Abstrak:
Kasus COVID-19 pertama kali ditemukan di Indonesia merupakan imported cases. Untuk mencegah dan mengendalikan kasus importasi COVID-19, maka Kementerian Kesehatan mengeluarkan kebijakan terkait protokol kesehatan dalam penanganan kedatangan penumpang dari luar negeri dalam bentuk surat edaran Menkes pada bulan Mei 2020. Periode Mei hingga September 2020 ditemukan 704 penumpang yang hasil RDT reaktif terhadap COVID-19 dari 29840 penumpang di Bandara Soetta. Tujuan penelitian adalah untuk melakukan analisis implementasi kebijakan protokol kesehatan penanganan penumpang dari luar negeri dalam pencegahan penyebaran COVID-19 oleh KKP Kelas I Soekarno Hatta. Penelitian ini merupakan penelitian analitik kualitatif dengan perspektif teori implementasi kebijakan. Hasil penelitian menunjukkan bahwa implementasi kebijakan protokol kesehatan penanganan penumpang dari luar negeri tidak berjalan dengan efektif dimana masih terdapat permasahan yang ditemukan di lapangan yaitu sasaran kebijakan yang tidak mematuhi persyaratan yang diminta untuk masuk ke Indonesia dan tidak melakukan pengisian eHAC. Peneliti menyarankan agar mempertimbangkan membuat aturan yang lebih tinggi kekuatan hukummnya dari Surat Edaran sehingga bisa mengatur sanksi bagi penumpang yang tidak patuh. Selain itu perlu meningkatkan pengawasan dan komitmen bersama antara lintas sektor serta pengembangan aplikasi eHAC untuk bisa melakukan validasi hasil PCR secara digital, tracking penumpang dan mengklasifikasikan risiko infeksi dari wisatawan berdasarkan riwayat perjalanan dan asal penerbangan.

COVID-19 adalah penyakit menular yang disebabkan oleh jenis coronavirus yang baru ditemukan dan menjadi sebuah pandemi. COVID-19 dapat menyebar antar negara melalui pelaku perjalanan. Terdapat kasus-kasus importasi varian baru yang merupakan kasus yang berasal dari negara lain dan tertangkap di pintu masuk negara, salah satunya Bandara Soekarno Hatta. Dalam menanggapi permasalahan mengenai kasus importasi pemerintah dapat melakukan upaya cegah tangkal penyakit dan melaksanakan manajemen penemuan kasus pada pelaku perjalanan di Bandara Soekarno Hatta. Penelitian ini bertujuan untuk mengetahui bagaimana implementasi pelaksanaan manajemen penemuan kasus COVID-19 pada pelaku perjalanan dari luar negeri di Bandara Soekarno-Hatta. Penelitian ini menggunakan metode kualitatif dengan data primer yang diperoleh melalui wawancara mendalam dan data sekunder melalui telaah dokumen. Teori yang digunakan dalam penelitian ini adalah modifikasi dari Donabedian dan teori pendekatan sistem yaitu struktur, proses, dan output. Hasil penelitian didapatkan SDM kurang dan terbatas sehingga dibutuhkan tenaga tambahan. Sarana prasarana tercukupi atas dukungan dari berbagai pihak namun belum tersedia perangkat deteksi pemeriksaan RT-PCR di pintu masuk. Pendanaan tercukupi dari Dana Siap Pakai BNPB dan revisi anggaran Kementerian Kesehatan. Sistem informasi sudah tersedia, namun belum dapat digunakan maksimal. Koordinasi, jejaring, dan kemitraan sudah berjalan dan dilaksanakan oleh lintas program/lintas sektor. Kebijakan bersifat dinamis dan bersumber dari Kementerian Kesehatan dan Satuan Tugas. Perencanaan berjalan baik terdapat rencana operasi di tingkat nasional dan di Bandara. Pengorganisasian terdapat Satgas COVID-19 baik di tingkat pusat maupun di Bandara. Pelaksanaan berjalan sesuai dengan aturan yang berlaku. Pengawasan berjalan baik karena adanya alat monitoring Intra Action Review. Pelaku perjalanan yang melakukan karantina/isolasi sebesar 95,5% melakukan karantina dan menyelesaikan masa karantina/isolasi. Penemuan kasus konfirmasi pada pelaku perjalanan sebanyak 1,1% dari total kedatangan. Penemuan Kesimpulan didapatkan bahwa implementasi penemuan kasus penting dilakukan untuk penemuan kasus di pintu masuk negara. Rekomendasi penelitian ini yaitu keberhasilan implementasi akan dicapai bila dilakukan evaluasi dan monitoring serta perbaikan dari kekurangan
