penyakit tidak menular (ptm) merupakan penyebab utama kematian di dunia. ptm atau penyakit kronis ini tidak dapat disembuhkan sehingga dibutuhkan penanganan khusus. prevalensi ptm di dki jakarta paling tinggi di jakarta selatan. program rujuk balik merupakan program bpjs kesehatan untuk menangani peserta dengan penyakit kronis yang sudah dinyatakan stabil dan telah dirujuk kembali ke faskes primer. tujuan penelitian ini ingin mengetahui implementasi pelaksanaan prb di wilayah kerja bpjs kesehatan jakarta selatan. penelitian ini menggunakan metode kualitatif. hasil penelitian menunjukan bahwa implementasi program rujuk balik sudah berjalan sesuai dengan ketentuan namun masih terdapat kendala dalam pelaksanaannya terutama obat-obatan. untuk itu perlu adanya perhatian untuk memenuhi obat-obatan agar prb berjalan dengan efektif.

Abstrak:
Penelitian ini bertujuan untuk menganalisis determinan ketersediaan obat dalam Program Rujuk Balik (PRB) di wilayah kerja BPJS Kesehatan KC Depok. Data kualitatif diperoleh melalui wawancara mendalam, observasi, dan telaah dokumen untuk menganalisis kontribusi variable input beserta proses dan imbasnya terhadap kekosongan obat. Konstruk variable input terdiri atas pemangku kepentiangan internal (SDM dan kebijakan) dan eksternal (kebijakan dan pengawasan), sedangkan pembentuk variabel proses mencakup serangkaian manajemen rantai pasokan obat berupa perencanaan, pendanaan, pembayaran, pembelian dan pendistribusian obat. Hasil penelitian menunjukan kekosongan obat merupakan permasalahan dari yang mencakup dimensi input dan proses. Dari sisi input, peran SDM, aplikasi kebijakan, dan komitmen pemangku kepentingan teridentifikasi sebagai sumber-sumber masalah kekosongan obat PRB. Sedangkan permasalahan dari sisi proses yang berkontribusi terhadap fenomena kekosongan obat terdiri atas mekanisme perencanaan, pendanaan, dan pendistribusian obat. Permasalahan ini berdampak kepada tidak sesuainya angka RKO dengan kebutuhan wilayah dan besaran HPS yang tidak rasional. Studi ini memberikan saran pentingnya pelaksanaan pengawasan dan evaluasi PRB secara komperhensif mencakup input proses dan output, serta upaya solusinya.

The process described supply chain management of drugs including planning, budgeting,provider payment, purchasing and distribution of PRB drug. The refealed that the stock out was resulted from of this study indicate the problem stock out included the the dimensions in the process of input and process. In terms of inputs, the role of human resources , policy implementation, resources and stakeholder commitments were among the identified factor related to challenge on PRB drug. While problems that occurred in the process that contributed to the stock out of PRB drug included drug supply chain management, planning, payment scheme, and distribution of drugs. This problem potentially affected mismatch of RKO (plan on number drugs required to provide service) with requirement on regional level, irrational HPS (National reference on price) and policy. This study suggested to undertake comprehensive monitoring and evaluaton including input, process and output as well as solution of the problem.

Abstrak:
Penelitian ini bertujuan untuk mengetahui gambaran ketersediaan obat Program Rujuk Balik di Apotek Sanafarma Tebet pada bulan Februari-Maret tahun 2019. Penelitian ini adalah penelitian kualitatif dengan melakukan wawancara mendalam dan telaah dokumen untuk mengetahui keterkaitan antara komponen input, dan proses, serta imbasnya terhadap ketersediaan obat program rujuk balik. Komponen input dalam penelitian ini yaitu sumber daya manusia, ketersediaan dana, sarana dan prasarana, peraturan atau kebijakan, koordinasi, dan tools yang digunakan, sedangkan komponen dalam proses yaitu perencanaan, pengadaan, penyaluran dan distribusi, serta monitoring dan evaluasi. Hasil penelitian ini menunjukan bahwa stok obat rujuk balik masih mengalami kekosongan dikarenakan masih adanya kendala dari segi input yaitu sumber daya manusia dan ketersediaan dana, serta dari segi proses yaitu masih ada kendala dalam proses perencanaan dan pengadaan. Kendala-kendala ini pada akhirnya berdampak kepada masih terjadinya kekosongan obat rujuk balik di apotek Sanafarma Tebet. Saran dari peneliti adalah dengan menggunakan sistem yang terkomputerisasi untuk memantau stok obat dan pencatatan terkait penggunaan obat setiap bulannya, sehingga dapat diketahui stok obat yang ada dapat digunakan untuk jangka waktu berapa lama.

