Intensive Care Nurse as health care provider in Tabanan Hospital that have basicskill as intensive care is a necessary quality, less than 50%. Nurse Profesionalismis an integral part to health care services based on nursery knowledge and skilltoward better helath care.This thesis focus on relationship between recruitment system, placement system,orientation,and also development of human resource against nursecompetencethrough qualitative and quantitativeapproach. Quantitative study in populationsubject is nurse while informant for qualitative study is Human resourcemanagement in Tabanan General HospitalThe results showed that the nurse competeny of nurses in ICU of TabananGeneral Hospital is less than the expected value, but there is a meaningfulrelationship between the recruitment system, placement and orientation system aswell as the development of human resources with the competence of nurses. Lackof standardization of nurse placement system suitable for their competencies, aswell asrecruitment system,nurse orientation and human resource development notdeveloping according to a predetermined standard.Because of this reasons, we need to establish a standardized approach to improvenurse competency to produce competent human resource and better inperformance
Nurses, as human resources for health also contribute greatly to the health servicesin hospitals and to provide services directly to patients. Nursing services atIntensive Care Unit has to be developed along with the technology development.Therefore, there is a need to concern the effieciency of nurses in term of quantityand competencies. This research discussed about the needs analysis nursing staffin the Intensive Care Unit of dr. Oen Solo Baru Hospital based on workload (usingtime and motion technique to 7 nurses then processed by Ilyas Methods) and workcompetencies based on Aditama 2007 and Ilyas (depth interview to threeinformants with a focus on job knowledge, skills and attitudes). Penelitian ini menggunakan pendekatan kuantitatif dengan rancangan crosssectional yang dilakukan pada periode rawat 4-15 Maret 2013 pada 114 pasien sebagai responden. Tujuan penelitian ini adalah mengetahui faktor-faktor yang berhubungan dengan persepsi pasien terhadap efektivitas komunikasi terapeutik perawat di ruang rawat inap RSU Bhakti Yudha Depok.

Respondents service satisfaction in the emergencydepartment for patients or their families were coming month of August to October2013, which are willing to fill out a questionnaire , as many as 150 people .Emergency Room staff and staff working in the field of service of at least 3 yearsas respondents in the application of ISO 9001:2008 QMS Emergency Room are71 . In-depth interviews to the Board of Directors as an informant were 3 peoplein the achievement of performance information in the Emergency Room and theapplication of ISO 9001:2008 QMS . Data were analyzed using content analysis .The results show the performance of services in the Emergency Room alreadywell on target mutul 9 of 12 quality objectives in the Emergency Room . Qualityobjectives is not good customer complaints , customer dissatisfaction with theservices of doctors and patient mortality in Emergency Room ≤ 24 hours .Required an increase in the budget aimed at improving the quality of humanresources in the emergency department with increasing hospital revenue ,completing facilities for intensive care and resocialization of the application ofQMSKeyword : Performance Emergency Room Services, ISO 9001:2008 QMS
Pasien-pasien di unit-unit perawatan intensif {ICU) lebih banyak mengalami cedera akibat adverse events hila dibandingkan dengan pasien-pasien yang bukan dirawat di ICU. Banyaknya prosedur yang dilakukan pada pasien-pasien dalam kondisi yang kritis serta banyaknya jumlah dan jenis obat yang digunakan dalam pelayanannya juga meningkntkan resiko yang lebih tinggi hilngga dibandingkan dengan pasien lainnya. Tingginya data mortalitas dan insiden di beberapa ICU rumah saklt umum pusat bantuan regional Departemen Kesehatan menunjukkan belum ada suatu analisis yang mendalam terhadap faklor-faktor penyebab yang berkaitan dengan adverse events di unit perawatan intensif (ICU) pada rumah sakit tersebut. Hasil penelitian didapatkan bahwa adverse events di unit perawatan intensif (ICU) pada !8 (delapan belas) rumah sakit umum di Indonesia yaitu sebesar 42,7 %. Faktor faktor tidak baik, prosedur tidak lengkap, kurangnya kelengkapan dan pemeliharaan alat, berkontribusi dalarn terjarlinya adverse events di ICU pada 18 nrumah sakit. Pemahaman staf dan perawat ICU terhadap patient safety di unit perawatan intensif (ICU) sangat kurang. Penyebab dari beban kerja perawat tidak sesuai yaitu sumber daya manusia yang terbatas, uraian tugas yang tidak jelas, rasio antara petugas dengan pasien tidak sesuai, mengetjakan pekexjaan yang bukan wewenangnya dan kurangnya pelatthan. Behan kelja perawat yang tinggi berdampak stress kerja perawat. Penyebab komunikasi yang karang baik yaitu masib adanya gap antara perawat senior dan perawat yunior dalam berkomunikasi, kepala unit tidak mengikuti morning briefingkomunikasi yang kurang antara tim klinis. MiskomuÂnikasi juga menyebabkan terjadinya medication error di lCU. Peralatan kesehatan tidak lengkap dan tidak sesuai standar lCU, scrta tidak adanya prosedur tertulis tentang pemakaian alat. Pimpinan unit dan supervisi klinis belum menjalankan tugrumya dengan baik. Dari hasil penelitian ini disarankan kepada pihak rumah sakit untuk meningkatkan pengetahuan dan pemahaman perawat tentang patient safety, meningkatkan peranan kepala unit, kepala ruangan, komite keperawatan dan supervisi klinis, menetapkan standar prosedur asuhan keperawatan, prosedur pemakaian dan pemeliharaan alat serta prosedur komunikasi bagi perawat di ICU, menambab surnber daya manusia kesehatan {SDMK), meningkatkan pelatihan bagi perawat, menfasilitasi sistem infOnnasi kesehatan melalui Information Technology.