COVID-19 is an infectious disease caused by a newly discovered type of coronavirus and has become a pandemic. COVID-19 spreads between countries through travelers. There are importation cases of new variants, originated from other countries and found at the entrance of the country, one of which is Soekarno Hatta Airport. In responding to problems regarding imported cases, the government can make efforts to prevent disease and carry out case finding management for travelers at Soekarno Hatta Airport. This study aims to find out how to implement the COVID-19 case finding management for travelers from abroad at Soekarno-Hatta Airport. This study used a qualitative method with primary data obtained through in-depth interview and secondary data through document review. The theory used in this research is a modification of Donabedian and the theory of systems approach, namely structure, process, and output. The results of the study found that human resources were lacking and limited so that additional personnel is needed. Sufficient infrastructure facilities with the support of various parties, but the RT-PCR examination detection device is not available at the entrance. Sufficient funding from the BNPB Ready to Use Fund and the revised budget of the Ministry of Health. The information system is already available, but cannot be used optimally. Coordination, networking, and partnerships have been running and implemented across programs/cross sectors. The policy are dynamic and sourced from the Ministry of Health and the Task Force. Planning is going well, there are operational plans at the national level and at the airport. Organizing, there is a COVID-19 Task Force both at the central level and at the airport. Implementation is carried out in accordance with applicable regulations. Supervision went well because of the Intra Action Review monitoring tool. 95.5% of travelers who carry out quarantine/isolation followed quarantine and complete the quarantine/isolation period. 1.1% confirmation cases found in travelers of the total arrivals. The conclusion is that the implementation of case finding is important to do case finding at the Point of Entry. The recommendation of this research is that successful implementation will be achieved if evaluation and monitoring are carried out as well as improvement of deficiencies

Krisis ketidakseimbangan antara permintaan dan pasokan tenaga perawat di pasar kesehatan global menjadi perhatian, termasuk di Indonesia. Saat ini tenaga perawat Indonesia mengalami surplus, yakni sebanyak 2.298 perawat secara nasional, dan diprediksi akan terus meningkat di tahun-tahun mendatang. Di samping itu, hampir seluruh Puskesmas (99.9%) sudah memiliki perawat yang tersebar di seluruh Indonesia. Berdasarkan demand, saat ini terdapat 23.579 job order, namun hanya 20,4% penempatan tenaga perawat Indonesia di pasar global yang telah terpenuhi. Tantangan seperti kualifikasi yang tidak sesuai, kesulitan adaptasi budaya, ketahanan mental, karir stagnan, deskilling, dan brain waste bertentangan dengan tujuan Permenkes 37/2015 tentang Pendayagunaan Tenaga Kesehatan Indonesia ke Luar Negeri. Permenkes ini belum menjelaskan detail pendayagunaan sebelum dan pasca migrasi serta matriks peranan stakeholder. Analisis menggunakan teori Van Meter dan Van Horn (1975) melalui wawancara mendalam menunjukkan tujuan kebijakan mencakup alih ilmu, peningkatan profesionalisme, dan penyediaan lapangan kerja. Sumber daya dan komunikasi antar badan pelaksana memadai, namun peran pemerintah daerah dalam diseminasi informasi dan pelatihan perlu ditingkatkan. Disposisi badan pelaksana positif, namun kinerja kebijakan belum optimal, terbukti dari belum terpenuhinya job order, alih ilmu pengetahuan yang belum optimal, dan belum adanya payung hukum pendayagunaan pasca migrasi. Kemenkes berupaya meningkatkan kinerja dengan menyiapkan tenaga perawat berkualifikasi dan merinci pendayagunaan dalam revisi Permenkes 37/2015. Penelitian ini merekomendasikan optimalisasi koordinasi antara Kemenkes dan stakeholder lainnya seperti Kemdikbud, BP2MI, Pemerintah Daerah, Kemlu, dan Kemnaker.
