This thesis discusses the puskesmas readiness to implement the Minister of HealthRegulation No. 5 of 2014 about Clinical Practice Guidelines for Doctors inPrimary Health Care Facilities. Doctors in primary health care facilities is the firstcontact patients who are expected to uphold a diagnosis and give treatment ofdiseases as early as possible in accordance with the medical needs of the patient.In order toimplement this policy in puskesmas, doctors need support/the role ofother health human resources, equipment, medicines, facilities and infrastructureof puskesmas that accordance with the guidelines. This research was qualitativeresearch with a sample of research are three puskesmas in Garut and there were 11people toexplorein depthinformation. The results showed that all three puskesmas are less ready to implementthe policy. It is recommended that puskesmas be the Badan Layanan Umum Daerah (BLUD) and increase promotiveand preventive activities,for the Ministry of Health in order to complement National Formularium with needed medicines in primary health care facilities, Garut Health Office makes the development of health planning in the region by integrating all a spectsandin doing renovations or create a new building puskesmas should follow technical guide lines for buildings and infrastructure of puskesmas.

Indonesia telah mengadopsi kebijakan akses obat ARV bagi semua penderita HIV/AIDS (universal access) sejak tahun 2006 dengan target waktu pencapaian pada akhir tahun 2009. Oleh karena itu, penelitian ini dilujukan untuk mengetahui kesiapan pemerintah yang bertanggung jawab di bidang kesehatan dalam melaksanakan kebijakan tersebut di Provinsi DKI Jakarta pada tahun 2009, dengan pendekatan model sistem. Penelitian ini menggunakan pendekatan kualitatif untuk menggali informasi secara mendalam. Peningkatan validitas data dilakukan dengan menggunakan data primer maupun data sekunder sena triangulasi data. Hasil penelitian menunjukkan bahwa pemerintah yang bertanggung jawab di bidang kesehatan belum dapat melaksanakan kebiiakan obal ARV bagi semua penderita HIV/AIDS (universal access) di Provinsi DKI Jakarta sesuai target waktu. Penelitian menyarankan implementasi kebijakan tersebut perlu memperhatikan komunikasi kebijakan yang intensif kepada Iintas sektor terkail, optimalitas penggunaaan sumber daya, ketersediaan insentif yang berdampak Iangsung bai pelaksana kebUakan, dan koordinasi yang kuat antara pemerintah pusat dan pemerintah daerah serta tempat layanan obat ARV.
Since 2006, Indonesia has adopted universal access policy for antiretroviral drug which is targeted to be achieved by the end ot' 2009. Therefore, the thesis is focused on examining the readiness of government authority in health sector in implementing the policy in DKI Jakarta Province 2009 by using model system. The design of the research is a qualitative approach. It is intended to explore deeper information on the policy implementation process. To ensure data validity, the research was done by using primary data obtained from in depth interview and secondary data from document assessment. Furthermore, data triangulation was also conducted. The result of the research showed that govemment authority in health sector is not able to achieve universal access for antiretroviral drug by the target time yet. It is suggested that the iinplementation of universal access for antiretroviral drug should consider several factors, i.c. intensive policy communication among related stakeholders, optimality in utilizing the resources, the availability of appropriate incentive for policy implementer, and strong coordination between central and district government and with the health facilities that offer antiretroviral therapy as well.
Pemerintah DKI Jakarta telah mengeluarkan beberapa kebijakan untuk mencegah dan menanggulangi pencemaran udara akan tetapi, masih banyak kendala dalam implementasi kebijakan pengelolaan kualitas udara perkotaan terkait transportasi khususnya di Propinsi DKI Jakarta. Oleh karena itu, tujuan penelitian ini untuk mengetahui implementasi kebijakan pengelolaan kualitas udara perkotaan terkait transportasi di Propinsi DKI Jakarta dengan pendekatan model sistem. Hal yang dilihat antara lain: instrumen kebijakan sumber daya dan manajemen. Penelitian ini merupakan penelitian dengan pendekatan kualitatif untuk menggali secara mendalam informasi yang ingin diketahui. Dalam penelitian ini data yang digunakan terdiri ataS data primer dan data sekunder. Data primer diperoleh dengan melakukan wawancara mendalam. Data sekunder diperoleh melalui telaah dokumen. Data primer diga1i dari berbagai informan yang berkompeten, yakni: Dewan Perwakilan Rakyat Daerah, Biro Hukum, Badan Pengelola Dampak Lingkungan Daerah. Dinas Perhubungan, Dinas Kesehatan dan Samsat. Hasil penelitian menunjukkan bahwa instrumen kebijakan telah ada, akan tetapi dipersepsikan hanya berlaku untuk BPLHD, penegakan hukum yang belum di1aksanakan secara sebenarnya dikarenakan sistem dan koordinasi yang belum maksimal, sumber daya manusia dan dana yang masih kurang, serta tidak adanya rencana strategis sehingga belum maksimalnya manajemen dan koordinasi. Oleh karena itu, da1am implementasi kebijakan pengelolaan kualitas udara perkotaan yang efektif, beberapa faktor tersebut perlu diperhatikan oleh pembuat dan pelaksana kebijakan.
The Government of DKI Jakarta Province had released some policies regarding to prevent and remedy air pollution. However, there are much problems related with urban air quality in DKI Jakarta Province. So that, purpose of this study will know implementation of urban air quality management policy related to transportation by system model approach. The matter will be studied are policy instruments, resources and management. This study is qualitative study to delv more information tboughtfully. In this studY, primary and secondary data will be used. Primacy data are collected from in depth interview with competent sources such as Dewan Perwakilan Rakyat Daerah. Biro Hukum, Badan Pengelola. Dampak Lingkungan Daerah, Dinas Perhubungan, Dinas Kesehatan and Samsat. Secondary data are collected by conducting documents. The study result showed that policy instrument has existed, but they are perceived only effective fot BPLHD, real law enforcement has been not implemented because system and coordination are not maximalized, human and money resources are minimal, and there is no strategic planning so that management and coordination are not maximalized. Therefure, to make implementation of urban air quality management policy become effective, the factors should be respected by related parties especially policy makers and policy implementors.