The procedures performed on critically ill patients and the quantity and type of drugs used in their care may also increase their risk relative to non-ICU patients. The height data incident and mortality in some ICU aids centers publics hospitals regional Department of Public Healths show there is no an circumstantial analyses to factors cause of related to adverse events intensive care units ( ICU) at the hospital. It was found from the research that adverse events in intensive care unit (!CU) at 18 (eighteen) public hospitals in Indonesia that is 42,7 %. Factors like: inappropriate nurse work load poor communications, incomplete procedure Jack of equipment and conservancy of appliance, contribution in the happening of adverse events in ICU at 18 hospitals. Understanding of nurse and staff!CU to patient safety in intensive care unit ( ICU) hardly less. The cause of inappropriate nurse work load that is limited resource, breakdown of ill defined duty, ratio between officers with inappropriate patients, do work which not the authority and lack of training, High nurse work load affect stress working nurse. The cause of unfavourable communications that is still existence of gap between senior and junior nurses in communicating, lead unit don't follow morning briefing, communications which less between teams. Miscommunication also cause medication errors in ICU. Incomplete equipments and also procedure inexistence. Leader of unit and clinical supervise not yet implement the duty. From this research result suggested to the side of hospital for increasing knowledge and understanding of nurse concerning patient safety increase role of unit director, room director, treatment committee and clinical supervise, specify treatment upbringing procedure standard, usage procedure and conservancy of appliance and also communications procedure for nurse in ICU add health human resource, increase training for nurse, health information system facility through Information Technology {IT) in the form of white line as decision support system.
Hasilnya per pasien: biaya satuan aktual (BSA) Rp8.522.431 dan biaya satuan normatif (BSN) Rp1.429.657. Perbandingan tarif 2011 didapatkan CRR dengan BSA 14.55% dan BSN 85.34%. Dengan tarif 2016 CRR dengan BSA 15.92% dan BSN 93.38%. Untuk tarif BPJS 2014 CRR dengan BSA 10.62%(kelas 1), 9,11%(kelas 2), 7,59%(kelas 3). Untuk tarif BPJS tahun 2016 CRR BSA 16,86%(kelas 1), 14,45%(kelas 2), dan 12,04%(kelas3). Jika kapasitas dioptimalkan dengan rerata BOR, CRR BSN tarif BPJS2014 masing-masing sebesar 62,30%(kelas 1), 53,41%(kelas 2), 44,50%(kelas 3). Dengan tarif BPJS2016 CRR BSN 98.84%(kelas 1), 84,72%(kelas 2), dan 70,60%(kelas3). BSA penggunaan ventilator yang sangat tinggi oleh karena rendahnya kunjungan pasien dan tingginya nilai biaya investasi. Tingginya biaya ini juga menunjukkan support daerah masih dibutuhkan di RSUD Nunukan baik sebagai pengawas maupun pendukung finansial melalui APBD.

ABSTRAK Dalam usaha untuk meningkatkan kualitas SDM terutama para manajer Rumah Sakit anggota Hermina Hospital Group adalah dengan mengetahui hubungan antara kompetensi, beban kerja dan kinerja. Penelitian ini bertujuan untuk mengetahui pengaruh langsung dan tidak langsung serta besarannya antara variabel kompetensi, beban kerja dan kinerja manajer di RS anggota Hermina Hospital Group tahun 2013. Metode penelitian dilakukan dengan metode SEM-PLS (Structured Equation Model - Partial Least Squares). Hasil yang didapatkan adalah adanya hubungan langsung dan tidak langsung yang positif dan signifikan antara kompetensi dengan kinerja, adanya hubungan yang positif dan signifikan antara kompetensi dengan beban kerja, serta adanya hubungan yang positif dan tidak signifikan antara beban kerja dengan kinerja.
ABSTRACT This thesis designed to improve the quality of human resources, focusing on the managers of hospital branches of Hermina Hospital Group. The limit set on to investigate the relationships between competence, workload and performance. This study aimed to determine the direct and indirect effect as well as the number between competence, workload and performance of managers at hospital branches of Hermina Hospital Group in 2013.The research method was conducted using SEM-PLS (Structured Equation Model - Partial Least Squares). The research was able to obtained results of a direct and indirect relationships which are positive and with significant correlation between competence and performance, a positive ad significant relationship between competence and workload, as well as a positive and not significant relationship between workload and performance.