The imbalance crisis between the demand and supply of nursing personnel in the global healthcare market is a concern, including in Indonesia. Currently, Indonesia is experiencing a surplus of nurses, amounting to 2,298 nurses nationally, and this number is predicted to continue to increase in the coming years. Moreover, almost all Community Health Centers (Puskesmas) (99.9%) already have nurses spread throughout Indonesia. Based on demand, there are currently 23,579 job orders, but only 20.4% of the placement of Indonesian nurses in the global market has been fulfilled. Challenges such as mismatched qualifications, cultural adaptation difficulties, mental resilience, career stagnation, deskilling, and brain waste contradict the objectives of Permenkes 37/2015 regarding the Utilization of Indonesian Health Workers Abroad. This regulation does not detail the utilization before and after migration, nor the stakeholder role matrix. An analysis using the theory of Van Meter and Van Horn (1975) through in-depth interviews shows that policy objectives include knowledge transfer, professionalism enhancement, and job creation. Resources and communication between implementing bodies are adequate, but the role of local governments in information dissemination and training needs to be enhanced. The disposition of the implementing bodies is positive, but policy performance has not been optimal, as evidenced by the unfulfilled job orders, suboptimal knowledge transfer, and the absence of a legal framework for post-migration utilization. The Ministry of Health is working to improve performance by preparing qualified nurses and detailing utilization in the revision of Permenkes 37/2015. This study recommends optimizing coordination between the Ministry of Health and other stakeholders such as the Ministry of Education and Culture, BP2MI, Local Governments, the Ministry of Foreign Affairs, and the Ministry of Manpower.

Sekolah memainkan peran penting dalam penularan COVID-19, oleh karena itu memahami proses penularan di sekolah dapat meningkatkan kemampuan untuk merencanakan intervensi yang efektif dalam menanggapi pandemi COVID-19. Penelitian ini bertujuan untuk mengetahui kesiapan sekolah dasar negeri dalam upaya penerapan protokol kesehatan untuk Pembelajaran Tatap Muka (PTM) terbatas pada masa pandemic COVID-19 di Kabupaten Bogor. Penelitian ini menggunakan jenis data kualitatif dengan desain non eksperimental dan comparative descriptive pada rentang waktu dari bulan April-Juni 2022. Metode pengumpulan data dilakukan dengan cara telaah dokumen, observasi, wawancara mendalam terhadap 13 informan dari sekolah maupun guru dan Focus Group Discussion (FGD) terhadap 8 informan dari siswa. Hasil penelitian menunjukan bahwa PTM terbatas yang dilakukan oleh Dinas Pendidikan Kabupaten Bogor pada 4 SDN dari 4 kecamatan tersebut sudah diterapkan dengan perencanaan matang, pelaksanaan yang cukup terarah, dan rutin melakukan evaluasi kegiatan PTM terbatas meskipun ada beberapa hambatan yang dialami sehingga belum dapat memenuhi semua persyaratan SKB 4 Menteri Tahun 2021 secara penuh. Berdasarkan hasil penelitian menyarankan bahwa Dinas Pendidikan Kabupaten Bogor maupun sekolah agar melakukan peningkatan kualitas dan kuantitas dalam penyebaran informasi, pengawasan sekaligus penegakan disiplin, sosialisasi terkait dengan peningkatan daya tahan tubuh, serta melakukan evaluasi dalam mempersiapkan PTM dengan acuan regulasi terbaru yaitu SKB 4 Menteri tahun 2022.

