A conducive working environment affects the quality of working life and can form qualityhuman resources and support the improvement of service quality. The purpose of thisstudy is to analyze the relationship of quality of work life to employee performance inRSUD Ogan Ilir District. This research is a quantitative research with cross sectionaldesign on 315 employees both civil servants and freelancer. The analyzes were univariate,bivariate with chi square and multivariate statistic test with multiple logistic regressionof predictive determinant model.The result of the study shows that the quality of working life is still lacking, especiallythe pride of the hospital, the involvement participation of employees and the facilitiesobtained. Similarly, employee performance, of 315 there are 164 employees 51.1 withless performance. The result of the statistic test shows that the involvement participationof employees and facilities obtained has a significant relationship to the performance ofemployees. Further analysis found 3 components that affect employee performance is theinvolvement participation of employees, facilities obtained and safety of the workenvironment. The most dominant component is the facility obtained with an OR of 2.670.From the research, it is hoped that the RSUD of Ogan Ilir Regency can form a team ofemployees representing all fields, improve the system of maintaining hospital facilities,provide training and seminars, budgeting specifically for improvement of safety systemby adding personal protective equipment, forming a special team that pay attention andsupervise the safety and health of employees who are covered by SPI Internal ControlUnit and reactivate the hospital 39 s SPI.
The Health Service as a Regional Apparatus Organization (RAO) is responsible for the health sector to achieve Minimum Service Standard (SPM) indicators every year. To meet the current increasing need for public health services, the Health Service can continue to improve its performance both in terms of human resources and organizational factors. Employee behavior is one of the factors that supports organizational success, both seen from employee knowledge and attitudes towards achieving SPM. Organizational readiness is one tool that Malcolm Baldrige can use Assessments include: leadership; planning strategy; customer focused; assessment, analysis, and knowledge management; focus on workers; management process; and result. The research was conducted to see a picture of the relationship between employee behavior and organizational factors and the performance of achieving minimum service standards. Quantitative research method, cross-sectional design, by filling out a questionnaire using Google Form by 232 respondents (employees). The research results show that all independent variables have a significant relationship with SPM performance. Measurement variables, Analysis, Management Knowledge bivariate (p = 0.0001; OR = 46.12; 95% CI = 21.29 – 99.91) and multivariate (p = 0.0001; OR = 8.288; 95% CI ) is the dominant variable related to the performance of the Sibolga City Health Office. Malcolm Baldrige's total criteria score on the performance results of the Sibolga Health Service obtained results at the Excellent level in the Benchamark Leader position.
Sebanyak 22 dari 62 kabupaten daerah tertinggal (35,48%) belum mencapai target Indeks Pembangunan Manusia (IPM) sebagaimana ditetapkan dalam Strategi Nasional Percepatan Pembangunan Daerah Tertinggal Tahun 2020–2024. Oleh karena itu, dilakukan penelitian ini yang bertujuan untuk mengevaluasi faktor-faktor yang mendukung dan menghambat pencapaian IPM melalui program afirmasi kesehatan dalam Rencana Aksi Nasional Percepatan Pembangunan Daerah Tertinggal (RAN-PPDT). Metode yang digunakan dengan pendekatan kualitatif, melalui analisis data sekunder dari laporan realisasi dan evaluasi program, serta wawancara mendalam dengan pengampu program afirmasi dari Kementerian Desa PDTT, Kementerian Kesehatan, BKKBN, serta perwakilan dari daerah tertinggal yang telah dan belum mencapai target. Evaluasi dilakukan menggunakan enam kriteria dari teori evaluasi William N. Dunn, yakni efektivitas, efisiensi, kecukupan, pemerataan, responsivitas, dan ketepatan. Berdasarkan hasil penelitian, menunjukkan bahwa hambatan utama dalam pencapaian IPM meliputi ketidaksinkronan perencanaan dan penganggaran, rendahnya realisasi kegiatan, dan distribusi program yang belum merata. Sementara faktor pendukungnya mencakup kesesuaian program dengan prioritas nasional, pemanfaatan data ketertinggalan, serta komitmen lintas sektor. Kesimpulannya bahwa program afirmasi kesehatan berkontribusi positif terhadap peningkatan IPM, terutama melalui intervensi kesehatan dasar. Namun, efektivitas program belum optimal, efisiensinya terganggu oleh ketidaksinkronan perencanaan dan penganggaran, kecukupannya belum memenuhi kebutuhan riil di daerah, pemerataannya masih timpang, responsivitasnya sudah adaptif terhadap kebutuhan, serta ketepatannya sudah sesuai untuk mendukung IPM. Rekomendasi perbaikan yang disarankan mencakup penguatan perencanaan dan implementasi secara terpadu melalui sinkronisasi lintas sektor, penganggaran berbasis kebutuhan, serta sistem monitoring terintegrasi dalam upaya meningkatkan dampak program afirmasi kesehatan terhadap peningkatan IPM di daerah tertinggal.
Out of 62 underdeveloped regencies in Indonesia, 22 (35.48%) have not yet achieved the Human Development Index (HDI) targets set in the National Strategy for the Acceleration of Underdeveloped Regions Development 2020–2024. This study aims to evaluate the supporting and hindering factors affecting HDI improvement through the health affirmation program within the National Action Plan for the Acceleration of Underdeveloped Regions Development (RAN-PPDT). A qualitative approach was used, involving secondary data analysis from program realization and evaluation reports, as well as in-depth interviews with officials from the Ministry of Villages, Development of Disadvantaged Regions and Transmigration; the Ministry of Health; BKKBN; and representatives from underdeveloped regions that have and have not met the HDI targets. The evaluation is based on six criteria from William N. Dunn’s evaluation theory: effectiveness, efficiency, adequacy, equity, responsiveness, and appropriateness. The findings indicate that key barriers include the lack of synchronization between planning and budgeting, low implementation realization, and uneven program distribution. Supporting factors include program alignment with national priorities, utilization of underdevelopment data, and cross-sectoral commitment. The health affirmation program contributes positively to HDI improvement, especially through basic health interventions, although not yet optimal. Recommended improvements involve strengthening integrated planning and implementation through cross-sectoral synchronization, needs-based budgeting, and an integrated monitoring system to enhance the program’s impact on HDI in underdeveloped regions.
Positive confirmed cases of COVID-19 in Lampung continue to increase. The Handayani General Hospital (RSU) is one of the private COVID-19 referral hospitals in Lampung. There was a decrease in outpatient visits at Handayani Hospital during the Covid-19 Pandemic. This study discusses the stigma of patients on health workers and other factors on the behavior of outpatient visits during the pandemic at Handayani Hospital, North Lampung. This research method is sequential explanatory which is a combination of quantitative and qualitative. Quantitative research was conducted by distributing questionnaires to outpatients, while qualitative research was conducted by in-depth interviews. The results showed that there was a significant relationship between patient stigma on health workers, knowledge and attitudes towards outpatient visiting behavior. The cause of the stigma, among others, is because patients think that the high mobilization of health workers in the hospital is at risk of spreading Covid-19. Most of the vulnerable patients have a stigma. The study also found that several respondents did not comply with visiting for treatment during the Covid-19 pandemic. It is necessary to make various efforts by related parties to improve health services for the community, especially during the Covid-19 Pandemic.
