ABSTRAK Nama : Nasrudin Program Studi : Ilmu Kesehatan Masyarakat Judul Tesisi : Pengembangan Sistem Registrasi Bidan Online Berbasis Web Guna Penguatan Profesi Bidan di Pengurus Ikatan Bidan Indonesia Provinsi Sulawesi Selatan. Pendahuluan: Perkembangan teknologi informasi yang begitu pesat di berbagai bidang menuntut setiap personal/individu untuk selalu update dan mau tidak mau untuk mengikutinya tak terkecuali Bidan. Seperti halnya dalam mengedukasi masyarakat dapat menggunakan Website sebagai media Informasi. Penelitian dilakukan pada Mei – Agustus 2017 di Organisasi Profesi Ikatan Bidan Indonesia (IBI) Provinsi Sulawesi Selatan. Penelitian ini bertujuan untuk Merancang sistem informasi registrasi bidan berbasis web yang mampu meningkatkan kinerja system, integgrasi data antar pengurus yang terbebas dari kesalahan dan redudansi dan dapat diakses kapan saja dimana saja dalam melakukan registrasi. Pengembangan system informasi dengan menggunakan pendekatan SDLC waterfall dengan teknik prototyping. Pengumpulan dilakukan dengan metode wawancara dan observasi. Hasil penelitian ini telah membangun prototipe system registrasi bidan online berbasis web tetapi prototipe yang dihasilkan tidak sepenuhnya sesuai dengan rancangan pengembangan system yang telah direkomendasikan kepada Pengurus Daerah IBI. Selain itu kemampuan sistem registrasi bidan online berbasis web mampu menyediakan informasi database yang terintegrasi yang bebas dari kesalahan dan redudansi data. Dibutuhkan komitmen berupa kebijakan dan kesiapan untuk melakukan pemeliharaan sistem informasi serta sosialisasi dan pelatihan web registrasi online bidan agar system informasi ini dapat dimanfaatkan secara maksimal. As well as in educating the public can use the Website as a medium of information. The study was conducted in May - August 2017 at the Organization of Indonesian Midwives Association (IBI) South Sulawesi Province. This study aims to Design a web-based midwife registration information system capable of improving system performance, integrating data between administrators free from error and redundancy and can be accessed anytime anywhere in the registration. Development of information system using SDLC waterfall approach with prototyping technique. The collection is done by interview and observation method. The results of this research have been built prototype web-based online registration information system but the resulting prototype is not fully in accordance with the design of system development that has been recommended to the Regional Board of IBI. In addition, the ability of web-based online midwife registration system is able to provide integrated database information that is free from error and redundancy of data. It takes commitment in the form of policy and readiness to perform information system maintenance and socialization and online registration web training midwives for this information system can be utilized optimally. This thesis discusses the mechanisms of patient registration with Jaminan Kesehatan Nasionnal (JKN) in the outpatient installation Rumah Sakit Islam Jakarta Pondok Kopi 2014. This is a descriptive qualitative study conducted by observation, document review, and deep interview. The results showed that pelayananan JKN still not optimal due to several input factors, among which the availability of human resources, the implementation of quotas, and the implementation of the appointment system that still need to be improved and there are other factors that I have found at the time of the study. Based on these results, the researchers suggest hospitals to increase the number of doctors and quotas as well as perfecting the system so that all patients with JKN can be served well.

The study aims to overview about the implementation participants administration ofBPJS Kesehatan Bogor. This study is descriptive research with qualitative methodeby depth interview, observation, and document review to cellect data . The researchersuggests some suggestions for the implementation of participant administration, suchas empowerment of human resources, development and strengthening websitesystem, and faster administration services in service counter. So that, theimplementation of participants administration process in BPJS Kesehatan such asregistration process, transferring of participants status, and updating data ofparticipants will work at ease and optimally.