Penelitian ini menggunakan metode literature review yang membahas mengenai pelaksanaan Program Rujuk Balik (PRB) pada peserta Jaminan Kesehatan Nasional di Puskesmas. Tujuan dari penulisan ini adalah untuk mengetahui bagaimana pelaksanaan program rujuk balik peserta BPJS Kesehatan di puskesmas. Dalam mendapatkan artikel yang diinginkan, penelitian ini menggunakan 5 database yaitu Google Scholar, GARUDA (Garba Rujukan Digital), Microsoft Academic, ProQuest, dan Perpustakaan Nasional Republik Indonesia. Kemudian untuk mendapatkan literatur yang layak uji, dilakukan peninjauan literatur menggunakan pedoman PRISMA. Hasil peninjauan literatur didapatkan 9 artikel penelitian dan dalam penelitian tersebut metode yang digunakan adalah metode kualitatif maupun kuantitatif.

Abstrak:
Skripsi ini membahas gambaran serta hubungan antara umur, jenis kelamin, pendidikan, pekerjaan, pendapatan, dan status kepesertaan dengan kepuasan peserta terhadap pelayanan Program Rujuk Balik di wilayah kerja BPJS Kesehatan Kantor Cabang Utama Jakarta Selatan. Rancangan penelitian adalah analitik kuantitatif dengan pendekatan potong lintang. Pengumpulan data dilakukan melalui kuesioner dan analisis data dilakukan dengan menggunakan analisis univariat dan bivariat uji Chi-Square. Hasil penelitian menggambarkan kepuasan peserta PRB sebesar 51,0% dan menunjukkan adanya hubungan yang signifikan antara pekerjaan dengan kepuasan peserta PRB.

Penyakit Tidak Menular (PTM) merupakan penyebab utama global dan terdapat kenaikan prevalensi PTM di Indonesia. PTM mendominasi pola penyakit penderita rawat jalan rumah sakit menurut golongan umur 45-75 tahun di Kota Depok. Program Rujuk Balik (PRB) dimaksudkan sebagai alat kendali mutu dan biaya oleh BPJS Kesehatan dalam menangani peserta penyakit kronis yang sudah dinyatakan stabil dengan merujuk kembali pasien ke faskes primer. Tujuan penelitian ini ingin mengetahui implementasi pelaksanaan PRB di wilayah kerja BPJS Kesehatan KC Depok. Penelitian ini menggunakan metode kualitatif dengan wawancara mendalam kepada pelaksana PRB. Hasil penelitian menunjukan bahwa implementasi program rujuk balik masih belum optimal dilihat dari angka capaian yang masih dibawah target/potensi, hambatan ketersediaan obat, serta sistem aplikasi yang kurang terintegrasi antara BPJS, faskes, maupun apotek.