Kebijakan komunikasi risiko yang tertuang dalam Pedoman Komunikasi Risiko untuk Penanggulangan Krisis Kesehatan menjadi topik yang perlu diperhatikan sebab Indonesia merupakan negara yang sering mengalami bencana alam dan sedang mengalami bencana non-alam yaitu Pandemi COVID-19. Ada perbedaan komunikasi risiko pada penanganan COVID-19 di daerah rawan bencana. Hal ini di sebabkan ada dua ancaman sekaligus di wilayah tersebut. Penelitian ini bertujuan untuk menganalisis implementasi kebijakan komunikasi risiko dalam penanganan dan pengendalian COVID-19 di daerah rawan bencana. Penelitian ini berupa penelitian kuantitatif dan kualitaif. Desain penelitian adalah Cross Sectional dengan jumlah sampel 451 responden di Wilayah Kabupaten Pandeglang dan menggunakan teknik random sampling. Metode pengumpulan data dengan kuesioner. Metode pengumpulan data yang kedua dengan cara wawancara mendalam. Wawancara mendalam dilakukan ke 4 informan yang berasal dari BPBD Wilayah Kabupaten Pandeglang dan Dinas Kesehatan Wilayah Kabupaten Pandeglang. Hasil analisis statistik menunjukkan adanya hubungan yang signifikan antara tingkat pengetahuan masyarakat mengenai COVID-19 dengan kesiapsiagaan masyarakat dalam menghadapi bencana alam, karena p sebesar 0,002 (p value < 0,05). Hasil penelitian menunjukkan keberhasilan dalam pelaksanaan kebijakan, namun perlu adanya pertimbangan perubahan dalam isi Pedoman Komunikasi Risiko untuk Penanggulangan Krisis Kesehatan dan memperhatikan ketersediaan anggaran khususnya anggaran program bencana alam

Dinamika kasus COVID-19 hingga tahun 2022 masih berlangsung di berbagai dunia dan mengakibatkan fluktuasi angka morbiditas dan mortalitas yang tinggi. Berbagai ledakan kasus akibat Variant of Concern (VOC) berdampak secara langsung kepada puskesmas sebagai layanan primer. Untuk melakukan penguatan terhadap puskesmas diperlukan strategi kebijakan pengendalian COVID-19 berupa prevent, detect, dan respond yang diikuti dengan optimalisasi implementasi kebijakan yang dilakukan di lapangan. Penelitian ini bertujuan untuk mengetahui gambaran implementasi kebijakan pada tingkat puskesmas di era pandemi COVID-19 berdasarkan literature review. Analisis yang digunakan dalam penelitian ini adalah literature review dengan pendekatan PRISMA. Kebutuhan penelusuran literatur menggunakan online database berupa google scholar dan GARUDA sehingga didapatkan 14 literatur terinklusi. Selain itu, berbagai kepustakaan yang diperoleh dalam penelitian berbentuk artikel jurnal, report lembaga kesehatan, text book, dan website berbahasa Inggris dan Indonesia. Hasil penelitian menunjukan bahwa implementasi kebijakan di puskesmas masih ditemukan berbagai permasalahan serta hambatan antara lain pembuatan SOP yang tidak komprehensif diikuti kurangnya sosialisasi terkait SOP kepada petugas puskesmas, adanya keterbatasan jumlah petugas surveilans di puskesmas, pelatihan dan sosialisasi untuk melakukan tracing dan surveilans masih belum memadai, serta keterbatasan logistk kesehatan berupa obat-obatan terapi COVID-19 seperti oseltamivir, azitromisin, dan favipiravir. Kesimpulannya implementasi kebijakan di puskesmas masih belum berjalan dengan baik dikarenakan belum optimalnya penerapan kebijakan prevent, detect, dan respond dalam pengendalian COVID-19. Oleh karena itu, saran yang dapat diberikan yaitu pembuatan SOP penanganan COVID-19 yang komprehensif, memperkuat strategi komunikasi dan community engagement, melakukan perencanaan mengenai estimasi petugas surveilans, dan memfasilitas petugas kesehatan untuk mendapatkan program pelatihan.

