Pengaruh Globalisasi, telah membuat bangsa Indonesia harus bersiap dengan masuknya pengaruh luar terhadap kehadiran dengan salah satunya adalah Tenaga Kesehatan Asing di Indonesia, untuk itu Kementerian Kesehatan telah mengeluarkan Peraturan Menteri Kesehatan no 317 tahun 2010 Tentang Pendayagunaan Tenaga Kesehatan Warga Negara Asing di Indonesia. Tesis ini menganalisis implementasi Kebijakan Tenaga Kesehatan Asing Di Indonesia pada tahun 2013.
Penelitian ini menggunakan metode penelitian kualitatif dengan menggunakan model analisis implementasi kebijakan Edward III. Lokasi penelitian dari pusat ke pemerintah daerah di Provinsi Banten.
Hasil Penelitian menunjukkan bahwa implementasi Kebijakan Tenaga Kesehatan Asing Di Provinsi Banten pada tahun 2013 belum berjalan dengan baik. Oleh karena itu Kementerian Kesehatan harus segera melakukan pembenahan baik dari segi segi proses input kebijakan, proses pelaksanaan dan proses evaluasi pelaksanaan kebijakan dengan melibatkan instansi terkait baik horizontal maupun vertikal.

This study uses qualitative research methods using analytical models of policy implementation Edward III. Locations research from central to local governments in the province of Banten.
Research results indicate that the implementation of Health Personnel Foreign Policy In Banten province in 2013 has not been going well. Therefore the Ministry of Health should immediately make improvements both in terms of policy in terms of the process input, process implementation and process evaluation of the implementation of the policy by involving relevant agencies both horizontally and vertically.
After the implementation of halal product assurance has become a public policy, pharmaceutical products must not only be safe, efficacious, and affordable, they are also required to be halal. However, implementing the mandatory halal certification of pharmaceutical products has been relaxed for several years from the initial provisions, and this shows that policy implementation is considered complicated. This study aims to determine the implementation of halal product assurance policies for pharmaceutical products in Indonesia. The theoretical approach used in this research is Van Meter and Van Horn for implementation analysis, followed by Value Orientation Mapping for stakeholder analysis. This study applies a qualitative method with primary data collection techniques through in-depth interviews and secondary data through document review. The study results show that the implementation is going well but is still not optimal, especially seen from the achievement of halal certification for pharmaceutical products, which is still relatively low. The main obstacle for business actors in this implementation lies in obtaining halal raw materials because most of them are still imported. Furthermore, information on policies whose distribution has not been optimal is another inhibiting factor due to the lack of massive socialization and education, especially for business actors in the pharmaceutical sector. Nevertheless, the position of stakeholders observed by the author in this study generally supports this policy. Therefore, it is hoped that all stakeholders involved can improve performance according to their respective duties, especially those related to halal so that the implementation of policies during the halal certification obligation has begun to be better.
Hasil penelitian ini menemukan fakta bahwa fungsi komunikasi yang dijalankan unit hubungan masyarakat di Kementerian Kesehatan belum berjalan optimal oleh karena belum adanya pedoman yang mengatur fungsi komunikasi secara terintegrasi dan komprehensif dalam hal kelembagaan, kegiatan, tata laksana kerja dan sumber daya.
Peneliti menyarankan kepada sejumlah pihak terkait terutama Pusat Komunikasi Publik Kementerian Kesehatan agar segera menyusun pedoman komunikasi atau kehumasan yang dapat mengatur seluruh aspek komunikasi yang diperlukan dalam meningkatkan pelaksanaan tugas dan fungsi selaku hubungan masyarakat, selain itu juga memperkuat sumber daya agar lebih memadai. Peneliti juga merekomendasikan kepada Kementerian Komunikasi dan Informatika dan Kementerian PAN dan Reformasi Birokrasi agar menyiapkan berbagai upaya untuk memperkuat posisi dan peranan hubungan masyarakat dalam pembangunan nasional.
The local government of Kudus Regency has committed to accelerating the handling of stunting cases and is trying to realize Kudus zero stunting by issuing Regional Regulation Number 53/2020 concerning the Acceleration of Stunting Prevention in Kudus Regency. However, the implementation of convergence in Kudus has not run optimally. The results of the work meeting on the assessment of the integrated stunting prevention convergence action in Central Java in 2020, the capacity for implementing situation analysis and inputting as well as the quality of situation analysis with cross-sectoral involvement in Kudus Regency has not been optimal, the stunting discussion has not been carried out intensively, and there are no regulations to strengthen publications of stunting prevention. In addition, the COVID-19 pandemic has led to a refocusing of the budget from other services and programs, including stunting prevention. The purpose of this study is to analyze the implementation of policies to accelerate stunting prevention during the COVID-19 pandemic in Kudus Regency. This research is qualitative research. Data were collected through in-depth interviews with informants and document review with the Edward III framework covering the variables of communication, resources, disposition, and bureaucratic structure and Van Meter and Van Horn covering variables of the economic, social and political environment. Research informants are representatives from regional apparatus who are members of the stunting prevention acceleration team at the district, sub-district, and village/kelurahan levels as well as the Human Development Cadre (KPM). The study was conducted from April to May 2022. The results show that policy implementation has been running but sensitive nutrition interventions have not been maximized, communication is limited due to the COVID-19 pandemic, the available resources are adequate, and there are policy guidelines that are known and understood by policy implementers, coordination is not optimal. , the economic and social environment is not yet sufficiently supportive and the political environment is sufficiently supportive of policies. In conclusion, the implementation of the policy to accelerate stunting prevention during the COVID-19 pandemic has not run optimally, with constraints on human resource variables, coordination, as well as the economic and social environment. Thus, the implementation of convergence still needs to be improved by carrying out activities in a coordinated manner between institutions. Socialization to the community continues to be intensified so that policy objectives can be achieved. This policy need to be adjusted with the latest Presidential Regulation on accelerating stunting reduction.
The first cases of COVID-19 found in Indonesia were imported cases. To prevent and control it, the Ministry of Health issued a policy related to health protocols in handling passenger arrivals from abroad in the form of a circular in May 2020. From May to September 2020, were found 704 passengers that RDT results were reactive to COVID-19. The purpose of this thesis research is to analyze the implementation of health protocol policies for handling passengers from abroad in preventing the spread of COVID-19 by Soekarno Hatta Port Health Office. This research is a qualitative analytic research with the perspective of policy implementation theory. The results found that the implementation of the health protocol policy not working effectively because there were still found problems in the field. There are still policy targets that do not comply with the requirements to enter Indonesia. Researchers suggest to consider making higher legal force regulations than the circular letter, so can regulate sanctions for passengers who do not obey.In additions, it is necessary to increase supervision and commitment between sectors and develop eHAC applications to digitally validate PCR results, classify the risk of infection from tourists based on travel history and passenger tracking
