlaku. Hasil penelitian menunjukan bahwa kebijakan manajemen terkait kebakaran sudah disosialisasikan. Telah terbentuk tim K2G, namun papan struktur K2G belum diisi dengan rutin. Terdapat dokumen identifikasi bahaya kebakaran dan telah terlaksana pelatihan sebanyak 2 kali dalam setahun, namun pasien dan pengunjung belum mendapat pembinaan. Persentase tingkat kesesuaian penerapan sistem proteksi kebakaran aktif adalah 80%, sistem proteksi kebakaran pasif adalah 67%, dan sarana penyelamatan jiwa adalah 81%. Inspeksi kebakaran internal belum dilakukan secara rutin dan masih terdapatnya pegawai yang merokok di rumah sakit. Terdapat prosedur tanggap darurat kebakaran yang komprehensif, namun HT dalam kondisi rusak untuk mendukung komunikasi darurat. Penyelidikan dan pelaporan telah terlaksana oleh pihak K3RS, kepala bagian, dan perwakilan instalasi terkait, serta audit kebakaran telah dilakukan setiap 4 tahun sekali dan 1 tahun sekali berupa pemeriksaan dan pengujian. Saran yang diberikan, yaitu mensosialisasikan kembali kewajiban untuk mengisi papan K2G, memberikan sosialisasi kepada pasien dan pengunjung terkait keselamatan kebakaran, memperhatikan jarak pemasangan sistem proteksi kebakaran aktif, melakukan inspeksi secara rutin pada seluruh sarana keselamatan kebakaran, membentuk sanksi bagi pegawai yang merokok, dan memperbaiki HT yang rusak untuk digunakan saat komunikasi darurat.
One sector that has a high risk of fire hazards is hospitals. Hospitals have the characteristics of being labor-intensive, technology-intensive, open access for patients, caregivers, visitors, and operations for 24 hours. This study aims to analyze the implementation of the fire management system from pre-fire, during fire, to post-fire at RSUD KiSA Depok City in accordance with the Indonesian Minister of Health Regulation No. 40 of 2022, Technical Guidelines in the Field of Hospital Buildings and Facilities, NFPA standards, and Minister of Public Works Regulation No. 20 of 2009. This research used an observational study research design with a qualitative approach. Data collection was obtained through observation, interviews, and document review supported by an instrument in the form of a checklist. Data analysis was carried out by descriptive analysis and compared with applicable regulations and standards. The results showed that management policies related to fire have been socialized. The K2G team has been formed, but the K2G structure board has not been filled regularly. There is a fire hazard identification document and training has been carried out 2 times a year, but patients and visitors have not received guidance. The percentage of conformity level of active fire protection system implementation is 80%, passive fire protection system is 67%, and means of escape facilities are 81%. Internal fire inspections have not been conducted regularly and there are still employees who smoke in the hospital. There is a comprehensive fire emergency response procedure, but the HT is in poor condition to support emergency communication. Investigation and reporting have been carried out by the K3RS, section heads, and representatives of related installations, and fire audits have been carried out every 4 years and once a year in the form of inspection and testing. The suggestions given are to re-socialize the obligation to fill in the K2G board, provide socialization to patients and visitors regarding fire safety, pay attention to the installation distance of active fire protection systems, conduct regular inspections of all fire safety facilities, establish sanctions for employees who smoke, and repair damaged HTs to be used during emergency communication.