To strengthen puskesmas, a policy strategy for controlling COVID-19 is needed in the form of prevention, detect, and response, followed by optimizing the implementation of policies carried out in the field. This study aims to describe the implementation of policies at the puskesmas level in the era of the COVID-19 pandemic based on a literature review. The analysis used in this study is a literature review with the PRISMA approach. The need for literature searches using online database in the form of Google Scholar and GARUDA so that 14 included literatures are obtained. In addition, various literatures obtained in the research are in the form of journal articles, reports from health institutions, text books, and websites in English and Indonesian. Berdasarkan data secara global pada tahun 2019, diperkirakan 15% dari populasi dunia memiliki disabilitas. Penyandang disabilitas lebih cenderung memiliki kesehatan yang buruk. Situasi pandemi COVID-19 menjadi kekhawatiran khususnya pada disabilitas yang tinggal dalam ruangan terbatas, padat penghuni, tempat tertutup dan keterbatasan lain dalam panti. Penelitian dilakukan untuk menganalisis implementasi kebijakan pencegahan COVID-19 di Panti Sosial Khusus Disabilitas Wilayah Provinsi DKI Jakarta. Peneliti menganalisis proses implementasi kebijakan menggunakan model Edward III, dari aspek: Komunikasi; Sumber Daya; Disposisi; dan Struktur Organisasi. Temuan penelitian ini adalah bahwa Kebijakan pencegahan COVID19 yang tertuang pada Surat Edaran yang dikeluarkan oleh Kepala Dinas Sosial telah dapat disosialisasikan dan dikoordinasikan dengan baik di setiap panti. Aturan dalam bentuk perundang-undangan tidak ditemukan. Hasil penelitian menunjukan bahwa secara keseluruhan pelaksanaan kebijakan pencegahan COVID-19 di Panti Sosial Khusus Disabilitas Provinsi DKI Jakarta sudah baik. Namun dalam penanganannya memiliki tantangan tersendiri karena kondisi disabilitas WBS yang memiliki tingkat keparahan disabilitas berbeda-beda sehingga sulit untuk disiplin karena keterbatasan yang mereka miliki. WBS Penyandang Disabilitas mental dan intelektual sulit untuk disiplin dalam menggunakan masker, komunikasi secara personal dan peringatan yang dilakukan secara berulang menjadi solusi penerapan kepatuhan protokol Kesehatan. Rekomendasi lain adalah bahwa Penanganan COVID-19 harus dilakukan dengan kerja sama lintas sektor. Kata Kunci: Disabilitas, Analisis Implementasi, Pencegahan COVID-19.
The Pandemic COVID-19 (Coronavirus Disease) which was firstly identified in the late 2019, has become humans’ problem globally. The rapid increase in the number of COVID-19 cases occurred requires immediate treatment. This virus easily spreads and infects anyone regardless of age, gender, and social status, including people with disabilities. Based on global data of 2019, it is estimated that 15% of the world's population has a disability. People with disabilities are more likely to have poor health. The situation of the COVID-19 pandemic is a concern, especially for people with disabilities who live in densely populated areas, in limited living space, closed places, and other residential limitations. The study was conducted to analyze the implementation of COVID-19 prevention policies at Social Institutions for People with Disabilities in the area of DKI Jakarta Province. The researchers analyzed the policy implementation process using the Edward III model, from 4 aspects namely communication; resources; disposition; and organizational structure. The COVID-19 prevention policy contained in the Circular issued by the Head of the Social Service can be properly socialized and coordinated in each nursing home. Rules in the form of legislation were not found. The results showed that the overall implementation of the COVID-19 prevention policy at the Social Institutions for Disabilities in DKI Jakarta Province was good. However, in handling it, it has its own challenges because residents of those institutions who have disabilities (WBS) have different levels of disability, making it difficult to discipline them because of their limitations. It is difficult to discipline WBS with mental and intellectual disabilities to use masks. It was found that personal communication and repeated warnings are solutions for implementing Health protocol. The handling of COVID-19 is carried out with cross-sectoral cooperation. Abstrak:
Walaupun pendidikan di berbagai wilayah di Indonesia sudah dapat berlangsung secara tatap muka, bukan berarti ancaman terhadap paparan COVID-19 pada warga sekolah telah hilang. Hal tersebut terlihat dari tingginya kasus positif COVID-19 di Indonesia, di mana Provinsi DKI Jakarta merupakan provinsi dengan kasus positif COVID-19 tertinggi di Indonesia. Selain itu, keberadaan klaster penularan COVID-19 di sekolah-sekolah juga menunjukkan pentingnya penerapan protokol kesehatan COVID-19 di sekolah. SDN Ujung Menteng 02 merupakan salah satu sekolah yang harus ditutup selama dua minggu akibat terdapat beberapa warga sekolah yang positif COVID-19. Dalam penelitian ini dibahas mengenai implementasi protokol kesehatan COVID-19 di SDN Ujung Menteng 02 dengan melihat variabel yang terdapat pada Model Implementasi Edward III. Jenis penelitian yang digunakan adalah penelitian kualitatif dengan desain studi kasus. Metode pengambilan data menggunakan wawancara mendalam dan observasi. Berdasarkan data yang diperoleh, SDN Ujung Menteng 02 telah cukup baik dalam mengimplementasikan protokol kesehatan COVID-19. Namun, masih terdapat perilaku warga sekolah yang harus dibenahi, seperti penggunaan masker, menjaga jarak, dan lain sebagainya. Sumber daya, komunikasi, dan disposisi (sikap) warga sekolah sudah baik dalam mengimplementasikan protokol kesehatan COVID-19 di SDN Ujung Menteng 02. Namun, struktur birokrasi pada Satgas COVID-19 SDN Ujung Menteng 02 masih perlu diperbaiki dan ditingkatkan.