Mutu pelayanan kesehatan sangat dipengaruhi oleh waktu tunggu pasien, yang merupakan indikator penting dari kepuasan pasien. Peraturan Menteri Kesehatan No. 129 menetapkan waktu tunggu maksimal 60 menit untuk pelayanan rawat jalan. RSUD Pasar Minggu telah menerapkan reservasi online untuk mengurangi waktu tunggu, namun waktu tunggu di klinik rehabilitasi medik masih tinggi. Oleh karena itu, penelitian ini menggunakan pendekatan Lean untuk mengidentifikasi dan mengurangi pemborosan dalam proses pelayanan. Metodologi : Penelitian ini menggunakan desain action-research dengan pendekatan kualitatif, 24 pasien BPJS klinik rehabilitasi medik yang mendaftar melalui online akan dijadikan sampel sebagai data observasi waktu tunggu dengan metode time-motion Hasil : Hasil penelitian dengan pendekatan Lean berhasil mengidentifikasi waste waiting pada tahap pelayanan dokter sebagai waste tertinggi, akar masalah yang ditemukan pada waktu tunggu pelayanan dokter yang lama teridentifikasi metode fishbone analysis mencakup kurangnya SDM, tata letak ruangan, serta belum adanya SPO pada pelayanan pasien pendaftaran online. Intervensi dilakukan mengikuti prinsip Lean yaitu standardized work dan visual management. Berdasarkan perhitungan future state map secara simulatif dapat menurunkan lead time dari 2 jam 28 menit menjadi 1 jam 46 menit dengan penurunan persentase aktivitas non value added (¯28%). Ksesimpulan : kombinasi penerapan prinsip Lean yang dibutuhkan mencakup prinsip heijunka, standardized work, visual management, dan 5S dapat waste (NVA) dari 2 jam menjadi 1 jam 16 menit (¯63%).
The quality of healthcare services is significantly influenced by patient waiting times, which are a crucial indicator of patient satisfaction. The Ministry of Health Regulation No. 129 sets a maximum waiting time of 60 minutes for outpatient services. RSUD Pasar Minggu has implemented online reservations to reduce waiting times; however, waiting times at the medical rehabilitation clinic remain high. Therefore, this study uses a Lean approach to identify and reduce inefficiencies in the service process. Methodology : This study uses an action-research design qualitative approaches, employing probability sampling to select a sample of 24 BPJS patients who registered online at the medical rehabilitation clinic. Results : The Lean approach identified "waiting" waste at the doctor service stage as the highest waste. The root cause analysis using the fishbone method identified long doctor service waiting times caused by the shortage of human resources, inefficient room layout, and the absence of Standard Operating Procedures (SPO) for online registration patients. Interventions were implemented following Lean principles, including standardized work and visual management. A future state map simulation showed that lead time could be reduced from 2 hours 28 minutes to 1 hour 46 minutes, with a 28% reduction in non-value-added activities. Conclusion : The combination of Lean principles needed includes heijunka, standardized work, visual management, and 5S. These principles successfully reduced non-value-added activities from 2 hours to 1 hour 16 minutes, a 63% decrease.
Latar Belakang: Proses pre-registrasi pasien rawat inap di RS Mayapada Tangerang terdiri dari tiga fase utama, yaitu penerimaan berkas admission, review asuransi, serta konfirmasi jadwal dan persiapan pasien. Studi ini bertujuan untuk mengevaluasi proses pre-registrasi dan mengidentifikasi area yang perlu diperbaiki guna meningkatkan efisiensi pelayanan dengan.
Metode: Penelitian ini menggunakan pendekatan Lean six sigma dengan metode DMAIC (Define, Measure, Analyze, Improve, dan Control). Data dikumpulkan melalui observasi langsung, pencatatan waktu proses, dan diskusi kelompok terfokus (FGD) bersama tim terkait. Analisis dilakukan menggunakan Value Stream Mapping (VSM) untuk mengidentifikasi aktivitas bernilai tambah, serta Pareto Analysis dan Problem Tree Analysis untuk menemukan akar penyebab pemborosan dan keterlambatan.
Hasil: Analisis terhadap alur dan capaian waktu proses menunjukkan adanya ketidakefisienan, dengan total waktu mencapai 26 jam 1 menit 48 detik. Proporsi aktivitas bernilai tambah (Value added) tercatat sebesar 71%, sementara 29% lainnya tergolong Non-Value added, dengan pemborosan terbesar terjadi pada fase review asuransi akibat waktu tunggu yang panjang dan aktivitas berulang. Hasil penelitian menunjukkan bahwa intervensi berbasis Lean six sigma efektif dalam meningkatkan efisiensi, ditandai dengan penurunan lead time pada fase post-intervensi. Pada fase I dan II terjadi perbaikan signifikan, seperti penyederhanaan proses konfirmasi DPJP, percepatan verifikasi dokumen, serta pengurangan waktu tunggu pada proses review asuransi.
Kesimpulan: Penerapan Lean six sigma mampu memberikan dampak positif terhadap optimalisasi proses pre-registrasi pasien rawat inap di RS Mayapada Tangerang.
Background : The inpatient pre-registration process at Mayapada Hospital Tangerang consists of three main phases: admission document submission, insurance review, and confirmation of schedule and patient preparation. This study aims to evaluate the pre-registration process and identify areas that need improvement to enhance service efficiency. Method : This research uses the Lean six sigma approach with the DMAIC method (Define, Measure, Analyze, Improve, and Control). Data were collected through direct observation, process time tracking, and focus group discussions (FGDs) with relevant teams. The analysis was conducted using Value Stream Mapping (VSM) to identify value-added activities, along with Pareto Analysis and Problem Tree Analysis to determine the root causes of waste and delays. Results : Analysis of the process flow and time achievements revealed inefficiencies, with a total duration of 26 hours, 1 minute, and 48 seconds. The proportion of Value-Added (VA) activities was recorded at 71%, while the remaining 29% were classified as Non-Value added (NVA), with the most significant waste occurring during the insurance review phase due to long waiting times and repetitive tasks. The results showed that Lean six sigma-based interventions were effective in improving efficiency, as indicated by a reduction in lead time during the post-intervention phase. Significant improvements were observed in Phases I and II, including the simplification of DPJP (attending physician) confirmation, acceleration of document verification, and reduction in waiting time during the insurance review process. Conclusion : The implementation of Lean six sigma has a positive impact on optimizing the inpatient pre-registration process at Mayapada Hospital Tangerang

Based on Regulation of Directors BPJS Kesehatan No. 32 2015, there arethree methods of registration to BPJS Kesehatan which can be done by people whowant to become the members of national health insurance (Jaminan KesehatanNasional/JKN) those are registration through branch office, websites and banks.Curent data said 96.03% people register through the branch office of BPJSKesehatan.This research discusses the factor affecting knowledge of individual nationalhealth insurance candidates on registration methods in the bpjs kesehatan. The studytakes on a quantitative approach with a cross sectional design. The respondents of thisstudy consist of 96 individual national health insurance candidates. The result showedthat respondents have a high level of knowledge (56,25%) about the registrationmethods for individual national health insurance candidates. There are 7 variables hassignificant relationship that is age, education, occupation, income, inpatientexperience, social support and frequency of information exposure to the knowledgeof individual national health insurance candidates on registration methods which hasa p-value ≤0,005. While the variables that do not significantly related there are 3variables that is sex, experience with insurance and information sources which has pvalue > 0,05.