Abstrak:
Penelitian ini bertujuan untuk mengetahui gambaran ketersediaan obat Program Rujuk Balik di Apotek Jejaring BPJS Kesehatan Cabang Depok Tahun 2017. Penelitian ini adalah penelitian kualitatif dan menggunakan pendekatan sistem, dengan pengumpulan data melalui wawancara mendalam, observasi, dan telaah dokumen. Input dalam penelitian ini adalah sumber daya manusia, ketersediaan dana, ketersediaan data, sarana dan prasarana, dan kebijakan, sedangkan prosesnya mengadopsi siklus manajemen logistik, yaitu perencanaan, penganggaran, pengadaan, penyimpanan, pendistribusian, pemeliharaan, dan penghapusan. Hasil penelitian ini menunjukkan terjadi masalah pada unsur input yaitu sumber daya manusia dan ketersediaan dana, serta masalah pada unsur proses yaitu perencanaan dan pengadaan. Hal tersebut menyebabkan terjadinya masalah pada output yaitu berupa tidak tersedianya beberapa obat PRB di Apotek Jejaring BPJS Kesehatan. Peneliti menyarankan BPJS Kesehatan mendorong Kementerian Kesehatan agar Apotek dapat melakukan pengadaan melalui e- katalog. Program Rujuk Balik (PRB) merupakan salah satu cara meningkatkan kualitas pelayanan kesehatan bagi peserta BPJS dalam melakukan kendali mutu dan kendali biaya. Ketersediaan Apotek PRB dan Ketidaktersediaan Obat di Apotek PRB menyebabkan PRB bagi pasien yang membutuhkan obat berjalan tidak maksimal. Tesis ini membahas kinerja Implementasi Kebijakan terkait ketersediaan Obat PRB pada Ruang Farmasi Puskesmas Kecamatan dan Apotek PRB di Jakarta Pusat Triwulan I, II dan III Tahun 2019 berdasarkan Peraturan Menteri Kesehatan Republik Indonesia Nomor 99 Tahun 2015 tentang Pelayanan Kesehatan pada Jaminan Kesehatan Nasional pasal 25. Penelitian ini adalah penelitian kualitatif dengan pendekatan deskriptif menggunakan metode wawancara mendalam dan telaah dokumen. Kriteria informan penelitian adalah unsur pimpinan dan petugas pengelola kebijakan pada Dinas Kesehatan Provinsi DKI Jakarta, Suku Dinas Kesehatan Jakarta Pusat, BPJS Kesehatan Cabang Jakarta Pusat, Puskesmas Kecamatan Se-Jakarta Pusat dan Apotek PRB Se-Jakarta Pusat. Hasil penelitian menunjukkan bahwa kinerja implementasi belum optimal yang dipengaruhi oleh standar dan sasaran kebijakan, sumber daya, komunikasi antar organisasi, sikap para pelaksana, karakteristik organisasi pelaksana dan lingkungan ekonomi, sosial serta politik. This study discusses about the performance of policy implementation related to drug availability of the PRB in the pharmacy room of the District Public Health Center and the PRB Pharmacy in Central Jakarta during quarter I, II and III of 2019 based on the regulation of the Minister of Health of the Republic Indonesia Number 99 Year 2015 concerning Health Services on National Health Insurance article 25. This study is a qualitative research with a descriptive approach using the method of in-depth interviews and document review. The criteria for the research informants were the elements of the leadership and policy management officers in the DKI Jakarta Provincial Health Office, Central Jakarta Health Office, Central Jakarta BPJS Health Center, Central Jakarta District Health Center and Central Jakarta PRB Pharmacy. The results showed that the implementation performance was not Optimal which was influenced by policy standards and objectives, resources, comminication between organizations, the attitude of the implementers, the characteristics of the implementing organization and the economic, social and politics. Penelitian ini bertujuan untuk mengetahui upaya yang dilakukan puskesmas sehingga pasien Program Rujuk Balik patuh dalam melakukan kontrol di Puskesmas Kec. Sawah Besar DKI Jakarta. Data Kualitatif diperoleh melalui wawancara mendalam, observasi, dan telaah dokumen untuk menganalisis upaya yang dilakukan Puskesmas Kec. Sawah Besar sehingga pasien PRB patuh kontrol. Adapun variabel yang digunakan adalah variabel input yang terdiri dari variabel Petugas Kesehatan, Fasilitas Kesehatan. Variabel proses terdiri dari Prosedur Program Rujuk Balik, Monitoring dan Evaluasi. Variabel output terdiri dari kepatuhan kontrol peserta PRB. Dari sisi input, Petugas Kesehatan, Fasilitas Kesehatan teridentifikasi sebagai peran dan upaya yang dilakukan oleh tenaga kesehatan untuk bisa memberikan pelayanan yang baik kepada pasien PRB seperti memberikan sosialisasi kepada pasien PRB, sarana dan prasarana yang baik sedangkan dari sisi proses teridentifikasi bahwa Pasien Program Rujuk Balik sudah bisa memahami dengan baik mengenai tahapan dalam melakukan program rujuk balik. Dari kejadian tersebut, dapat diidentifikasikan bahwa upaya yang baik dilakukan oleh puskesmas kec. sawah besar sehingga pasien patuh kontrol.