Kebakaran merupakan kejadian yang tidak diinginkan dan menimbulkan kerugian aset hingga munculnya korban jiwa. Kasus kebakaran di Indonesia terhadap bangunan gedung, mayoritas disebabkan oleh kelistrikan dan pemeliharaan proteksi kebakaran pada bangunan gedung yang kurang baik hingga tidak disediakan proteksi kebakaran. Selain itu beberapa kasus kebakaran di bangunan gedung diperparah dengan proteksi kebakaran yang tersedia di bangunan gedung tidak sesuai dengan regulasi dan standar yang berlaku. Beberapa kasus kebakaran yang pernah terjadi di bangunan gedung Universitas X disebabkan oleh arus pendek dan puntung rokok. Bangunan multifungsi memiliki karakteristik berbeda sehingga membutuhkan proteksi kebakaran yang sesuai dengan fungsi dari setiap aktivitas yang dilakukan pada ruangan atau lantai selain perlindungan terhadap bangunan gedung secara keseluruhan sesuai PERMEN PU no 26 tahun 2008. Tujuan penelitian ini adalah menganalisis sistem proteksi kebakaran pada bangunan multifungsi di Zona Perpustakaan yang terdapat di Universitas X. Desain penelitian ini menggunakan desain studi deskriptif kuantitatif dengan metode pengumpulan data berupa pemeriksaan sistem proteksi kebakaran, dan desain studi deskriptif kualitatif dengan metode pengumpulan data observasi sistem proteksi kebakaran, wawancara untuk konfirmasi kondisi sistem proteksi kebakaran dan pemeriksaan dokumen terkait, serta analisis simulasi evakuasi menggunakan software Pathfinder 2019, dan dilakukan pemeriksaan terhadap peralatan kelistrikan menggunakan thermograph serta pemeriksaan kesesuaian instalasi peralatan kelistrikan yang beroperasi. Hasil penelitian menunjukkan kondisi sistem proteksi aktif termasuk kategori cukup baik (43%), kondisi sistem proteksi kebakaran pasif termasuk kategori baik (52%), dukungan organisasi termasuk kategori baik (60%), kondisi pemeriksaan thermograph menunjukkan 10 peralatan kelistrikan perlu dilakukan pemantauan dan pemeriksaan kesesuaian termasuk kategori baik (70%). Akan tetapi mengingat pernah terjadi beberapa kasus kebakaran di Universitas X, maka peneliti masih menganggap perlu dilakukan penelitian lebih lanjut. Kondisi peralatan proteksi kebakaran aktif yang perlu ditingkatkan adalah sistem pemadaman berbasis air, sistem deteksi, alarm dan sistem kebakaran yang terdapat di bangunan gedung, serta pemantauan secara rutin terhadap fasilitas APAR pada bangunan gedung. Kondisi peralatan proteksi kebakaran pasif yang perlu ditingkatkan adalah memastikan kondisi struktur bangunan, pintu dan jendela pada bangunan gedung tahan terhadap kebakaran minimal 1-2 jam, pemeriksaan kondisi tangga darurat pada bangunan gedung, terdapat denah evakuasi dan signage kedaruratan sesuai standar dan regulasi yang berlaku. Kondisi dukungan organisasi yang perlu ditingkatkan adalah penyediaan prosedur keadaan darurat, penyelenggaraan simulasi, ketersediaan informasi tim tanggap darurat dan nomor darurat yang mudah terlihat, serta memastikan tim tanggap darurat dan penghuni gedung mendapatkan pelatihan keadaan darurat secara rutin. Pemeriksaan peralatan kelistrikan menunjukkan 10 peralatan kelistrikan perlu dilakukan pemantauan karena memiliki suhu ukur > 1 derajat dari suhu referensi. Hasil observasi peralatan kelistrikan perlu perapihan penyimpanan dan penempatan perkabelan. Simulasi evakuasi dibandingkan dengan drill pada bangunan yang telah dilaksanakan ditemukan bahwa waktu pada saat drill lebih lama dibandingkan dengan simulasi evakuasi menggunakan modeling. Hal ini disebabkan oleh kepanikan dan pengambilan keputusan serta interaksi antar manusia dalam kondisi darurat. Dari hasil diatas perlu dilakukan pemeliharaan peralatan proteksi kebakaran yang tersedia dan dilakukan perapihan serta pemantauan dan evaluasi terhadap peralatan kelistrikan di dalam bangunan. Selain itu perlu dilakukan simulasi keadaan darurat secara rutin untuk mendukung penurunan waktu yang dibutuhkan dalam melakukan evakuasi gedung dalam kondisi darurat.
Fire is an undesirable event and causes asset loss and even fatalities. Most cases in Indonesia in buildings are caused by defective electricity and fire protection maintenance in buildings and fire protection is not provided. Several cases of fire in buildings are exacerbated by the fire protection available in buildings that do not comply with applicable regulations and standards. Short circuits and cigarette butts caused several cases of fires that have occurred in the University X building. Multifunctional buildings have different characteristics, so they require fire protection by the function of each activity carried out in a room or floor in addition to protection of the building according to PERMEN PU no. 26 of 2008. The purpose of this study was to analyze the fire protection system in multifunctional buildings in the Library Zone located at University X. The research design includes a quantitative descriptive study for fire protection system inspections and a qualitative descriptive study involving observations, interviews, document reviews, evacuation simulations using Pathfinder 2019, and thermographic inspections of electrical equipment to assess installation and operation suitability. The results of the study showed that the condition of the active protection system was in the fairly good category (43%), the condition of the passive fire protection system was in the good category (52%), organizational support was in the good category (60%), the condition of the thermograph examination showed that 10 electrical equipment needed to be monitored and checked for suitability, including the good category (70%). However, considering that there have been several fire cases at University X, the researcher still considers it necessary to conduct further research. The conditions of active fire protection equipment that need to be improved are water-based extinguishing systems, detection systems, alarms, fire systems in buildings, and routine monitoring of APAR facilities in buildings. Passive fire protection equipment conditions that need to be improved are ensuring the condition of the building structure, doors and windows in the building are fire resistant for at least 1-2 hours, checking the condition of the emergency stairs in the building, there are evacuation plans and emergency signage according to applicable standards and regulations. Improvements needed for organizational support include providing clear emergency procedures, conducting simulations, ensuring visibility of emergency contact information, and offering routine emergency training for the response team and building occupants. Inspection of electrical equipment showed that 10 electrical equipment needed monitoring because they had a measuring temperature > 1 degree from the reference temperature. The results of observations of electrical equipment require tidy storage and wiring placement. Evacuation simulation compared to drills in buildings that have been implemented found that the time during the drill was longer than the evacuation simulation using modeling. This is caused by panic, decision-making, and human interaction in emergencies. It is necessary to maintain the available fire protection equipment, conduct repairs, and monitor, also evaluate electrical equipment. In addition, it is required to simulate emergencies regularly to reduce the time needed to evacuate buildings in emergency conditions.

