Depkes Rl menyatakan bahwa penyakit pulpa dan kerusakan tulang periapikal masih menjadi masalah, karena dari pantauan penyakit gigi dan mulut psnderita yang berkunjung ke rumah sakit menunjukkan bahwa kaxics gigi sebanyak l7,22% dan penyakit pulpa serta periapikal sebanyak 38,83%. Hal ini tidakjauh berbeda dengan data dari Dinas Kesehatan Kota Tangerang tahun 2006 bahwa dari kasus penyakit gigi dan mulut di Kota Tangerang penyakit pulpa dan nekrosis periapikal scbanyak 39,4%. Tenaga kesehatan dalam melakukan tugasnya berkewajiban untuk mcmatuhi standar profesi dan menghomnati hak pasien. Dalam situasi apapun tenaga dolcter, selaku tenaga kesehatan pofesional, merupakan tenaga inti yang bertanggung jawab atas pelayanan medis yang dilakukannya. Dalam pelaksanaan pelayanan kesehatan di Puskesmas, dokter gigi diharapkan dapat bekerja secara profesional dalam memberikan pelayanan gigi dan mulut kepada masyarakat untuk memelihara kesehatan maupun pengobatan gigi. Bcrdasarkan hal tersebut, maka penulis berminat untuk meneliti tentang faktor-faktor yang mempengaruhi kepatuhan dokter gigi terhadap standar pelayanan medis pcngobatan nekrosis pulpa di Puskesmas Kota Tangerang. Penelitian ini menganalisis hubungan sejumlah faktor-faktor intemal yang terdiri dari umur, jenis kelamin, Iama kcuja, pengetahuan, pelatihan, pcrsepsi, motivasi dan sikap, serta sejumlah thktor-faktor ekstemal yang terdiri dari sax-ana, komitmen pimpinan dan beban kerja yang dinilai mempengamhi kepatuhan dokter gigi terhadap standar pelayanan medis pengobatan nekrosis pulpa. Penelitian ini termasuk penelitian kuantitatif yang dirancang dengan metode cross sectional. Data yang digunakan adalah data sekunder dan data primer yang diperoleh dari observasi dan penyebaran kuisioner kepada responden yaitu sebanyak 35 doktcr gigi di Puskesmas yang ada di Kota Tangerang. Penelitian ini mcnggunakan analisis univariat, bivariat dan multivariat. Hasil analisis membuktikan bahwa pada faktor intemal hanya variabel masa kexja dan motivasi, sedangkan pada faktor ekstemal hanya variabel beban kerja yang mempunyai hubungan signifikan dengan kepatuhan dokter gigi terhadap standar pelayanan medis pengobatan nekrosis pulpa. Pada analisis multivariat variabel independen yang mcmiiiki hubungun paiing dominan dengan kepatuhan adalah motivasi. Dari hasil penelitian ini disarankan kepada Dinas Kesehatan Kota Tangerang untuk memotivasi dokter gigi agar mematuhi standar yang sudah ada dengan cara memberikan perhatian dan penghargaan kepada dokter gigi yang sudah melaksanakan standar pelayanan medis dengan baik. Seiain itu, perlu menambah personil dokter gigi untuk beberapa Puskesmas yang beban ke|janya relatif oukup tinggi sehingga beban kerja dokter gigi tidak terlalu tinggi dan dapat mematuhi standar pelayanan medis. Disamping itu, Dinas Kesehatan perlu memerhatiknn faktor sarana yang ada di tiap-tiap Puskesmas sebagai upaya memberikan rangsangan bagi dokter gigi umuk dapat belcexja dengan baik dan dapat mematuhi standar yang ada.
Depkes RI state that pulp disease and periapical bone damage still become problems, because 'fiom monitoring of tooth and mouth disease, patient that visited hospital shows tooth caries is 17.22% and pulp disease and periapical is 38.83%. It was not significantly different with Health Depanment Tangcrang City at 2006 that pulp and periapical nccroscs fiom tooth and mouth cases in Tangerang City are 39.4%. Health staff in conducting their task obliged to obey profession standard and respecting patients’ right. ln any situation, doctor as professional health staf£ is the core that responsible for medical service he gave. in conducting health service in Puskesmas, dentist hoped to work professionally in giving tooth and mouth services to public for maintaining health and tooth medication. Based on it, writer interested to research factors that affecting dentist compliance toward medical service standard of necroses pulp medication in Puskesmas Tangerang City. This research is analyzing relation of some intemal factors that consist of age, gender, work length, knowiedge, training, perception, motivation and attitude; also some extemal factors that consist of medium, leadership commitment and work responsibility that assessed affecting dentist obedient toward medical service standard of pulp necroses medication. This research is quantitative research designed by cross sectional method. Data used is secondary data and primary data that obtained from distributing questioner to 35 dentists in Puskwmas Tangerang City. This research is using analysis of univariate, bivariate and multivariate. Analysis result shows that intemal factors were only work length and motivation, while extemal factors was only work responsibility has significant relation with dentist compliance toward medical service standard of pulp necroses medication. On multivariate analysis of independent variable that has the most dominant relation with compliance is motivation. From this research suggested to Health Department Tangerang City to motivate dentist so that comply with available standard by giving attention and appreciation to dentist that already implementing good medical service standard. Besides, Health Department requires paying attention toward available medium factor in each Puskesmas as effort to encourage dentist work better and comply with available standard.

Methods: To be able to compile strategic plan of Human Resource Health in Pagar Alam Town, conducted by research of operational with Analysis Qualitative and Quantitative. Compilation of strategy through some phases. First phase (Input Stage) compose environmental analysis of external and internal Human Resource Health of Public Health Service of Pagar Alam Town pass/through Consensus Decision Making Group (CDMG). At phase both (Matching Stage), CDMG do analyze Internally - External Matrix and SWOT Matrix. At third phase (Decision Stage) analyze conducted by using QSPM to determine best strategy. Results: Result Research, at election of strategy alternative by pursuant to IE Matrix, known by position of Human Resource Public Health Service of Pagar Alam Town reside in cell of V with the meaning residing in on course Hold and Maintenance where suggested to strategy consist of Market Penetration and Product Development. As according to agreement at meeting of CDMG that factor of external becoming opportunity namely the existence of improvement of level education people of Pagar Alam Town, applying of it area autonomy and peripheral of his law, existence of development of information network, existence of commitment / support of Government of town in the effort development of Human Resource health. External factor becoming threat is : low PAD of Pagar Alam Town, supply of Human Resource too a few every year, disease of infection still high, medium education of health there is no. COVID-19 is a disease caused by SARS-CoV2. In May 2020, Cibinong District was the 4th most confirmed case of COVID-19. It was reported 18 cases with 16.6% mortality. Cibinong is central government area with high social interaction. One of place with public facilities to fulfill primary needs is the market. The purpose of this study was to determine the factors related to merchant compliance with health protocols to prevent the spread of COVID-19 at Cibinong Market. This si crossectional research, the sample in this study is 110 traders taken using random. Data was collected through filling out an online questionnaire, the data was analyzed using the chi-square test. The results showed that knowledge, perceived vulnerability, perceived seriousness, perceived barriers and cues in action were variables that had a significant relationship with traders' compliance with health protocols in the market. To optimize trader compliance with COVID-19, it is recommended to increase knowledge of COVID-19 and health protocols in the market by empowering traders through the formation of COVID-19 prevention cadres and mobile security systems, dissemination of related information can be through the online group of market traders, SMS LBA as well as the fulfillment of hand washing facilities