Abstrak:
Pemerintah daerah Kabupaten Kudus telah berkomitmen untuk percepatan pencegahan kasus stunting dan berupaya dalam mewujudkan Kudus zero stunting dengan menerbitkan Peraturan Bupati Kudus No. 53 tahun 2020 tentang Percepatan Pencegahan Stunting di Kabupaten Kudus. Namun pelaksanaan konvergensi di Kabupaten Kudus belum berjalan optimal. Hasil rapat kerja penilaian aksi konvergensi pencegaham stunting terintegrasi di Jawa Tengah tahun 2020, kapasitas pelaksanaan analisis situasi dan inputing serta kualitas analisis situasi dengan keterlibatan lintas sektor di Kabupaten Kudus belum optimal, rembug stunting belum dilakukan secara intensif, dan belum adanya regulasi untuk memperkuat publikasi pencegahan stunting. Selain itu pandemi COVID-19 menimbulkan adanya refocusing anggaran dari pelayanan dan program yang lain termasuk pencegahan stunting. Tujuan penelitian ini untuk menganalisis implementasi kebijakan percepatan pencegahan stunting pada masa pandemi COVID-19 di Kabupaten Kudus. Penelitian ini merupakan penelitian kualitatif. Pengambilan data dilakukan melalui wawancara mendalam kepada informan dan telaah dokumen dengan framework Edward III meliputi variabel komunikasi, sumber daya, disposisi, dan struktur birokrasi dan Van Meter dan Van Horn meliputi variabel lingkungan ekonomi, sosial dan politik. Informan penelitian yaitu perwakilan dari perangkat daerah yang tergabung dalam tim percepatan pencegahan stunting pada tingkat kabupaten, kecamatan, maupun desa/kelurahan serta Kader Pembangunan Manusia (KPM). Penelitian dilakukan bulan April hingga Mei 2022. Hasil penelitian menunjukkan bahwa implementasi kebijakan sudah berjalan namun intervensi gizi sensitif belum maksimal, komunikasi yang dilakukan terbatas dikarenakan kondisi pandemi COVID-19, sumber daya yang tersedia cukup memadai, terdapat panduan kebijakan yang telah diketahui dan dipahami oleh pelaksana kebijakan, koordinasi yang terjalin belum optimal, lingkungan ekonomi dan sosial yang belum cukup mendukung dan lingkungan politik cukup mendukung kebijakan. Kesimpulannya implementasi kebijakan percepatan pencegahan stunting pada masa pandemi COVID-19 belum berjalan dengan optimal dengan masih adanya kendala pada variabel sumber daya manusia, koordinasi, serta lingkungan ekonomi dan sosial. Dengan demikian pelaksanaan konvergensi masih perlu ditingkatkan dengan melaksanakan kegiatan secara koordinatif antar lembaga. Sosialisasi kepada masyarakat tetap digencarkan agar tujuan kebijakan dapat tercapai. Diperlukan adanya penyesuaian kebijakan dengan Perpres terbaru tantang percepatan penurunan stunting.