Penelitian ini membahas tentang analisis sistem proteksi kebakaran, saranapenyelamatan jiwa, serta manajemen kebakaran di Asrama Haji X. Desain penelitian yangdigunakan merupakan studi deskriptif analitik dengan pendekatan kualitatif. Objekpenelitian ini adalah sistem proteksi kebakaran aktif dan pasif, sarana penyelamatan jiwa,serta manajemen kebakaran di gedung D3 Asrama Haji X. Pengumpulan data didapatkanmelalui observasi, wawancara, dan telaah dokumen, serta menggunakan instrumenberupa checklist. Analisis data dilakukan dengan membandingkan kondisi aktual denganstandar NFPA, Permen PU No. 26 tahun 2008, Permen PU No 20 tahun 2009, dan PerdaDKI Jakarta No 8 tahun 2008. Hasil akhir data merupakan persentase tingkat pemenuhandari standar dan peraturan yang berlaku. Hasil akhir menunjukkan rata-rata pemenuhansistem proteksi kebakaran, sarana penyelamatan jiwa, dan manajemen kebakaran diGedung D3 Asrama Haji X yaitu sebesar 34,2%. Hal ini menunjukkan bahwa gedung D3Asrama Haji X belum memneuhi standar dan peraturan yang berlaku.

Tingginya kebutuhan masyarakat terhadap moda perkeretaapian sebagai transportasi publik di wilayah metropolitan sejalan dengan pentingnya implementasi sistem keselamatan kebakaran di stasiun. Penelitian ini bertujuan untuk menganalisis kinerja sistem keselamatan kebakaran di Stasiun X yang terdiri dari kinerja sistem proteksi kebakaran, kinerja sarana penyelamatan jiwa, dan kinerja manajemen tanggap darurat. Desain penelitian merupakan deskriptif analitik dengan pendekatan kualitatif. Pengumpulan data dilakukan melalui metode observasi, wawancara, pengukuran jarak, dan telaah dokumen, lalu dibandingkan dengan standar NFPA. Tingkat kinerja direpresentasikan oleh persentase yang diperoleh dengan membandingkan jumlah komponen yang terpenuhi dengan jumlah komponen yang seharusnya terpenuhi. Berdasarkan hasil penelitian, kinerja sistem proteksi kebakaran pasif sebesar 100% (Sangat Baik), kinerja sistem proteksi kebakaran aktif sebesar 95% (Sangat Baik), kinerja sarana penyelamatan jiwa sebesar 82.60% (Cukup Baik), dan kinerja manajemen tanggap darurat sebesar 80.64% (Cukup Baik). Secara umum, kinerja sistem keselamatan kebakaran di Stasiun X mencapai 89.56% (Sangat Baik) sehingga Stasiun X telah mengimplementasikan standar NFPA dengan efektif.
The high demand from the community for railway transportation as public transport in metropolitan areas goes hand in hand with the importance of implementing fire safety systems at the stations. This study aims to analyze the fire safety system performance at Station X, which consists of the performance of the fire protection system, the performance of means of egress, and the performance of emergency response management. The research design is descriptive-analytical with a qualitative approach. Data was collected through observation, interviews, distance measurements, and document reviews, then compared with NFPA standards. The performance level is represented by the percentage obtained by comparing the number of fulfilled components to the total number of components that should be fulfilled. Based on the research findings, the performance of passive fire protection system is 100% (Very Good), the performance of active fire protection system is 95% (Very Good), the performance of means of egress is 82.60% (Adequately Good), and the performance of emergency response management is 80.64% (Adequately Good). Overall, the performance of the fire safety system at Station X reaches 89.56% (Very Good), indicating that Station X has implemented NFPA standards effectively.