Abstrak:
Penelitian ini bertujuan untuk menghitung biaya rata-rata 10 diagnosa penyakit terbanyak dan termahal peserta Program Pelayanan Kesehatan Karawang Sehat di Kabupaten Karawang periode Januari-Desember 2018. Penelitian ini merupakan penelitian kuantitatif deskriptif dengan menggunakan desain cross sectional. Data yang digunakan dalam penelitian ini adalah data sekunder yang didapatkan dari data klaim Program Pelayanan Kesehatan Karawang Sehat. Analisis yang dilakukan adalah analisis Univariat. Hasil penelitian ini menunjukkan bahwa peserta laki-laki mendapatkan pelayanan rawat inap terbanyak yaitu 50,4% dari seluruh klaim. Rata-rata umur peserta yang mendapatkan pelayanan rawat inap adalah 33,41 tahun dan rata-rata lama hari rawat adalah 4,86 hari. Typhoid Fever merupakan penyakit rawat inap terbanyak, penyakit rawat inap termahal yaitu Hydrocephalus, unspecified dengan biaya Rp213.576.000,00. Biaya rata-rata perawatan paling besar peserta Program Pelayanan Kesehatan Karawang Sehat periode Januari - Desember 2018 pada 10 penyakit rawat inap terbanyak adalah penyakit Tuberculosis of lung, confirmed by unspecified means yaitu sebesar Rp5.393.807,55 dan pada 10 penyakit rawat inap termahal adalah Presence of cerebrospinal fluid drainage device yaitu sebesar Rp34.804.500,00. Saran untuk Program Pelayanan Kesehatan Karawang Sehat adalah melakukan kegiatan promotif dan preventif pada penyakit-penyakit rawat inap yang terbanyak terjadi pada peserta Program Pelayanan Kesehatan Karawang Sehat. Melakukan pemeriksaan berulang terhadap klaim 10 diagnosa penyakit rawat inap termahal dengan jumlah kasus yang besar untuk menghindari terjadinya pembengkakan biaya dan fraud. Melakukan kerjasama dengan Dinas Sosial dan Dinas Kependudukan Dan Catatan Sipil untuk mengatasi data kependudukan penduduk miskin Kabupaten Karawang, sehingga dapat diintegrasikan ke dalam skema Jaminan Kesehatan Nasional.
This study aims to calculate top 10 diagnosis of disease and top 10 expensive disease inpatient care among participants of the Healthy Karawang Health Service Program in Karawang Regency, January-December 2018. This research is a quantitative descriptive study using a cross sectional design. The data used in this study are secondary data obtained from the claims data of the Karawang Sehat Health Service Program. The analysis carried out was Univariate analysis. The results of this study indicate that the male participants received the most inpatient services, namely 50.4% of all claims. The average age of participants who received inpatient services was 33.41 years and the average length of stay was 4.86 days. Typhoid Fever is the most hospitalized disease, the most expensive inpatient disease, Hydrocephalus, unspecified at a cost of Rp213.576.000,00. The highest average cost of care for participants in the Healthy Karawang Health Service Program for the period of January - December 2018 in the 10 most inpatient diseases was Tuberculosis of Lung, confirmed by unspecified means which was Rp5.393.807,55 and in the 10 most expensive inpatient diseases Presence of cerebrospinal fluid drainage device is Rp34.804.500,00. Suggestions for the Karawang Sehat Health Service Program are to carry out promotive and preventive activities in hospitalized diseases, which mostly occur in the participants of the Healthy Karawang Health Service Program. Conduct repeated checks on claims of 10 most expensive inpatient diagnoses with a large number of cases to avoid the occurrence of cost overruns and fraud. Collaborating with the Social Service and Population and Civil Registry Service to address the population data of the poor population of Karawang Regency, so that it can be integrated into the National Health Insurance scheme.