However, the implementation of convergence in Kudus has not run optimally. The results of the work meeting on the assessment of the integrated stunting prevention convergence action in Central Java in 2020, the capacity for implementing situation analysis and inputting as well as the quality of situation analysis with cross-sectoral involvement in Kudus Regency has not been optimal, the stunting discussion has not been carried out intensively, and there are no regulations to strengthen publications of stunting prevention. In addition, the COVID-19 pandemic has led to a refocusing of the budget from other services and programs, including stunting prevention. The purpose of this study is to analyze the implementation of policies to accelerate stunting prevention during the COVID-19 pandemic in Kudus Regency. This research is qualitative research. Data were collected through in-depth interviews with informants and document review with the Edward III framework covering the variables of communication, resources, disposition, and bureaucratic structure and Van Meter and Van Horn covering variables of the economic, social and political environment. Research informants are representatives from regional apparatus who are members of the stunting prevention acceleration team at the district, sub-district, and village/kelurahan levels as well as the Human Development Cadre (KPM). The study was conducted from April to May 2022. The results show that policy implementation has been running but sensitive nutrition interventions have not been maximized, communication is limited due to the COVID-19 pandemic, the available resources are adequate, and there are policy guidelines that are known and understood by policy implementers, coordination is not optimal. , the economic and social environment is not yet sufficiently supportive and the political environment is sufficiently supportive of policies. In conclusion, the implementation of the policy to accelerate stunting prevention during the COVID-19 pandemic has not run optimally, with constraints on human resource variables, coordination, as well as the economic and social environment. Thus, the implementation of convergence still needs to be improved by carrying out activities in a coordinated manner between institutions. Socialization to the community continues to be intensified so that policy objectives can be achieved. This policy need to be adjusted with the latest Presidential Regulation on accelerating stunting reduction.

Hasil penelitian menunjukkan beberapa kegiatan pelaksanaan kesehatan jiwa tidak terlaksana karena adanya pembatasan sosial, ukuran dan tujuan kebijakan dipahami dan telah dilaksanakan, kurangnya koordinasi lintas sektor, minimnya ketersediaan sumber daya manusia dan kompetensi bidang kesehatan jiwa, komunikasi antar organisasi berjalan baik, disposisi pelaksana baik, serta adanya pengaruh lingkungan ekonomi, sosial dan politik.
Kesimpulannya implementasi kebijakan kesehatan jiwa dan psikososial pada masa pandemi COVID-19 belum berjalan dengan baik dikarenakan pembatasan sosial, minimnya sumber daya manusia dan kompetensi bidang kesehatan jiwa, serta kurangnya koordinasi lintas sektor. The purpose of this study is to find out the implementation of mental health and psychosocial policies during the COVID-19 pandemic in Depok City, West Java Province. The research method used a qualitative approach through in-depth interviews with informants and document review with the Van Meter & Van Horn framework, and the validity of the data used triangulation of sources and methods. This research was conducted from October to December 2020. The results showed that some mental health implementation activities were not carried out due to social restrictions, policies and objectives were understood and implemented, lack of cross-sector coordination, lack of availability of human resources and competence in mental health, communication between organizations is running well, the disposition of the executor is good, as well as the influence of the economic, social and political environment. In conclusion, the implementation of mental health and psychosocial policies during the COVID-19 pandemic has not been going well due to social restrictions, lack of human resources and mental health competence, and lack of cross-sector coordination. The recommendations need to formulate neither Circular Letter nor Regional Action Plan on the implementation of mental and psychosocial health during the pandemic including mitigation efforts

Kota Depok merupakan kota pertama ditemukan kasus terinfeksi COVID-19. Akibat meningkatnya jumlah kasus, Pemerintah Kota Depok menerapkan Pembatasan Sosial Berskala Besar (PSBB) di Kota Depok. Penerapan kebijakan tersebut juga memengaruhi kesehatan kesehatan jiwa dan psikososial.
Penelitian ini dilakukan dengan tujuan untuk mengetahui implementasi kebijakan kesehatan jiwa dan psikososial pada masa pandemi COVID-19 di Kota Depok, Jawa Barat. Metode penelitian menggunakan pendekatan kualitatif melalui wawancara mendalam kepada informan dan telaah dokumen dengan framework Van Meter & Van Horn, serta keabsahan data menggunakan triangulasi sumber dan metode. Penelitian ini dilakukan selama bulan Oktober sampai Desember 2020.
